Book excerpt: Excerpt from Notes for a Study in City Planning in Champaign-Urbana In addition, the four regular students in the class of 1913 were each required to write a brief introduction to the reports; but as it would have been tiresome to repeat these, they have been thrown into a single chapter. This has been done by taking complete paragraphs from each and using nothing which was not written by the students. The introduction as given may be fairly considered, therefore, as a composite, representative of the united Views of the Civic Design stu dents in the class of 1913, and hence properly signed by them all. In the case of subsequent chapters which are signed by more than one student, the students themselves combined their independent theses. It is obvious that to make an authoritative city plan for Champaign and Urbana was not the prime purpose of this study of the Twin Cities. But because it is realized that in the press of busy lives, and the in sistency of personal interests, few persons have had opportunity for dispassionate and comprehensive study of the local civic problem, the theses have been brought together in the belief that they will prove at least interesting, and perhaps instructive and suggestive. If they contain, further, recommendations which commend themselves as directly valuable and helpful, the classes will be glad that they were able to do in this way a public service for the cities which house their alma mater and to which, thru all their lives, they will look back with affectionate tenderness. Book excerpt: Excerpt from Proceedings of the Twelfth National Conference on City Planning: Cincinnati, April, 19-22, 1920 With this ground-plan of action mapped out, the Commission proceeded to make the fundamental studies of the city which must necessarily constitute the foundation upon which may be built any enduring plan. Traffic counts were made at about 250 points to determine the trend of traffic: (1) foot passengers; (2) automobile trucking; (3) automobile pleasure vehicles; (4) horse drawn vehicles, and (5) trolley cars. This accurate count was charted on maps and tables and proved of immense value in draw ing up a major street plan. The next step was to make a population map representing each five families with a dot. It ought to be emphasized at this point that this map, as all other studies representing the physical char acter and social activities of the city, included every square foot within the corporate limits of St. Louis. The process of map making was a very laborious and costly procedure, but the end achieved fully justified the means in labor and money expended. It was interesting to note how invariably the population fol lowed closely the transit facilities provided by the street-car Sys tem of the city. It explained also why certain sections of the city lacked normal development because of the lack of such street car facilities and was an invaluable aid in developing a rational plan which provides equitable development for the entire city. This Transit Plan, as will be emphasized later, is now completely developed, has been tentatively approved by the officials of the controlling corporation with practically no modification whatso ever and will be published in the near future. The recreational facilities and the use made of them were also charted by dots on the map, each one of which represented a per mit issued by the Department-of Public Welfare for playing tennis, golf, baseball, etc. It illustrated graphically the zone served by each recreational center, and proved, as nothing else could have done, the necessity for providing these facilities in all parts of the city, but especially their urgent need in the most populous districts which, generally speaking, remained unserved at the present time. Concerted attack on municipal corruption had not yet reached its crest, but it was gathering momentum. Equally extensive were the entries under the heading, Housing of the Working Classes and of the Poor in Cities and the section on water supply and sanitation was surprisingly long. On the other hand there were comparatively few entries for public works and home rule; the only item on city plan ning was Planning the Site for a City, a technical study by Lewis M. Haupt in Engineering Magazine for 1895. Three years later Brooks prepared, with the help of Dr. Milo R. Maltbie, A Bibliography of Municipal Problems and City Conditions, complete to 1901. Explaining the need for the work, Brooks wrote since the publication of the first edition of this work in 1897, the literature on cities has grown so rapidly that from three to four times as much space is now required to list it adequately. References to European cities reflected growing interest in comparative studies. The project, Sponsored by the Reform Club, was suspended when the re form movement receded, following on a number of victories for mea sures it had sponsored. In this interim the most intensive studies of municipal affairs shifted to such universities as maintained chairs in municipal government and political science.
