Sponsored by the Chairman of the Joint Chiefs of Staff, the working group is an independent, honest-broker effort intended to build intellectual capital for the upcoming QDR. More specifically, it aims to frame issues, develop options, and provide insights for the Chairman, the services, and the next administration in three areas: defense strategy, criteria for sizing conventional forces, and force structure for 2005-2010. One of the group's initial tasks was to assess the future security environment to the year 2025. This was pursued by surveying the available literature to identify areas of consensus and debate. The goal was to conduct an assessment that would be far more comprehensive than any single research project or group effort could possibly produce. This survey documents major areas of agreement and disagreement across a range of studies completed since the last QDR in 1997. Because it distills a variety of sources and organizes and compares divergent views, this volume makes a unique contribution to the literature. It also provides a particularly strong set of insights and assumptions on which both strategists and force planners can draw in the next Quadrennial Defense Review. This survey does not claim to predict or illustrate all possible wars that Anmrica might face between now and the year 2025. Rather, it attempts, through analysis of representative and reputable sources, to incorporate the most likely characteristics of the future security environment into a single scenario, while heightening our awareness of dissenting viewpoints and plausible wild cards.

By examining the films in great detail, Bliss makes clear the moral framework of temptation and redemption with which Peckinpah was concerned while revealing the director’s attention to narrative. Bliss shows that each of Peckinpah’s protagonists is involved with attempting, in the words of Ride the High Country’s Steve Judd, "to enter my house justified." The validity of this systematic method is clearly demonstrated in the chapter devoted to The Wild Bunch. By enumerating the doublings and triplings of action and dialogue found in the film, Bliss underscores its symbolic and structural complexity. Beginning the chapters treating Junior Bonner and The Getaway with analyses of their important title sequences, Bliss shows how these frequently disregarded pieces present in miniature the major moral and narrative concerns of the films. In his chapter on The Osterman Weekend, Bliss makes apparent Peckinpahs awareness of and concern with the self-reflexive nature of filmmaking itself. Bliss shows that like John Ford, Peckinpah moved from optimism to pessimism. The films of the director’s early period, from The Deadly Companions to Cable Hogue, support the romantic ideals of adventure and camaraderie and affirm a potential for goodness in America. In his second group of films, which begins with Straw Dogs and ends with Bring Me the Head of Alfredo Garcia, both heroes and hope have vanished. It is only in The Osterman Weekend that Peckinpah appears finally to have renewed his capacity for hope, allowing his career to close in a positive way.

Yet the role that the state should play with respect to family ties among citizens remains deeply contested. This controversy over the state's role undergirds a broad range of public policy debates: Does the state have a responsibility to help resolve conflicts between work and family? Should same-sex marriage be permitted? Should parents who receive welfare benefits be required to work? Yet while these individual policy issues are endlessly debated, the underlying theoretical question of the stance that the state should take with families remains largely unexplored. In The Supportive State, Maxine Eichner argues that government must take an active role in supporting families. She contends that the respect for human dignity at the root of America's liberal democratic understanding of itself requires that the state not only support individual freedom and equality--the goods generally considered as grounds for state action in liberal accounts. It must also support families, because it is through families that the caretaking and human development needs which must be satisfied in any flourishing society are largely met. Families' capacity to satisfy these needs, she demonstrates, is critically affected by the framework of societal institutions in which they function. In the "supportive state" model she develops, the state bears the responsibility for structuring societal institutions to support families in performing their caretaking and human development functions. Although not all family forms will further the important functions that warrant state support, she argues that a broad range will. Eichner's vigorous defense of the state's responsibility to enhance families' capacity for caretaking and human development stands as a sharp rejoinder to the widespread conservative belief that the state's role in family life must be diminished in order for families to flourish.
