How numerous are they? Where do they live? What are the characteristics of poor households? How should we measure poverty? Has poverty declined? Has inequality increased? In answering these questions this poverty assessment constructs a poverty profile for Bangladesh."Although poverty has declined in Bangladesh in the 1990s, the remaining challenges are enormous. This report is part of a long-term process of capacity building and mainstreaming of poverty analysis in Bangladesh. Its findings suggest five pillars of a possible poverty reduction strategy: Accelerating economic growth Promoting education for the poor Investing in poor areas Improved targeting of public expenditures and safety nets Forming further partnerships with NGOs Discussions with stakeholders, NGOs, the government, poverty researchers, and other donors in Bangladesh arising from this report will help to build support for an action plan and more detailed policy and institutional changes for faster poverty reduction.

Book excerpt: The Global Monitoring Report 2014/2015: Ending Poverty and Sharing Prosperity was written jointly by the World Bank Group (WBG) and the International Monetary Fund, with substantive inputs from the Organisation for Economic Co-operation and Development. This year's report details, for the first time, progress toward the WBG's twin goals of ending extreme poverty by 2030 and promoting shared prosperity and assesses the state of policies and institutions that are important for achieving them. The report continues to monitor progress on the Millennium Development Goals (MDGs). Also for the first time, the report includes information about high-income countries. It finds that while gaps in living standards have been closing in many countries, the well-being of households in the bottom 40 percent, as measured by the non-income MDGs such as access to education and health services, remains below that of households in the top 60 percent. The focus of this year's report is on three elements needed to make growth more inclusive and sustainable: investment in human capital that favors the poor, the best use of safety nets, and steps to ensure the environmental sustainability of economic growth. These three elements are imperative to all countries' development strategies, and are also fundamental to global efforts to achieve the twin goals, the MDGs, and the Sustainable Development Goals that will succeed the MDGs. Global Monitoring Report 2014/2015 was prepared in collaboration with regional development banks and other multilateral partners.

Chapter 3, "Safety Net Programs: Lessons from Country Experience," examines recent experiences in safety net programs, which complement the main strategy of broad-based growth and investment in human capital. Appendix A describes the Bank's analytical work on poverty and presents summaries of poverty assessments for 32 countries. Appendix D describes objectives of the Program of Targeted Interventions (PTI) and lists 156 PTI projects with details on their specific objectives and strategies; 75 of these addressed human capital development. Education projects focused on female literacy, skills for the informal sector, teacher education, provision of school materials, and educational facilities construction. Other appendices provide further details on poverty assessments, poverty-focused structural adjustment loans, poverty-focused emergency recovery loans, annual lending to selected sectors, regional plans for poverty monitoring, and projects and adjustment operations with safety net components. Book excerpt: This book examines how migrant remittances contribute to household social resilience in rural Bangladesh. Using a mixed methods approach, the authors show that remittances play a crucial role in enhancing the life chances and economic livelihoods of rural households, and that remittance income enables households to overcome immediate pressures, adapt to economic and environmental change, build economic and cultural capital, and provide greater certainty in planning for the future. However, the book also reveals that the social and economic benefits of remittances are not experienced equally by all households. Rural village households endure a precarious existence and the potentially positive outcomes of remittances can easily be undermined by a range of external and household-specific factors leading to few, if any, benefits in terms of household social resilience.
