As a result, the majority of American cities today elect council members in at-large and nonpartisan elections. This result of the turn-of-the-century Progressive movement, which worked for election rules that eliminated the power of the urban machine and the working class on which it was based, is today still a subject of lively debate. For example, in the mid-1980s, regular Democrats in Chicago sought to institute a nonpartisan mayoral election. Supporters thought that reform would make the electoral process more democratic, while opponents charged that it was meant to dilute the voting powers of blacks. Clearly, the effect of urban reform remains an important issue for scholars and politicians alike. Susan Welch and Timothy Bledsoe clarify a portion of the debate by investigating how election structures affect candidates and the nature of representation. They examine the different effects of district versus at-large elections and of partisan versus nonpartisan elections. Who gets elected? Are representatives' socioeconomic status and party affiliation related to election form? Are election structures related to how those who are elected approach their jobs? Do they see themselves as representatives concerned with the good of the city as a whole? Urban Reform and Its Consequences reports an unprecedented wealth of data drawn from a sample of nearly 1,000 council members and communities with populations between 50,000 and 1 million across 42 states. The sample includes communities that use a variety of election procedures. This study is therefore the most comprehensive and accurate to date. Welch and Bledsoe conclude that nonpartisan and at-large elections do give city councils a more middle- and upper-middle-class character and have changed the way representatives view their jobs. Reform measures have not, however, produced councils that are significantly more conservative or more prone to conflict. Overall, the authors conclude that partisan and district elections are more likely to represent the whole community and to make the council more accountable to the electorate.

Book excerpt: Postmaster General James A Farley�s famous toast �to the forty-seven states and the soviet of Washington� introduces and sets the tone for this study of Washington State radicalism. The state�s colorful reputation for radical movements was established in the 1920s and 1930s by free speech fights, strikes, strong labor organizations, and woman suffrage reforms. Charles LeWarne finds the roots of this radicalism in the communitarian experiments of the late nineteenth century. Through analyses of several of these experiments, LeWarne demonstrates that the influence of a coterie of liberals and radicals centered on Puget Sound in such communities as Home, Burley, Freeland, Equality, and Port Angeles was felt in the state long after the �utopias� they came to colonize had ceased to exist. Probably the most famous of the experiments was Home Colony on Joe�s Bay near Tacoma. From a nucleus of three families, Home grew to over two hundred residents and lasted for more than twenty years. Its reputation for anarchism and flamboyance contributed to a jail sentence conviction for one editor of the Home newspaper for publishing an editorial called �The Nude and the Prudes.� Readers interested in current social movements and lifestyles will find many enlightening parallels with recent communal attempts, particularly the rejection of traditional values and the belief in a perfectible world. Whatever the differences within individual colonies, the communitarian ideal has certain general characteristics that find their way into each of these attempts to form a perfect society. Historians will welcome this treatment of an important part of the social and cultural history of the area. The book contains a mine of previously scattered information on the subject. It is a delightful footnote to the history of the Puget Sound region.

To illustrate concretely: the recent action of the Lon don County Council in insuring the lives of all the workmen who are engaged in the dangerous parts of the work of con structing the tunnel under the Thames is a reform in the right direction, and there are organizations that are striving to se cure an increasing regard for the claims of life, in preference to those of property. During rare historical moments, however, presidents and social movements forged partnerships that profoundly recast American politics. Rivalry and Reform explores the relationship between presidents and social movements throughout history and into the present day, revealing the patterns that emerge from the epic battles and uneasy partnerships that have profoundly shaped reform. Through a series of case studies, including Abraham Lincoln and abolitionism, Lyndon Johnson and the civil rights movement, and Ronald Reagan and the religious right, Sidney M. Milkis and Daniel J. Tichenor argue persuasively that major political change usually reflects neither a top-down nor bottom-up strategy but a crucial interplay between the two. On one side, a union leader and veteran black woman educator drew upon organizing strategies from black and Latinx communities to demand increased school resources. On the other side, the mayor, backed by the Obama administration, argued that only corporate-style education reform could set the struggling school system aright. The stark differences in positions resonated nationally, challenging the long-standing alliance between teachers' unions and the Democratic Party. Elizabeth Todd-Breland recovers the hidden history underlying this battle. She tells the story of black education reformers' community-based strategies to improve education beginning during the 1960s, as support for desegregation transformed into community control, experimental schooling models that pre-dated charter schools, and black teachers' challenges to a newly assertive teachers' union. This book reveals how these strategies collided with the burgeoning neoliberal educational apparatus during the late twentieth century, laying bare ruptures and enduring tensions between the politics of black achievement, urban inequality, and U.S. democracy.
