Book excerpt: The Committee looked at the key issue that Mr Laws rented accommodation from a partner from June 2001 and continued to do so after the rules were changed in 2006 to prohibit explicitly such an arrangement. Mr Laws referred himself to the Parliamentary Commissioner for Standards and has cooperated with the Commissioner's investigation. He has accepted the Commissioner's key judgments and realises his error in not ensuring that his claims were above reproach. The Committee also noted the nature of Mr Laws' rental agreement, claims for rent and building work, and claims for telephony. In its conclusions and recommendations the Committee noted that Mr Laws main home designation was incorrect from April 2005 but that his claims for food up until and beyond July 2006 were legitimate. Mr Laws has apologised and repaid the sum of his full ACA claims for 1 July 2006 to 31 July 2009. The Committee looked at whether there needs to be a stronger sanction than repayments. It notes that Mr Laws has already resigned from the Cabinet and his behaviour since May 2010 has been exemplary, referring himself to and co-operating with the Commissioner, repaying allowances from July 2006 in full. However Mr Laws was guilty of serious breaches of the rules over a considerable time. So they recommend Mr Laws should be suspended from the service of the House for a period of 7 sitting days and that Mr Laws should apologise to the House by way of a personal statement.

Book excerpt: The term 'public diplomacy' relates to activities designed to promote the image and interests of the UK overseas in support of the Government's objectives. The BBC World Service and the British Council are the main government-funded bodies involved in public diplomacy activity, and in 2004-05, they received £225 million and £172 million of grant-in-aid respectively. The Committee's report examines the work of these two organisations, in light of the recommendations of the review by Lord Carter of Cole (more details available at http://www.fco.gov.uk/servlet/Front?pagename=OpenMarket/Xcelerate/ShowPageandc=Pageandcid=1007029395249) on the effectiveness of the Government's public diplomacy work, published in December 2005. The report makes 31 conclusions and recommendations, including the need for the Foreign Office to support an increase in the grant-in-aid funding for the BBC World Service so that it can introduce other television services such as the Arabic television news service; and that although it is appropriate for a Foreign Office minister to chair the new Public Diplomacy Strategy and Performance Management Board to ensure parliamentary accountability, this must not be allowed to compromise the editorial independence of the BBC World Service or the operational independence of the British Council.

The committee concludes that as a coalition government's programme for government cannot be put directly to the people, the House of Commons needs to have the opportunity to subject these proposals to full pre-legislative scrutiny.

Book excerpt: The new tax credits (the child tax credit and the working tax credit) were introduced in April 2003. Government statistics indicate that 6 million families and 10 million children benefit from the receipt of these credits. In 2003-04 period about one-third of all tax credits awards, 1.9 million, were overpaid, at a cost of nearly £2 billion. This report by the Treasury Committee examines the reasons for the high level of overpayments. The Committee acknowledges recent research which suggests that the tax credits regime is designed to deliver the correct amount of state assistance over the year as a whole, rather than over a shorter period, and that payments should perhaps be aligned more with the financial needs of families who budget over shorter periods. The Committee states that HM Revenue and Customs (HMRC) need to develop a detailed understanding of the factors that have led to overpayment, such as how much official errors and IT system errors have caused or contributed to overpayments. The report also considers the incidence of fraud, error on the part of claimants and organised crime. The Committee also feels that the administration of the tax credits regime has been based around individual functions or tasks, rather than centred around the needs of the claimants and that the HMRC needs to institute a claimant-centred approach to the administration of tax credits
