Eventually, in January 2003, the government withdrew the case in the wake of vociferous protests by civil rights activists and media personalities, and Gilani was a free man again. But his story demonstrates how important it is to uphold the rule of law and how easily an irresponsible few can misuse the draconian laws to their own ends. Most of all, he points out that, while he could prove his Innocence, the right to justice and personal liberty cannot be compromised in a democracy. Book excerpt: The exploits of the 71 Mountain Brigade – “The Brigade of the Year” begins with its having the lush green hills of Nagaland to fight the war of Liberation of Bangladesh shoulder to shoulder with the Mukti Bahini. From the time it left its location in Limakong (MANIPUR) till it finally settled down in Barrackpore, it went through eight formations in a short period of seven months moving from place to place. The Brigade was the first to enter Bangladesh from the North and the first to take the surrender and return to India. This formation did the longest advance in the shortest possible time and according to the Pakistanis “the entire action went with the precision of a clock work and according to the Book”. It was the integral brigade of 9 Mountain Division, which was placed under command of 8 Mountain Division for insurgency operations. From there it moved to defend the 1,200 mile-long Siliguri Corridor and then with a stroke of luck got converted into the Independent Brigade Group for the duration of the war. It reverted to its original self and was looking after Calcutta in aid of civil authorities in 1972 after the war. Thereafter, it finally managed to be an integral part of 6 Mountain Division. This book is primarily addressed to the younger lot of officers, since at the brigade level small unit actions assume significance and bring out tactical lessons useful to the young officers. The author has made an endeavour to place the actions of the Brigade in its proper perspective by covering what was generally happening all around. This has been done in order to bring out that no actions are fought in isolation in a conventional warfare. In fact this may even be true for a nuclear war. This book, which is the only one of its kind as far as unit and sub-unit actions in Bangladesh were concerned, will be of interest to students of military history and to every unit of the Indian Armed Forces .

Increasing intricacies of public security, with local, national, international and global security crossing each other’s boundaries, is creating not-easily-surmountable-challenges for police departments, increasing compulsions of synergy by the day. The need for going beyond traditionally laid out division of power to devise mechanisms that can bring different components of the security apparatus function independently as well as in coordination with each other is generally required, but has increasingly become a necessity. The nature of security requirements in rural and urban contexts calls for greater specialisation, professionalization and coordination. Aside from complex character of the politics of terror, emerging challenges of narco-terrorism, pedalling in arms, cyber crime need nationwide dexterity and exchanges amongst agencies and governments. Border management, intra-state and inter-state migrations and ferment amongst marginalised sections of population are other areas of public security that call for a federal management of public security. Book excerpt: Two issues that dominated the debates of the strategic community in the first quarter of this year were; ‘Make in India’ energetically marketed at the Aero-India Show and the Defence Budget. The Defence Budget is looked at intently to get the general emphasis of the government on security. Brig Gurmeet Kanwal has debated this lucidly. Maintaining a large standing armed force requires more than mere day-to-day support. An ill-equipped large force mired with equipment hollowness is not a guarantee for security but in a future war will be cannon fodder for the adversary. Someone will have to be held accountable to the nation for this debilitating lapse. Or take a conscious decision to reduce its size if this country cannot afford a well equipped large armed force!!! Preparing an armed force on a long-term basis requires a deeply considered perspective of its future role in the national security scheme and the road map for its implementation. The absence of a doctrine and the hesitation of establishing a single point of contact on all matters military have been well debated in this issue. Generals Harwant and Banerjee and Colonel Achutan look at the aspects of doctrine. ‘Make in India’ has been the didactic theme of this Government. It needs to be spelt out in clear terms and not left to the (mis-)interpretation of the bureaucracy. Make in India will be feasible only when the basic industrial manufacturing has notched up a number of counts and the manpower skills to go with it are matching. Currently it is more theoretical than implementable. The articles Dr Misra, Air Marshal Kukreja and Group Captain Noronha address these issues with particular reference to the aero-space industry. Two articles relate to the major current event on PM Modi’s visit to China; the first is on Tibet and the second on the boundary issue. Cyber space is emerging the next frontier; Gen Davinder Kumar has generated an excellent discussion on the issue. Col Harjeet has looked at the implications of social media on security. As a first Claude Arpi has documented a diary highlighting prominent issues relating to China’s PLA in this first quarter. This will now be a regular feature in the print edition.
