Book excerpt: Although there is plentiful research on the impact of marriage, employment and the military on desistance from criminal behaviour in the lives of men, far less is known about the factors most important to women’s desistance. Imprisoned women are far more likely than their male counterparts to be the primary caretakers of children before their incarceration, and are far more likely to intend to reunify with their children upon their release from incarceration. This book focuses on the role of mothering in women’s desistance from criminal behaviour. Drawing on original research, this book explores the nature of mothering during incarceration, how mothers maintain a relationship with their children from behind bars and the ways in which mothering makes desistance more or less likely after incarceration. It outlines the ways in which race, gender, class, nationality, sexuality, gender identity, and other characteristics affect mothering and desistance, and explores the tensions between individual and system-level factors in the consideration of desistance. This book suggests that any discussion of desistance, particularly for women, must move beyond the traditional focus on individual characteristics and decision-making. Such a focus overlooks the role played by context and systems which undermine both women's attempts to be mothers and their attempts to desist. By contrast, in the tradition of Beth Richie’s Compelled to Crime, this book explores both the trees and the forests, and the quantum in-between, in a way that aims for lasting societal and individual changes.

The Ex-Prisoner’s Dilemma offers an in-depth, firsthand look at how the former prisoner manages messages about returning to the community. Over the course of a year, Andrea Leverentz conducted repeated interviews with forty-nine women as they adjusted to life outside of prison and worked to construct new ideas of themselves as former prisoners and as mothers, daughters, sisters, romantic partners, friends, students, and workers. Listening to these women, along with their family members, friends, and co-workers, Leverentz pieces together the narratives they have created to explain their past records and guide their future behavior. She traces where these narratives came from and how they were shaped by factors such as gender, race, maternal status, age, and experiences in prison, halfway houses, and twelve-step programs—factors that in turn shaped the women’s expectations for themselves, and others’ expectations of them. The women’s stories form a powerful picture of the complex, complicated human experience behind dry statistics and policy statements regarding prisoner reentry into society for women, how the experience is different for men and the influence society plays. With its unique view of how society’s mixed messages play out in ex-prisoners’ lived realities, The Ex-Prisoner’s Dilemma shows the complexity of these women’s experiences within the broad context of the war on drugs and mass incarceration in America. Of these 600,000 new releasees every year, about 480,000 are subject to parole or some other kind of postrelease supervision. Prison releasees represent a challenge, both to themselves and to the communities to which they return. Will the releasees see parole as an opportunity to be reintegrated into society, with jobs and homes and supportive families and friends? Or will they commit new crimes or violate the terms of their parole contracts? If so, will they be returned to prison or placed under more stringent community supervision? Will the communities to which they return see them as people to be reintegrated or people to be avoided? And, the institution of parole itself is challenged with three different functions: to facilitate reintegration for parolees who are ready for rehabilitation; to deter crime; and to apprehend those parolees who commit new crimes and return them to prison. In recent decades, policy makers, researchers, and program administrators have focused almost exclusively on "recidivism," which is essentially the failure of releasees to refrain from crime or stay out of prison. In contrast, for this study the National Institute of Justice (NIJ) of the U.S. Department of Justice asked the National Research Council to focus on "desistance," which broadly covers continued absence of criminal activity and requires reintegration into society. Specifically, the committee was asked (1) to consider the current state of parole practices, new and emerging models of community supervision, and what is necessary for successful reentry and (2) to provide a research agenda on the effects of community supervision on desistance from criminal activity, adherence to conditions of parole, and successful reentry into the community. To carry out its charge, the committee organized and held a workshop focused on traditional and new models of community supervision, the empirical underpinnings of such models, and the infrastructure necessary to support successful reentry. Parole, Desistance from Crime, and Community Integration also reviews the literature on desistance from crime, community supervision, and the evaluation research on selected types of intervention.

Book excerpt: Motherhood after Incarceration: Community Reintegration for Mothers in the Criminal Legal System explores the relationships of women with their children immediately after periods of incarceration. The analysis draws on in-depth interviews with 39 women who are mothers and who had recently been released in the Portland, Oregon, metropolitan area. Using data collected from these interviews, the authors address three interrelated questions: (1) How does incarceration affect mother/child bonds? (2) What obstacles interfere with successful reintegration of these mothers into the community? (3) Do mothers who regain immediate custody of their children after incarceration reintegrate better than those with delayed (or no) resumption of child custody? Implications of these findings for policy are explored. The research results demonstrate the struggles justice-involved mothers experience over time as they seek to reintegrate into the community and resolve their relationships with their children, while also struggling with employment, housing, family relationships, and avoiding situations that might ultimately lead to recidivism. The authors suggest that policies for reducing recidivism among reentering women should provide more resources for housing, childcare, mental health, and job training and coaching. Further, there are often behavioral and emotional repercussions associated with the lengthy separation of mother and child, which highlights the need for parenting support for these mothers and their children, including social and emotional counseling, and resources directed toward the maintenance of family ties. This book’s detailed look at motherhood after incarceration, both for mothers with custody and without, will appeal to academics, policy makers, community advocates and activists, and undergraduate and graduate students in social science courses on correctional policy, gender and crime, and social work.

It is critical to examine the criminal justice system through a new lens and explore opportunities for meaningful improvements that will promote health equity in the United States. The National Academies convened a workshop on June 6, 2018 to investigate the connection between incarceration and health inequities to better understand the distributive impact of incarceration on low-income families and communities of color. Topics of discussion focused on the experience of incarceration and reentry, mass incarceration as a public health issue, women's health in jails and prisons, the effects of reentry on the individual and the community, and promising practices and models for reentry. The programs and models that are described in this publication are all Philadelphia-based because Philadelphia has one of the highest rates of incarceration of any major American city. This publication summarizes the presentations and discussions of the workshop.
