Book excerpt: Satellite imagery is an increasingly valuable data source in agricultural and resource economics. It offers credible, consistent, and globally comparable information on landscape-scale changes to the environment; and the supply of the information is accelerating with innovations in satellite technology. This dissertation presents the critical value of satellite imagery for environmental policy evaluation, focusing specifically on deforestation. Tropical deforestation may account for as much as one tenth of net global greenhouse gas emissions each year. Any viable effort to mitigate the impact of climate change must address deforestation. The effective design of forest policy is dependent on reliable impact analysis. Satellites offer a method of direct observation of forest cover loss, rather than incomplete or biased estimates. The dissertation first presents an algorithm to convert raw satellite imagery into a new and novel data source on tropical deforestation. Next, the data are used to explain the counter-intuitive outcomes from a 2012 conservation policy in Indonesia, relying on the spatial detail afforded by the new data. Finally, a set of empirical results describe the relationship of deforestation to interest rates, commodity prices, and other economic variables, using the temporal detail afforded by the new data. Together, these case studies demonstrate the effective use of a new data source in direct and credible policy analysis for natural resource economics.

Book excerpt: Despite their protected status, forest reserves can be influenced by anthropogenic activities within and adjacent to reserve boundaries, resulting in environmental degradation and changes in forest cover. Long-term monitoring of environmental change within protected areas in a reliable and extensive manner is important given widespread, human-induced land-cover and land-use change. This study demonstrates the utility of optical satellite remotely sensed imagery and multi-temporal image analysis procedures for mapping and monitoring land cover and land use within cloud-prone and mountainous forest reserves and their environs in China and Ghana for the period of mid-1980s to 2018. The novel mapping and monitoring procedures yield extensive land-use dynamic information in a reliable manner by minimizing terrain-related illumination and cloud cover effects. Forest types and land-use are mapped in selected cloud-prone and mountainous forest reserves in China and Ghana to test the reliability of the optimized methods. By applying logical land-use transition rules and interpreting high spatial resolution satellite imagery, land-use changes and the anthropogenic activities associated with them are identified. Vegetation and land-use types are mapped with moderate to high classification accuracies (64 to 94%) for study areas in China and Ghana. For Fanjingshan National Nature Reserve in China, 12 km2 in land area is mapped as afforested bamboo and conifer lands associated with payment for ecosystem services programs, and over 25 km2 is mapped as new development during 1995-2016. Forest area decreased by 9% for the 76 study reserves and environs in southern Ghana between 2000 and 2018. Substantial land changes associated with built development and agricultural expansion are observed in reserve environs within both study areas. Other anthropogenic activities including mining and plantation activities are identified in southern Ghana reserves, while afforestation activities associated with payment for ecosystem programs were predominant adjacent to Fanjingshan in China. This study contributes to the land-cover and land-use mapping literature by developing and optimizing methods for extremely cloud prevalent and mountainous regions. A semi-automated mapping approach implemented on an open-access, user-friendly platform, similar to the workflow demonstrated in this study, increases the usability and transferability of such mapping techniques. Improved monitoring of other forested, mountainous, and cloud prevalent regions can benefit and inform protected area management and policy, long-term environmental change monitoring, and conservation effort assessment.

Book excerpt: The primary goal of this research was to improve monitoring of temperate forest change using remote sensing. In this context, change includes both clearing of forest due to effects such as fire, logging, or land conversion and forest growth and succession. The Landsat 7 ETM+ proved an extremely valuable research tool in this domain. The Landsat 7 program has generated an extremely valuable transformation in the land remote sensing community by making high quality images available for relatively low cost. In addition, the tremendous improvements in the acquisition strategy greatly improved the overall availability of remote sensing images. I believe that from an historical prespective, the Landsat 7 mission will be considered extremely important as the improved image availability will stimulate the use of multitemporal imagery at resolutions useful for local to regional mapping. Also, Landsat 7 has opened the way to global applications of remote sensing at spatial scales where important surface processes and change can be directly monitored. It has been a wonderful experience to have participated on the Landsat 7 Science Team. The research conducted under this project led to contributions in four general domains: I. Improved understanding of the information content of images as a function of spatial resolution; II. Monitoring Forest Change and Succession; III. Development and Integration of Advanced Analysis Methods; and IV. General support of the remote sensing of forests and environmental change. This report is organized according to these topics. This report does not attempt to provide the complete details of the research conducted with support from this grant. That level of detail is provided in the 16 peer reviewed journal articles, 7 book chapters and 5 conference proceedings papers published as part of this grant. The goal of the member countries is to increase the resilience of mountain forests and ensure the sustainability of their protective functions for society. Each country report covers the following topics: 1) definition of protective forests; 2) characteristics of the national protective forest system; 3) challenges encountered in the management and strengthening of protective forests, including climate change impacts; 4) governance of the protective forest system; and 5) monitoring and planning systems for protective forests. Countries have defined, characterized, and identified challenges inherent to their protective forests, and it is through their appropriate governance, management and planning that the forests are able to provide ecosystem services in a sustainable way. In the context of a changing climate, the approach has to be revisited and adapted to novel and increasingly more uncertain conditions. This review of reports from 12 countries shows that especially mountain regions in Europe are facing common challenges and that different approaches can be learnt from each another. We hope that this report may provide a basis for further actions in transboundary and international cooperation for maintaining and enhancing protective forests.
