Elle s'inscrit dans les modèles de la psychologie des attentes qui sont susceptibles de prédéterminer la réussite ou non de la démarche. Nous nous demandons si le bilan de compétences permet au bénéficiaire de gagner en "connaissance sur lui-même" à partir du repérage de ses compétences, ce qui pourrait constituer pour lui une compétence nouvelle. D'autre part, une proactivité est-elle associée au bilan de compétences ? Enfin comment attentes et effets interagissent-ils dans le bilan de compétences ? L'analyse s'attache à mettre en évidence les effets du bilan de compétences en terme de connaissance de soi et proactivité en fonction des types de publics et du mode d'accès au bilan, attentes souhaitées ou non attente. Cette recherche est menée en partenariat des CIBC - Centre Interinstitutionnels de Bilans de Compétences - à partir de questionnaires réalisés en situation et traitant de la connaissance de soi au sens de découverte des compétences d'une part ainsi que de la proactivité d'autre part. L'étude se place du point de vue des sujets. Les résultats confirment les effets sur la connaissance de soi et de ses compétences ainsi que sur la proactivité. Cette variable proactivité se compose en fait de deux facteurs : la recherche d'information d'une part et les actions orientées vers la prise de poste d'autre part. Les effets de ces deux facteurs varient en fonction des groupes de sujets constitués et des attentes

This international consensus around high skills has led recent American presidents to claim themselves 'education presidents' and in Britain, Tony Blair has announced that 'talent is 21st-century wealth'. This view of knowledge-driven capitalism has led all the developed economies to increase numbers of highly-trained people in preparation for technical, professional, and managerial employment. But it also harbours the view that what we regard as a 'skilled' worker is being transformed. The pace of technological innovation, corporate restructuring, and the changing nature of work require a new configuration of skills described in the language of creativity, teamwork, employability, self-management, and lifelong learning. But is this optimistic account of a future of high-skilled work for all justified? This book draws on the findings of a major international comparative study of national routes to a 'high skills' economy in Britain, Germany, Japan, Singapore, South Korea, and the United States, and includes data from interviews with over 250 key stakeholders. It is the first book to offer a comparative examination of 'high skill' policies -- a topic of major public debate that is destined to become of even greater importance in all the developed economies in the early decades of the twenty-first century.

Book excerpt: Belgium has a unique place in the history of migration in that it was the first among industrialized nations in Continental Europe to develop into an immigrant society. In the nineteenth century Italians, Jews, Poles, Czechs, and North Africans settled in Belgium to work in industry and commerce. They were followed by Russians in the 1920s and Germans in the 1930s who were seeking a safe haven from persecution by totalitarian regimes. In the nineteenth century immigrants were to a larger extent integrated into Belgian society: they were denied political rights but participated on equal terms with Belgians in social life. This changed radically in the twentieth century; by 1940 the rights of aliens were severely curtailed, while those of Belgian citizens, in particular in the social domain, were extended. While the state evolved into a "welfare state" for its citizens it became more of a police state for immigrants. The state only tolerated immigrants who were prepared to carry out those jobs that were shunned by the Belgians. Under the pressure of public opinion, an exception was made in the cases of thousands of Jewish refugees that had fled from Nazi Germany. However, other immigrants were subjected to harsh regulations and in fact became the outcasts of twentieth-century Belgian liberal society. This remarkable study examines in depth and over a long time span how (anti-) alien policies were transformed, resulting in an illiberal exclusion of foreigners at the same time as democratization and the welfare state expanded. In this respect Belgium is certainly not unique but offers an interesting case study of developments that are characteristic for Europe as a whole.
