It concentrates on analyzing the results for the Right Bank of Moldova, so that any references to Moldova imply the Right Bank. Its agriculture-dominated economy is handicapped by the loss of its traditional markets and the slow restructuring of its enterprises. As a result, the economy has been shrinking since independence. This report aims to provide a detailed analysis of the situation regarding living standards in the country, and provide a framework for policy for the Government's emerging social assistance program. Chapter 1 examines the composition and distribution of poverty in Moldova. Chapter 2 looks at how income and price shocks have affected the lives of the poor - and motivates the need for employment-generating growth, especially in agriculture, as the only sure way out of poverty for most Moldovans. Chapter 3 discusses the role of the Moldovan state in easing poverty, and proposes a broad strategy to reform social assistance and social sector reform that best uses the limited Government resources. In its efforts to directly alleviate poverty, the Moldovan Government has to overcome three mutually reinforcing challenges: the population's high expectations for broad and effective interventions, its own lack of fiscal resources, and the technical difficulties in finding effective targeting mechanisms for Moldova's shallow poverty.

Book excerpt: Moldova has experienced rapid economic growth in the past decade, which has been accompanied by reductions in poverty and good performance in shared prosperity. Nonetheless, Moldova remains one of the poorest countries in Europe and faces challenges in sustaining the progress. The challenges for progress include spatial and cross-group inequalities, particularly because of unequal access to assets, services and economic opportunities. Moreover, strengthening the persistently weak labor markets to boost employment, especially in the nonfarm sectors, is critical for sustaining progress toward the twin goals of reducing poverty and expanding shared prosperity and for addressing the problems associated with an aging population in a fiscally responsible manner. Accordingly, ensuring the viability of the pension system and improving social assistance are necessary areas of reform, particularly in a context of fiscal pressures, the aging population, and the great vulnerability of the poor to shocks. The Moldova poverty assessment 2016 includes three prongs of analysis: this report, which explores trends and the drivers of poverty and shared prosperity, and the accompanying analyses, 'a jobs diagnostic for Moldova' and 'structural transformation of Moldovan small-holder agriculture and its poverty and shared prosperity impacts.' The jobs diagnostic explores the main labor demand and supply challenges in Moldova in more detail, while the analysis of structural transformation focuses on the agricultural sector and whether it can become a driver of progress.

Book excerpt: Moldova has experienced rapid growth and increases in living standards in the past decade. The economy has grown by an average 5 percent a year in the past 15 years, while the national poverty rate declined from 26 percent in 2007 to 11 percent in 2014; there are sharp declines observed in the early 2000s as well. However, Moldova's growth model has relied on remittances, with limited job creation. The World Bank (2016) report Moldova: Paths to Sustained Prosperity finds that Moldova's growth model triggered a cycle in which men and women migrated in search of better economic opportunities and sent remittances home that continued to support consumption-driven growth, and that this contributed to poverty reduction and welfare improvement among the less well off, particularly those in rural areas. The 10 facts presented in the note are as follows: fact one: job losses are increasing overall, with productivity-driven economic growth since the 2000s benefitting a smaller number of people who were able to find jobs; fact two: workers left agriculture and industry for services, but the 2009 global crisis dampened the job prospects in services; fact three: out-migration means that Moldova failed to fully capture a demographic dividend for the economy, and is now an aging country; fact four: employment and wage patterns show that job outcomes are becoming less inclusive; fact five: despite their rising educational attainments, young people face significant challenges finding non-farm jobs; fact six: as inequality in earnings widens, post-secondary education still earns more, but is becoming less of a guarantee of a better job; fact seven: efficient firms are raising their productivity by shedding jobs, not creating them, while firm entry and survival rates are low; fact eight: the most productive firms (small, young, foreign, and private) firms have the most productive jobs, but they are not increasing their share in employment; fact nine: while productivity is increasing, a growing share of jobs is in less-productive firms; fact ten: firms providing employment are typically larger and older, while younger firms are struggling, and fewer new firms have been launched since the crisis. It is key to continue monitoring these trends over time and, after the release of the 2014 census data, the labor market and demographic challenges that the country faces will need to be revisited to reflect a more current picture of the situation and the prospects.

The purpose of the update is to take advantage of the release of Household Budget Survey (HBS) data for the 2016 survey round. The previous poverty and shared prosperity update, release in 2017, updated poverty and shared prosperity trends up to 2015. The first section discusses the overall progress poverty reduction and shared prosperity up to 2016 - the latest available household budget survey data. Notably, the poverty dynamics are presented, for the first time, using PPP values based on the 2011 ICP exercise, and using the newly adopted Income Class poverty thresholds of USD 3.3/day and USD 5.5/day. For the purposes of this note, we focus on the USD 5.5/day threshold, but the section also presents a comparative analysis of poverty dynamics based on old and new thresholds. Because this is the first time when internationally-comparable poverty and shared prosperity statistics for Moldova are presented based on the ICP 2011 PPP conversion factors, and relying on newly defined income-group based thresholds, the introduction has a brief discussion of the reasons behind the change in the World Bank's poverty methodology used for global poverty monitoring, and the implications of this change for poverty trends over time and for the absolute levels of poverty reported in Moldova. Section 2 discussed the major drivers of shared prosperity during the 2011-2016 period. Section 3 examines the profile of poor and vulnerable populations, their asset endowments, and changes in this profile in recent years.

Book excerpt: The authors analyze the widespread effects of the financial crisis in Russia to explore the vulnerabilities of households in Moldova. They show that the crisis had differential impacts on households, affecting most the urban and better-off. Households' decisions about education and health resulted in decreased utilization and expenditures. The enrollment of young children from better-off households did not improve while others did. Secondary school enrollment of children from better-off households decreased after the crisis, in part because of the need to release labor supply. Health utilization decreased mainly for primary health care (not for hospitals), both for better-off households and in rural areas. Some of these changes are due to limited household resources (health), decreased public spending (health and education) or the need to increase households' labor supply (education of teenagers). Social benefits played a very limited role in mitigating these effects, solely in health care use. Households' assets helped to offset some of the negative effects of declining incomes.
