Book excerpt: Seminar paper from the year 2011 in the subject Politics - Topic: European Union, grade: 1,0, European University Viadrina Frankfurt (Oder), course: Language and Identity, language: English, abstract: Worldwide, there are almost 6,800 languages in 228 countries and approximately 200 languages that have more than one million native speakers. There are even less official nation states existing, according to various sources between 192 and 195. Obviously, not every single country or nation state exclusively contains citizens speaking only one language and we don’t need to seek out long, but instead take a look to member states of the European Union (EU) as there are countries like Belgium, Luxembourg and Ireland that are officially tri- and/or bilingual. On one hand, this suggests the existence of a considerately strong movement of native speakers among the respective country’s citizens that are not willing to accept merely one mother language (as is the case in Ireland, where both Irish and English are officially recognized idioms). On the other hand, it might indicate the existence of a potential language conflict situation – and indeed there are multilingual nation states in which this proves to be the case. There are many such examples throughout the world, e.g. Belgium, Spain and its various autonomous communities) or the Canadian province Québec. In fact, established nation states are threatened to break in part due to their citizens speaking utterly different languages and instead of just one with varying accents and/or dialects. So how do countries deal with these issues? What are the possible consequences of using more than one official language among an established nation state and how might this shape the citizens’ perception and consciousness on a wider range?

Book excerpt: Language Policy beyond the State invites readers to (re-)consider the ways language policy is constituted, taken up, and researched if we look within and past the state. Contributors to this edited volume draw attention to language policy as always in the making, focusing on agency, on-the-ground practices, and ideologies. The chapters of the book reveal how simultaneous, and at times contradicting, language policies exist within a state and explore the complex roles played by families, businesses, educational institutions, and media in generating and appropriating these policies. By moving away from language policy analysis concerned primarily with how official state policies address well-defined language problems, some of the contributions of the volume highlight how the problems themselves can be ideological artifacts or are discursively constructed in language ideological debates that are provoked by changes in the geopolitical situation in the region. Using qualitative and descriptive research, the book uses Estonia as a setting to examine the ways historic and contemporary populations navigate language policies in both local and transnational spaces. As a whole, the collection speaks eloquently and powerfully to current efforts to understand and map the ways multiple institutions and individuals—not just the state—play an active role in forming and taking up language policies.

Although "celebrating linguistic diversity" is one of the key propositions in the European discourse on multilingualism and language policies, this device holds for these three types of languages in a decreasing order. All three types of languages, however, are constituent parts of a multilingual European identity and should be taken into account in any type of language policy. Both facts and policies on multilingualism and plurilingual education are addressed in case studies at the national and European level. The selection of case studies is based on a careful weighing of geographical spread of countries and languages across Europe on the one hand, and availability of established expert knowledge on the other. Since then, the Baltic Sea area has gained a powerful position as a dynamic European sub-region. Still, like other similar kinds of areas defined by a sea or a river the Mediterranean world, the Black Sea, or the Danube the Baltic Sea area is hard to define and it has as many definitions as there are map-makers. The sea itself plays a central role but its influence is vague and always contingent. This book has sought to introduce multiple insights for focusing on the Baltic. All the contributions examine the question of the essence of the Baltic and the source of its unity and, in particular, concentrate on multi-culturality and multi-nationality in the Baltic context. Some of the contributions survey the whole Baltic Sea area, while others concentrate on the Baltic countries and some of them have found the Baltic in the limited environment of parish and town. The Baltic is comprehended as a label that opens stimulating possibilities for replacing nation-centrism with narratives of another kind extending beyond the current nation-states. This understanding provides opportunities for defining a multi-ethnic, multi-lingual and multi-cultural region and the diversity of identities that has existed.
