Book excerpt: This report presents an ecosystem framework for the management of Musquash Estuary Marine Protected Area (MPA). The Musquash Planning Group (later called the Musquash Advisory Committee) identified specific goals and objectives for the MPA. These objectives were used in further defining specific ecosystem objectives for the MPA based on the national ecosystem objectives developed by the Department of Fisheries and Oceans (DFO). The Musquash ecosystem objectives, like the national ecosystem objectives, cover three broad categories - biodiversity, productivity and habitat. In defining these objectives (and their sub-objectives) the approach was to look at the present and allowed human activities within the MPA and to develop operational strategies that would target the possible impacts of those activities. The framework further points to the possible performance indicators that can be used to monitor how well those objectives are being met. This report provides a summary of the relevant federal and provincial regulations that would be relevant to the human activities within the MPA. The present human activities are described and their relevance to the ecosystem framework, to monitoring, and to the management of the MPA are described.--Author's description.

Book excerpt: This interest led to the formation of the Musquash MPA Planning Group, which included participants and supporters from the Conservation Council of New Brunswick, the Fundy North Fishermen's Association, Fisheries and Oceans Canada (DFO), the Province of New Brunswick, and residents of surrounding communities. [...] In order to support the federal MPA and provide clear jurisdiction over activities in the area, the Government of New Brunswick transferred the administration and control of many of the submerged intertidal provincial Crown lands in the estuary to the Government of Canada through an Order in Council. [...] The Management Plan Following designation, the Musquash Estuary Management Plan for the Marine Protected Area and Administered Intertidal Area (DFO 2008) was developed to support the MPA Regulations and provide guidance for DFO managers, other regulators, user groups and the public on protecting and managing the estuary. [...] MANAGEMENT PRIORITIES (2010-2015) • Inform federal and provincial regulators of their roles and responsibilities in management of the MPA • Inform estuary users of the allowed and prohibited activities in the MPA • Develop and implement an activity plan application form submission and evaluation process for the MPA • Develop and implement a monitoring plan for the MPA • Develop a review process to [...] Discussion focused on the assessment of whether collected data provided an adequate baseline for on-going monitoring of the MPA and whether the indicators proposed in the monitoring framework are likely to be effective in assessing ecosystem change in light of the new baseline data collected.

[...] Data collected for each of the indicators will be used to evaluate whether the conservation objectives for the MPA are being achieved and this information will be used to inform management for the site. [...] The MPA designation and associated Regulations under the Oceans Act apply to the marine environment and associated benthic habitat up to the low water mark in the estuary. [...] In order to support the federal MPA and provide clear jurisdiction over activities in the area, the Government of New Brunswick transferred the administration and control of many of the submerged intertidal provincial Crown lands in the estuary to the Government of Canada through an Order in Council. [...] When applied to MPA management, monitoring is a means of gathering data to be used in the evaluation of MPA effectiveness (i.e., determining the degree to which the goals and objectives of the MPA are being met).
