Tracing the history of the bishop's residence in the urban centers of northern Italy over the Middle Ages, Maureen C. Miller asks why this once rudimentary and highly fortified structure called a domus became a complex and elegant "palace" (palatium) by the late twelfth century. Miller argues that the change reflects both the emergence of a distinct clerical culture and the attempts of bishops to maintain authority in public life. She relates both to the Gregorian reform movement, which set new standards for clerical deportment and at the same time undercut episcopal claims to secular power. As bishops lost temporal authority in their cities to emerging communal governments, they compensated architecturally and competed with the communes for visual and spatial dominance in the urban center. This rivalry left indelible marks on the layout and character of Italian cities.Moreover, Miller contends, this struggle for power had highly significant, but mixed, results for western Christianity. On the one hand, as bishops lost direct governing authority in their cities, they devised ways to retain status, influence, and power through cultural practices. This response to loss was highly creative. On the other hand, their loss of secular control led bishops to emphasize their spiritual powers and to use them to obtain temporal ends. The coercive use of spiritual authority contributed to the emergence of a "persecuting society" in the central Middle Ages.

With a reputation for aggression and conquest, they rapidly expanded their powerbase from Normandy, and by the end of the twelfth century had established themselves in positions of strength from England to Sicily, Antioch to Dublin. Yet, despite this success recent scholarship has begun to question the ’Norman Achievement’ and look again at the degree to which a single Norman cultural identity existed across so diverse a territory. To explore this idea further, all the essays in this volume look at questions of Norman traditions in some of the peripheral Norman dominions. In response to recent developments in cultural studies the volume uses the concepts of ’tradition’ and ’heritage’ to question the notion of a stable pan-European Norman culture or identity, and instead reveals the degrees to which Normans adopted and adapted to local conditions, customs and requirements in order to form their own localised cultural heritage. Divided into two sections, the volume begins with eight chapters focusing on Norman Sicily. These essays demonstrate both the degree of cultural intermingling that made this kingdom an extraordinary paradigm in this regard, and how the Normans began to develop their own distinct origin myths that diverged from those of Norman France and England. The second section of the volume provides four essays that explore Norman ethnicity and identity more broadly, including two looking at Norman communities on the opposite side of Europe to the Kingdom of Sicily: Ireland and the Scandinavian settlements in the Kievan Rus. Book excerpt: Following the collapse of the western Roman Empire, the Franks established in northern Gaul one of the most enduring of the Germanic barbarian kingdoms. They produced a legal code (which they called the Salic law) at approximately the same time that the Visigoths and Burgundians produced theirs, but the Frankish code is the least Romanized and most Germanic of the three. Unlike Roman law, this code does not emphasize marriage and the family, inheritance, gifts, and contracts; rather, Lex Salica is largely devoted to establishing fixed monetary or other penalties for a wide variety of damaging acts such as "killing women and children," "striking a man on the head so that the brain shows," or "skinning a dead horse without the consent of its owner." An important resource for students and scholars of medieval and legal history, made available once again in Katherine Fischer Drew's expert translation, the code contains much information on Frankish judicial procedure. Drew has here rendered into readable English the Pactus Legis Salicae, generally believed to have been issued by the Frankish King Clovis in the early sixth century and modified by his sons and grandson, Childbert I, Chlotar I, and Chilperic I. In addition, she provides a translation of the Lex Salica Karolina, the code as corrected and reissued some three centuries later by Charlemagne.
