Book excerpt: In this careful and thorough study of a Canadian field which has been relatively untouched in recent years, Dr. Brecher records and comments on the development of monetary and fiscal thinking in Canada in the inter-war period, and its impact on public policy in the federal sphere. Examining Canadian opinion about economic theory during this time, the author draws on four fields of thought: that of government and other public officials; of businessmen, such as bankers, and their views on what should be done about the depression; of the "radical group", such as those prominent in the formation of the CCF and Social Credit parties; and of economists, prominent in the universities. Dr. Brecher points out in his preface that his inquiry is rooted in the conviction that the problems associated with cyclical fluctuations remain sufficiently complex to make an understanding of the developments of the twenties and thirties an indispensable condition for effective stabilization policy. He finds the twenties distinguished only in the superficial and imperfect diagnosis of and remedial suggestions for unemployment, made chiefly by a relatively small handful of thinkers associated with the Progressive and United Farmers movements, then emerging in the West. It was the thirties which, under the impact of the depression, witnessed the first real stirrings of careful economic analysis in cyclical terms, and of statistical techniques for measuring the value of annual productive activity and income receipts in the Dominion. The author has attempted to appraise the evolution of the Canadian policy of monetary and fiscal stabilization within the thought environment in which it was conceived and implemented, and on the basis of the standards set by modern income-employment theory.

Book excerpt: In this report Professor Hartle presents the findings of a series of investigations that have been carried out, partly under the auspices and partly with the co-operation, of the Canadian Department of Labour. The object of the investigations, the Employment Forecast Survey, was initiated by the Economics and Research Branch of that Department in 1946 to obtain information about the future levels and trends of employment in industry. The first phase of the investigation was carried out in 1953 by Professor William C. Hood assisted by Professor Hartle, and their report, dealing with the administration, policy, and technique of the Survey, constituted the foundation of the present study. In 1956-7 Professor Hartle conducted further studies of the Survey and its administration, analysing in particular the predictions which have been derived from the forecasts provided by individual establishments, and evaluating improvements which might have been made in the reliability both of the employer's forecasts and the Department's conclusions. The final phase of investigation carried out by Professor Hartle has been concerned mainly with an analysis of the forecasts of individual establishments. Professor Hartle's monograph, comprising as it does the findings of this whole series of studies, thus provides a comprehensive and detailed analysis of the Employment Forecast Survey. It is valuable for its comparison of the EFS with similar surveys conducted in the United States, the United Kingdom, and Germany. Canadian Studies in Economics, No. 14.

Part I contains a theoretical analysis of the relation of inventories and inventory fluctuations to the business cycle. It begins with a brief survey of the treatment of inventories in the literature of business cycles. Then a theoretical model of the economic system is developed as a basis for judging the nature and importance of inventory fluctuations in the economy. Part II is a study of inventory fluctuations in Canada over the period from 1918 to 1950 and provides some inductive verification of the preceding theoretical argument. The behaviour of inventories in ten important manufacturing industries is analysed in detail. This part also contains analysis of the movement of total inventories and of the behaviour of inventories in the main industrial subdivisions of the economy. Finally a brief chapter relates these findings to the theoretical analysis of Part I. Canadian Studies in Economics, No. 10.

Book excerpt: The Canadian tariff has been a singularly faithful mirror of economic and political change in this country, but it is a glass through which much has been seen darkly. This study is an attempt to improve the view. It traces the administration of the tariff through Canadian history, and provides the first complete treatment of the subject and its significance for the country's commerce. Dr. Blake's work begins with customs administration during the French régime, and follows with the British period---the struggle for responsible government, the problem of smuggling, and the establishment of free ports. The author discusses such early problems as customs union in the Canadas, reciprocity and the Galt tariff, and ad valorem duties and their administrative consequences. Confederation and its effect on customs administration are analysed, as are the tariff schedule up to modern times, valuation and the effects of war, and the system and problems of appraisement. The customs establishment since Confederation is studied under such heads as organization, problems of adjustment, and political patronage in the service. Finally, the Canadian Tariff Board is put under examination. This study does not constitute an argument on either side of the policy controversy as regards free trade or protection nor is it a linearly historical treatment of Canadian commercial policy. It is an attempt to fit into the Canadian environment certain more or less theoretical concepts which may serve to explain the tariff as an important economic institution. It will be of interest to students of Canadian economic history, particularly in the area of national revenue.

The Department of Finance sat at the centre of critical federal decisions and debates. From this axis, Clark's wide-ranging contributions to Canadian policy were nothing short of phenomenal: he was the driving force behind the creation of the Bank of Canada and he spearheaded national housing policy. Led by historian Frank Underhill of the University of Toronto and law professor and poet Frank Scott of McGill University, the League for Social Reconstruction was critical of industrial capitalism and called for basic social and economic change through educational activity and parliamentary and constitutional channels. In the first history of this unique organization Michiel Horn outlines the League's aims and accomplishments and its ideological influence on the CCF and the NDP. Initially, the LSR avoided the term 'socialism' and remained uncommitted to any political part, although its choice of J.S. Woodsworth as honorary president made its sympathies clear. When, not long after the LSR's establishment, the CCF was founded, many League members joined it. An attempt to link the LSR openly with the CCF failed, but the League soon became known as the CCF's 'brain trust,' and the manifesto and programme adopted by the party in 1933 clearly reflected the influence of the LSR members. The League's own democratic socialist ideas were most fully stated in Social Planning for Canada (1935), Democracy Needs Socialism (1938), and in the pages of the Canadian Forum, acquired by the LSR in 1936. With the disillusionment of the later 1930s, the distraction of the war, and, most of all, the increased support enjoyed by the CCF after 1940, the LSR disappeared as a formal organization, but its ideas shaped a political tradition which found expression in the CCF and later the NDP.
