The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. Yet as the war in Afghanistan has made abundantly clear, multilateral cooperation is neither straightforward nor guaranteed. Countries differ significantly in what they are willing to do and how and where they are willing to do it. Some refuse to participate in dangerous or offensive missions. Others change tactical objectives with each new commander. Some countries defer to their commanders while others hold them to strict account. NATO in Afghanistan explores how government structures and party politics in NATO countries shape how battles are waged in the field. Drawing on more than 250 interviews with senior officials from around the world, David Auerswald and Stephen Saideman find that domestic constraints in presidential and single-party parliamentary systems--in countries such as the United States and Britain respectively--differ from those in countries with coalition governments, such as Germany and the Netherlands. As a result, different countries craft different guidelines for their forces overseas, most notably in the form of military caveats, the often-controversial limits placed on deployed troops. Providing critical insights into the realities of alliance and coalition warfare, NATO in Afghanistan also looks at non-NATO partners such as Australia, and assesses NATO's performance in the 2011 Libyan campaign to show how these domestic political dynamics are by no means unique to Afghanistan.

Book excerpt: On March 17, 2011, a month after the beginning of the Libyan revolution, with up to dead 2,000 civilians, the United Nations Security Council (UNSC) decided on backing a no-fly zone over Libya and authorized "all necessary measures" to protect civilians. While France, Great Britain, and the United States took immediate military action using air and missile strikes, considerations to hand over military actions to the North Atlantic Treaty Organization (NATO) emerged within days of the operation. On March 22 2012, NATO agreed to enforce the arms embargo against Libya; 2 days later, it announced to take over all military aspects of the UNSC 1973. On March 31, 2012, Operation UNIFIED PROTECTOR (OUP) began. OUP turned out to be one of NATO's shorter, and seemingly also less controversial, missions. Mandated by both the League of Arab States and the UN as the regime of Colonel Qaddafi was launching assaults on peacefully demonstrating citizens, its aim was to protect civilians from the air and sea. Described as a "war of choice" rather than a "war of necessity," NATO achieved its goals more by accident than by design, according to some critics. The lessons which can be drawn from OUP are both military and political in nature. The overestimation of air power as a result of "no boots on the ground" might be a dangerous conclusion for future cases; the lack of cultural advice very likely prolonged the mission, while the shortcomings in strategic communication gave input to improve an area that is still new to NATO. The operation also highlighted a strategic dimension the Alliance was not ready to perceive -- that the Mediterranean, and its Southern states, is likely to continue being a source of instability for NATO, particularly after the Arab Spring. In legal terms, the Alliance faced an important communication gap between its legal, and therefore military, mandate -- the legal interpretations of UNSCR 1973 made clear that the operation did not seek to topple Colonel Gaddafi's regime, let alone assassinate him. Its aim was solely the protection of civilians in a situation of internal conflict, and, therefore, it conformed to the norm of "Responsibility to Protect." On the political level, heads of NATO member states made contradictory remarks calling for Gaddafi's departure, thereby compromising the clarity of the mission. Last but not least, the aftermath of NATO's Libya operation was not planned at all as the Libyan National Transitional Council firmly rejected any military personnel on the ground, not even UN observers. As the regime's security forces had virtually imploded, Libya's security therefore fell into the hands of the multiple militias which continued to proliferate after the conflict had ended.

Book excerpt: For much of the last 25 years, NATO has focused on crisis managementin places such as Kosovo and Afghanistan,resulting in major changes to alliance strategy, resourcing,force structure, and training. Re-embracing collective defense —which lies at the heart of the Treaty of Washington’s Article 5 commitment— is no easy feat, and not something NATO can do through rhetoric and official pronouncements. Nonetheless,this shift is vitally necessary if the alliance is to remain the bulwark of Western defense and security. Russia’s illegal annexation of Crimea and its invasion of Ukraine have fundamentally upended the security environment in Europe, thrusting NATO into the spotlight as the primary collective defense tool most European states rely upon to ensure their security. Collective defense is one of the alliance’s threecore missions, along with crisis management and cooperative security. It is defined in Article 5, the most well-known and arguably most important part of NATO’s founding treaty, which states: “The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all.” Although all three missions are vital to the interests of NATO’s many member states, collective defense has become first among equals once again. However,three very significant hurdles stand in the way of the alliance and its member states as they attempt to re-embrace collective defense. These loosely correspond to an ends-waysmeans construct. First is the alliance's strategy toward Russia. Is Russia an adversary,a partner,neither,or both? How should strategy and policies change to place the alliance and its members on more solid ground when it comes to managing Russia? Second are the ongoing disputes over resourcing and burden-sharing. In recent years, it has become commonplace for American leaders to publicly berate European allies in an effort to garner more contributions to the common defense. How might the alliance better measure and more equitably share security burdens? Third is the alliance’s readiness to fulfill its objectives. Many allies have announced or are implementing increases in defense spending. However, governments of European NATO member states are strongly incentivized by domestic politics to favor acquisition of military hardware or spending on personnel salaries and benefits,usually at the expense of readiness. The result is that NATO military forces risk quickly becoming hollow in a way that is often underappreciated, which will prevent the alliance from fulfilling the collective defense promise inherent in Article 5. The book examines all such questions to assess NATO’s return to collective defense and offer a roadmap for overcoming those challenges in both the short and long-term.
