One is the far wider range of administrative powers which the German towns possess and exercise as compared with the towns - even the large incorporated cities - of the United Kingdom. This fact is illustrated by almost every chapter, and need not be enlarged upon in this place, but municipal workers will find the fact itself, and still more its explanation, deserving of more than passing thought. If it be true that the average English citizen has little idea of the degree to which the authorities which govern him are bound fast in legal fetters, it must also be confessed that these authorities themselves show a strange disposition to accept their fate as natural and inevitable. In the development of its system of urban government Germany followed principles so elastic and so accommodating that its municipalities have been able to cope with their growing responsibilities with surprising ease and facility. Impressed by the' larger autonomy enjoyed by German towns, I have even dared to ask the question, whether in this country - the proverbial home of free institutions - we yet really understand what true self-government means? The reader must answer that question for himself after weigh ing the evidence offered for his guidance. Stress has also been laid on the important and almost dominant position occupied in German local government by the permanent official and expert. Its financial, governmental, economic, social, sanitary, and educational prob lems have been those of an old city, with a style of building, habits of life, and standards of public comfort characteristic of the eighteenth century, which has suddenly had to face all the embarrassments growing out of a rapidly increasing population, with an ever more imperative demand for all the modern improvements of City life. It has had to adjust itself to the new conditions under a form of government which was established in its outlines in the early part of this century, at the time of the Stein and Hardenberg reforms - somewhat modified about 1830, and again in 1853, but since that time remaining practically unchanged. It would be difficult to find an American city growing from in 1850 to in 1900, which has not changed its form of government a half-dozen times. It will be of interest, therefore, to examine this scheme of governmental organiza tion, which, adopted for a small City, belonging essentially to the last century, has been found satisfactory for a modern City of the highest type. Then for the second time came Hope; more solid Hope. Given a fairly early case, and three years, and recovery was in the offing. And so we went on cheerfully with Davos. But Davos was not for every one; nor was every case an early 'one. Then came the discovery that lower altitudes would do if certain conditions were obtained; and so arose the great sanatorium movement. But slowly we found that patients could not spend their lives in sanatoriums; and one day on making my way up to one of them in England, I met on the way patient after patient, slouching along, bored to death with themselves and with each other; and even worse in morale than in body. Better discipline and better notions of thera peutics mended some of that; still I could not forget those listless saunterers, and it became evident to some of us, however unwillingly, that Hope was drooping again. The sanatorium was doing a great educative work no doubt; but at the end of its four or six months - what then? To send the patient away with recommendations about light jobs, and a regime, was almost a mockery or quite. What about the wage, and the family to be supported? The next lesson was brought home to me by a visit with other commissioners to certain cities, concerning some such problems. Before me now I see a gaunt hollow-eyed man, coughing, and leaning against the wall as he tried to talk to us, saying that his mates when he came out of the sanatorium - good fellows as they were - had bought him a milk that he might creep round, and earn a bit. The brave wife, shawl on head and mill apron on, had just come from the factory, and apologised for the dirty house - as well she might. The poor thing was working all day at the factory to keep the wolf from the door. All being dragged down together into the pit! What is the value of a good house, or a clean house, if no wages! What is there for the children? And what is to stop the infection! Who then would have the imagination, the initiative, the business capacity, to lift this burden, like lifting a world? Hanes traces the roots of social progressivism in prewar Japan. Seki, trained as a political economist in the late 1890s, when Japan was focused single-mindedly on "increasing industrial production," distinguished himself early on as a people-centered, rather than a state-centered, national economist. After three years of advanced study in Europe at the turn of the century, during which he engaged Marxism and later steeped himself in the exciting new field of social economics, Seki was transformed into a progressive. The social reformism of Seki and others had its roots in a transnational fellowship of progressives who shared the belief that civilized nations should be able to forge a middle path between capitalism and socialism. Hanes's sweeping study permits us not only to weave social progressivism into the modern Japanese historical narrative but also to reconceive it as a truly transnational movement whose impact was felt across the Pacific as well as the Atlantic.
