Book excerpt: This book sheds new light on early twentieth-century secularism by examining campaigns to challenge dominant Christian approaches to the teaching of morality and citizenship in English schools, and to offer superior alternatives. It brings together, for the first time, the activities of different educators and pressure groups, operating locally, nationally and internationally, over a period of 47 years. Who were these activists? What ideological and organisational resources did they draw on? What proposals did they make? And how did others respond to their views? Secularist activists represented a minority, but offered a recurrent challenge to majority views and shaped ongoing educational debates. They achieved some, albeit limited, influence on policy and practice. They were divided among themselves and by 1944 had failed to supplant majority views. But, with the place of religious and secular ideals in schools remaining a subject of debate, this analysis has resonance today.

Global citizenship education is rapidly growing in popularity because it captures the longings of so many—to help make a world of prosperity, universal benevolence, and human rights in the midst of globalization’s varied processes of change. This book offers an empirical account from the perspective of teachers and classrooms, based on a qualitative study of ten secondary schools in the United States and Asia that explicitly focus on making global citizens. Global citizenship in these schools has two main elements, both global competencies (economic skills) and global consciousness (ethical orientations) that proponents hope will bring global prosperity and peace. However, many of the moral assumptions of global citizenship education are more complex and contradict these goals, and are just as likely to have the unintended consequence of reinforcing a more particular Western individualism. While not arguing against global citizenship education per se, the book argues that in its current forms it has significant limits that proponents have not yet acknowledged, which may very well undermine it in the long run.

It tracks development in children's moral awareness, looking at gains and losses from middle to late childhood, and focuses on cognitive skills, notions of moral rectitude, and interpersonal relationships and friendship. The study demonstrates how, through participation in a community of enquiry such as 'Thinking Time -- Philosophy with Children' (children sit in a circle, engaging in dialogue, with the teacher as facilitator), children become more thoughtful and develop respect and responsiveness as well as other traits of character that are central to democratic citizenship. The author analyses children's thinking in response to a wide range of content, on issues of justice, freedom and responsibility, rights and duties, inclusiveness, and friendship. Gender differences are also examined. With the increasing emphasis on education for citizenship in the school curriculum comes an awareness that 'children's voice' and 'agency' need to be respected and promoted. In presenting a new paradigm -- research with rather than on children, entering into their life-world which their teacher shares -- the author demonstrates the potential of children to reflect in a concerned way on issues that concern them and society as a whole.
