Book excerpt: The goals of the second volume of the AHDR – Arctic Human Development Report: Regional Processes and Global Linkages – are to provide an update to the first AHDR (2004) in terms of an assessment of the state of Arctic human development; to highlight the major trends and changes unfolding related to the various issues and thematic areas of human development in the Arctic over the past decade; and, based on this assessment, to identify policy relevant conclusions and key gaps in knowledge, new and emerging Arctic success stories. The production of AHDR-II on the tenth anniversary of the first AHDR makes it possible to move beyond the baseline assessment to make valuable comparisons and contrasts across a decade of persistent and rapid change in the North. It addresses critical issues and emerging challenges in Arctic living conditions, quality of life in the North, global change impacts and adaptation, and Indigenous livelihoods. The assessment contributes to our understanding of the interplay and consequences of physical and social change processes affecting Arctic residents’ quality of life, at both the regional and global scales. It shows that the Arctic is not a homogenous region. Impacts of globalization and environmental change differ within and between regions, between Indigenous and non-Indigenous northerners, between genders and along other axes.

But in this first comprehensive study of Roosevelt's leadership of the Democratic party, Sean Savage reveals a different man. He contends that, far from being a mere opportunist, Roosevelt brought to the party a conscious agenda, a longterm strategy of creating a liberal Democracy that would be an enduring majority force in American politics. The roots of Roosevelt's plan for the party ran back to his experiences with New York politics in the 1920s. It was here, Savage argues, that Roosevelt first began to perceive that a pluralistic voting base and a liberal philosophy offered the best way for Democrats to contend with the established Republican organization. With the collapse of the economy in 1929 and the discrediting of Republican fiscal policy, Roosevelt was ready to carry his views to the national scene when elected president in 1932. Through his analysis of the New Deal, Savage shows how Roosevelt made use of these programs to develop a policy agenda for the Democratic party, to establish a liberal ideology, and, most important, to create a coalition of interest groups and voting blocs that would continue to sustain the party long after his death. A significant aspect of Roosevelt's leadership was his reform of the Democratic National Committee, which was designed to make the party's organization more open and participatory in setting electoral platforms and in raising financial support. Savage's exploration of Roosevelt's party leadership offers a new perspective on the New Deal era and on one of America's great presidents that will be valuable for historians and political scientists alike.

Tracing the history of the American debate over preschool education, Andrew Karch argues that the current state of decentralization and fragmentation is the consequence of a chain of reactions and counterreactions to policy decisions dating from the late 1960s and early 1970s, when preschool advocates did not achieve their vision for a comprehensive national program but did manage to foster initiatives at both the state and national levels. Over time, beneficiaries of these initiatives and officials with jurisdiction over preschool education have become ardent defenders of the status quo. Today, advocates of greater government involvement must take on a diverse and entrenched set of constituencies resistant to policy change. Book excerpt: In commemoration of the fiftieth anniversary of the Korean War, the official history offices of the U.S. Army, Navy, Marine Corps, and Air Force and their respective historical associations collaborated to sponsor as comprehensive a symposium as possible, including as participants some of the coalition partners who contributed forces and weapons to the war. The intent of this symposium, titled Coalition Air Warfare during the Korean War, 1950 -1953, was to focus not only on the contributions made by the armed forces of the United States, but also on those of America's allies. The diverse group of panelists and speakers included not only scholars with subject matter expertise, but also veteran soldiers, sailors, and airmen who had served in that conflict. It was hoped that the melding of these diverse perspectives would provide interesting, if sometimes conflicting, views about the Korean War. The symposium organizers designated an agenda of six specific panels for investigation, including Planning and Operations; Air Superiority, Air Support of Ground Forces; Air Interdiction and Bombardment, Air Reconnaissance and Intelligence, and Logistical Support of Air Operations. Each session began with commentary by the panel chairman, which was followed by formal papers, and in some instances included a lively question and answer session. The papers and most of the proceedings found their way into print and are recorded here in an effort to permanently capture the activities, challenges, contributions, and heroics of the coalition air forces and the airmen who fought during the Korean conflict.
