Book excerpt: Letter, dated Sept. 22, 1827 in Montpelier, Virginia, from James Madison to James Monroe, concerning a provisional order of July 18, 1814, issued by Secretary of War John Armstrong to General Andrew Jackson, authorizing him on certain conditions to take possession of Pensacola. In response to a letter from Henry Lee of Aug. 24, 1827, Madison writes to Monroe, who served as secretary of state during Madison's presidency, seeking further information about questions raised by Lee concerning delays in delivering the order to General Jackson. The order, supposedly written on July 18, 1814 by Armstrong, and held back til January 1815, was not received by Jackson until March 14, 1815, the envelope open and with no postmark. The delay meant that Jackson's victorious attack on Pensacola in 1814 was, in fact, unauthorized. Armstrong maintains that unbeknownst to him, the delay must have been directed by President Madison himself. Another witness asserts that after the order was supposedly sent, it was seen in Monroe's office. Madison asks Monroe to write to him if he has any knowledge of these matters.

Often kept from it by the business of the young nation, James and Dolley Madison could finally take up permanent residence when they retired from Washington in 1817. Their lifelong friend Thomas Jefferson predicted that, at Montpelier, the retiring Madison could return to his "books and farm, to tranquility, and independence," that he would be released "from incessant labors, corroding anxieties, active enemies, and interested friends." As the celebrated historian Ralph Ketcham shows, this would turn out to be only partly true. Although the Madisons were no longer in Washington, Dolley continued to take part in its social scene from afar, dominating it just as she had during Jefferson’s and her husband’s administrations, commenting on people and events there and advising the multitude of young people who thought of her as the creator of society life in the young republic.
