Book excerpt: This United States Army Multi-Service manual, Army Techniques Publication ATP 3-52.2 TAGS Multi-Service Tactics, Techniques, and Procedures for The Theater Air-Ground System May 2020, provides a generic concept and procedures for TAGS operations. It is a framework for all planners to facilitate the integration of air and ground operations. The theater air-ground system (TAGS) is a conglomeration of systems. For the purpose of this publication, TAGS refers to organizations, personnel, equipment, and procedures that participate in planning and executing all air-ground operations. Understanding the chain of command and systems comprising TAGS allows it to be maximized, providing the ability to create quick and decisive combat results. The objective of this publication is to describe how each of the Service component's systems operate within the TAGS. TAGS combines each Service's command and control (C2) and airspace control system into a multi-domain framework, allowing each Service to operate as part of a unified effort in support of the joint force commander (JFC).This MTTP publication applies to all commanders and their staffs. This publication is approved for public release with Distribution Statement A, in accordance with Department of Defense Directive Instruction 5230.24, Distribution Statements on Technical Documents.TAGS incorporates the Army air-ground system (AAGS), Marine air command and control system (MACCS), Navy tactical air control system (NTACS), special operations air-ground system (SOAGS), and the theater air control system (TACS) into one system. Each Service component's air-ground system is designed to facilitate C2 of its operations and interface with the TAGS. The roles, responsibilities, and authorities of each TAGS element is spelled out in theater-wide documents, such as the area air defense plan (AADP), airspace control plan (ACP), and operational task link (OPTASKLINK). MARINE RECON Reconnaissance units are the commander’s eyes and ears on the battlefield. They are task organized as a highly trained six man team capable of conducting specific missions behind enemy lines. Employed as part of the Marine Air-Ground Task Force, reconnaissance teams provide timely information to the supported commander to shape and influence the battlefield. The varying types of missions a Reconnaissance team conduct depends on how deep in the battle space they are operating. Division Reconnaissance units support the close and distant battlespace, while Force Reconnaissance units conduct deep reconnaissance in support of a landing force. Common missions include, but are not limited to: Plan, coordinate, and conduct amphibious-ground reconnaissance and surveillance to observe, identify, and report enemy activity, and collect other information of military significance. Conduct specialized surveying to include: underwater reconnaissance and/or demolitions, beach permeability and topography, routes, bridges, structures, urban/rural areas, helicopter landing zones (LZ), parachute drop zones (DZ), aircraft forward operating sites, and mechanized reconnaissance missions. When properly task organized with other forces, equipment or personnel, assist in specialized engineer, radio, and other special reconnaissance missions. Infiltrate mission areas by necessary means to include: surface, subsurface and airborne operations. Conduct Initial Terminal Guidance (ITG) for helicopters, landing craft, parachutists, air-delivery, and re-supply. Designate and engage selected targets with organic weapons and force fires to support battlespace shaping. This includes designation and terminal guidance of precision-guided munitions. Conduct post-strike reconnaissance to determine and report battle damage assessment on a specified target or area. Conduct limited scale raids and ambushes. General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.

Book excerpt: Although airpower capabilities have improved dramatically in the past decade, the joint warfighting potential offered by these capabilities is not being fully realized. Service transformation efforts and lessons learned during combat operations in Afghanistan and Iraq highlight doctrinal and technical issues with air and ground integration. The authors propose several alternative options for improving the effectiveness of air and ground fires and maneuver. To compare the potential effectiveness of the options, they develop a methodology that models the essential counterland air-ground interactions under discussion, based on a scenario that focuses on the disruption of enemy ground force maneuver. They suggest a new joint warfighting concept that has design elements specifically put in place to enhance the prioritization and synchronization of joint fires and maneuver. This concept offers important benefits and significant added flexibility for employing joint forces to achieve the commander's objectives across the entire theater.
