This book was released on 2010 with total page 70 pages. Available in PDF, EPUB and Kindle. Book excerpt: In accordance with the National Defense Authorization Act for FY 2009, we reviewed DoD procedures for purchases through the Department of Energy (DOE), specifically projects that DOE National Nuclear Security Administration (NNSA) sites performed under the DOE Work for Others (WFO) program. DoD requesting activities continue to use DOE for assisted interagency acquisitions while DOE has not certified that it will comply with Defense procurement requirements in accordance with Section 801 of the FY 2008 National Defense Authorization Act (Section 801). In addition, for all WFO projects that NNSA sites perform for DoD, NNSA contracting officers do not record detailed procurement data into the Federal Procurement Data System-Next Generation database, make price reasonableness determinations, obtain certified cost or pricing data, designate contracting officer's representatives, or designate individuals to review contractor invoices. This is because DOE does not believe that Section 801 applies to reimbursable activities performed by DOE and its contractors. We recommend that the Under Secretary of Defense for Acquisition, Technology, and Logistics resolve the Section 801 noncompliance issues we identified. We recommend the Under Secretary of Defense (Comptroller)/Chief Financial Officer instruct the Services and Defense Threat Reduction Agency to initiate preliminary reviews of potential Antideficiency Act violations and update the Financial Management Regulations with general and detailed funding guidance. We recommend that Acquisition Executives for the Army, Navy, and Air Force, and the Director, Defense Threat Reduction Agency make program and contracting officers aware of their responsibilities for obtaining and reviewing detailed cost information for individual WFO projects.

Book Defense Procurement Full Funding Policy Background Issues and Options for Congress

Download or read book Defense Procurement Full Funding Policy Background Issues and Options for Congress written by and published by . This book was released on 2007 with total page 71 pages. Available in PDF, EPUB and Kindle. Book excerpt: The full funding policy is a federal budgeting rule imposed on the Department of Defense (DOD) that requires the entire procurement cost of a weapon or piece of military equipment to be funded in the year in which the item is procured. The policy relates to Congress's power of the purse and its responsibility for conducting oversight of DOD programs. Support for the policy has been periodically reaffirmed over the years. In recent years some DOD weapons have been procured with funding profiles that do not conform to the policy. DOD has proposed procuring ships and aircraft using funding approaches that do not conform to the policy. DOD's proposals would establish new precedents for procuring other DOD weapons and equipment with non-conforming funding approaches. Such precedents could further circumscribe the full funding policy. This, in turn, could limit and complicate Congress's oversight of DOD procurement programs, or require different approaches to exercise control and oversight. A principal effect of the full funding policy is to prevent the use of incremental funding, under which the cost of a weapon is divided into two or more annual portions. Incremental funding could make the total procurement costs of weapons and equipment more difficult for Congress to understand and track, create a potential for DOD to start procurement of an item without necessarily stating its total cost to Congress, permit one Congress to tie the hands of future Congresses, and increase weapon procurement costs by exposing weapons under construction to uneconomic start-up and stop costs. Congress has several options for responding to recent procurement proposals. These options could have the effect of terminating, modifying, maintaining, or strengthening the full funding policy. In weighing these options, Congress may consider several factors, including Congress's power of the purse, ability to conduct oversight of DOD procurement programs, and the potential impact on weapon costs.

Available in PDF, EPUB and Kindle. Book excerpt: 2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Book DOD Should Streamline Its Decision Making Process for Weapon Systems to Reduce Inefficiencies

Download or read book DOD Should Streamline Its Decision Making Process for Weapon Systems to Reduce Inefficiencies written by United States Government Accountability and published by Createspace Independent Pub. This book was released on 2015-03-04 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DOD) has repeatedly delivered the most capable weapon systems in the world, but with consistent schedule delays and at significant cost to taxpayers. The process used to manage the acquisition of these systems has been characterized by organizations both internal and external to DOD as one that is inefficient, cumbersome, and bureaucratic.1 A contributing factor to this inefficient process is the significant time and effort required to complete information requirements before an acquisition program can proceed through a milestone to the next phase in the weapon system acquisition process. DOD leadership has acknowledged that too much time is invested in preparing for key milestones, including the documentation and oversight of information required by statutes and policy,2 which takes time away from conducting day-to-day core program management tasks such as contractor oversight, engineering, and risk management. There is a natural tension between oversight and accountability on one hand and efficient program management on the other. Oversight and accountability add process, which is justifiable given the high cost and risk associated with major weapons and the inherent incentives for program managers and contractors to be optimistic about what they can accomplish. The additional process does come at a cost of time and other resources that a program manager could potentially employ better. If it were clearly demonstrable that program cost and schedule outcomes have improved as oversight has intensified, then the additional process would be easy to accept. But, as we have reported over the years, program outcomes have not significantly improved. Thus, it is an appropriate time to assess the value of the documents and reviews demanded of today's acquisition process. We are not suggesting that individual actions to improve oversight were not justifiable, but rather questioning whether their cumulative demand is in balance with their desired effects. According to federal internal control standards, agencies should develop effective and efficient processes to ensure that actions are taken to address requirements, such as in this case, completing the information required to aid in milestone decisions.3 DOD has embarked on some initiatives aimed at streamlining different aspects of its weapon system acquisition process, but acknowledges more needs to be done. In the National Defense Authorization Act for Fiscal Year 2014, Congress mandated that GAO review DOD's weapon systems acquisition process, with an objective of identifying processes or procedures with little or no value added.4 This report examines (1) the effort and value involved in DOD's preparation for a milestone decision, (2) the factors that influence the time needed to complete the milestone decision process, and (3) alternative processes used by some DOD programs and leading commercial firms.

Book Joint Requirements Oversight Council Procurement Quantity Validation Process for Major Defense Acquisition Programs

Download or read book Joint Requirements Oversight Council Procurement Quantity Validation Process for Major Defense Acquisition Programs written by United States. Department of Defense. Office of the Inspector General and published by . This book was released on 2017 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: JROC is required to assist the Chairman of the Joint Chiefs of Staff in identifying, assessing, and approving joint military requirements. Joint military requirements are the capabilities necessary to fill or prevent a gap in a DoD core mission area, and requirements documents must describe the quantities of assets required to attain the capability requirements. JROC officials accepted MDAP procurement quantities that were included in requirements documents provided by Military Service acquisition officials but did not obtain input and reviews for procurement quantity from officials within the Office of the Secretary of Defense when validating requirements documents. As a result, JROC officials could not ensure that appropriate tradeoffs were made between life-cycle cost, schedule, performance, and procurement quantity.

Book excerpt: In part to improve the availability of information on and management of DOD's acquisition of services, Congress enacted section 2330a of title 10 of the U.S. Code, which required the Secretary of Defense to establish a data collection system to provide management information on each purchase of services by a military department or defense agency.6 The information to be collected includes, among other things, the total dollar amount of the purchase and the extent of competition provided in making the purchase. In 2008, Congress amended section 2330a to add a requirement for the Secretary of Defense to submit an annual inventory of the activities performed pursuant to contracts for services for or on behalf of DOD during the preceding fiscal year.
