Book excerpt: Reveals the important role of Muslim Americans in American politics Since the 1950s, and especially in the post-9/11 era, Muslim Americans have played outsized roles in US politics, sometimes as political dissidents and sometimes as political insiders. However, more than at any other moment in history, Muslim Americans now stand at the symbolic center of US politics and public life. This volume argues that the future of American democracy depends on whether Muslim Americans are able to exercise their political rights as citizens and whether they can find acceptance as social equals. Many believe that, over time, Muslim Americans will be accepted just as other religious minorities have been. Yet Curtis contends that this belief overlooks the real barrier to their full citizenship, which is political rather than cultural. The dominant form of American liberalism has prevented the political assimilation of American Muslims, even while leaders from Eisenhower to Obama have offered rhetorical support for their acceptance. Drawing on examples ranging from the political rhetoric of the Nation of Islam in the 1950s and 1960s to the symbolic use of fallen Muslim American service members in the 2016 election cycle, Curtis shows that the efforts of Muslim Americans to be regarded as full Americans have been going on for decades, yet never with full success. Curtis argues that policies, laws, and political rhetoric concerning Muslim Americans are quintessential American political questions. Debates about freedom of speech and religion, equal justice under law, and the war on terrorism have placed Muslim Americans at the center of public discourse. How Americans decide to view and make policy regarding Muslim Americans will play a large role in what kind of country the United States will become, and whether it will be a country that chooses freedom over fear and justice over prejudice.

The image of Islam as an inherently aggressive and xenophobic religion has long prevailed in the West and can at times appear to be substantiated by current events. L. Carl Brown challenges this conventional wisdom with a fascinating historical overview of the relationship between religious and political life in the Muslim world ranging from Islam's early centuries to the present day. Religion and State examines the commonplace notion—held by both radical Muslim ideologues and various Western observers alike—that in Islam there is no separation between religion and politics. By placing this assertion in a broad historical context, the book reveals both the continuities between premodern and modern Islamic political thought as well as the distinctive dimensions of modern Muslim experiences. Brown shows that both the modern-day fundamentalists and their critics have it wrong when they posit an eternally militant, unchanging Islam outside of history. "They are conflating theology and history. They are confusing the oughtand the is," he writes. As the historical record shows, mainstream Muslim political thought in premodern times tended toward political quietism. Brown maintains that we can better understand present-day politics among Muslims by accepting the reality of their historical diversity while at the same time seeking to identify what may be distinctive in Muslim thought and action. In order to illuminate the distinguishing characteristics of Islam in relation to politics, Brown compares this religion with its two Semitic sisters, Judaism and Christianity, drawing striking comparisons between Islam today and Christianity during the Reformation. Drawing on extensive archival work in English, Arabic, and Malay—from court records to colonial and local papers to private letters and visual material—Hussin offers a view of politics in the colonial period as an iterative series of negotiations between local and colonial powers in multiple locations. She shows how this resulted in a paradox, centralizing Islamic law at the same time that it limited its reach to family and ritual matters, and produced a transformation in the Muslim state, providing the frame within which Islam is articulated today, setting the agenda for ongoing legislation and policy, and defining the limits of change. Combining a genealogy of law with a political analysis of its institutional dynamics, this book offers an up-close look at the ways in which global transformations are realized at the local level.
