Book Modernizing the Public Sector

Download or read book Modernizing the Public Sector written by Irvine Lapsley and published by Taylor & Francis. This book was released on 2016-12-08 with total page 279 pages. Available in PDF, EPUB and Kindle. Book excerpt: As policymakers and scholars evaluate possible ways forward in the reform and renewal of public services by governments caught up in a recessionary environment, this book aims to offer something different – a comprehensive analysis of the development of the ‘Scandinavian’ way of modernizing public-sector management. No book has yet provided an inside view of the development and character of New Public Management (NPM) in Scandinavia. Although there is a general perception that there is a clear-cut ‘Scandinavian’ model of public policy and management, this book offers a more nuanced interpretation, illuminating subtle distinctions in political, social and economic context which are significant in identifying receptive contexts for the adoption of modernization policies. Organized into three main themes in the modernization of the welfare state – management, governance and marketization – the contents revolve around unique empirical accounts, revealing distinctive Scandinavian characteristics of reform initiatives. The received wisdom may be a hesitant follower of the UK and the USA. But this book offers an alternative interpretation, revealing an edginess in certain Scandinavian settings, particularly in Sweden, which is a largely unrecognized. Without compromising the welfare state, it may be a bold frontrunner in the development of New Public Management.

Book Modernising solid waste management at municipal level

Download or read book Modernising solid waste management at municipal level written by Christine Majale Liyala and published by BRILL. This book was released on 2023-09-04 with total page 173 pages. Available in PDF, EPUB and Kindle. Book excerpt: The performance of local authorities is vital for high quality flow of key public services such as solid waste collection and treatment. This publication discusses and analyses in-depth the institutional arrangements for the management of domestic solid wastes in three urban centres bordering the lake Victoria Basin in East Africa: Kisumu, Jinja and Mwanza. It presents research on the different (public and private) systems for municipal waste service delivery in this region. It makes use of existing theories on network governance and on developmental state and multi-level governance and applies the concept of 'modernised mixtures' when studying centralised and decentralised configurations for handling urban solid waste. It is shown that for solid waste management, arrangements for service provision in the urban centres have evolved in direct response to locally specific conditions. It is argued that 'modernised mixtures' are important for improving the performance of local authorities in waste service provision since they offer flexible perspectives which build upon existing practices and (state) capacities in the particular East African contexts.

This book was released on 2018-04-23 with total page 281 pages. Available in PDF, EPUB and Kindle. Book excerpt: To derive statistics about crime â€" to estimate its levels and trends, assess its costs to and impacts on society, and inform law enforcement approaches to prevent it - a conceptual framework for defining and thinking about crime is virtually a prerequisite. Developing and maintaining such a framework is no easy task, because the mechanics of crime are ever evolving and shifting: tied to shifts and development in technology, society, and legislation. Interest in understanding crime surged in the 1920s, which proved to be a pivotal decade for the collection of nationwide crime statistics. Now established as a permanent agency, the Census Bureau commissioned the drafting of a manual for preparing crime statisticsâ€"intended for use by the police, corrections departments, and courts alike. The new manual sought to solve a perennial problem by suggesting a standard taxonomy of crime. Shortly after the Census Bureau issued its manual, the International Association of Chiefs of Police in convention adopted a resolution to create a Committee on Uniform Crime Records â€"to begin the process of describing what a national system of data on crimes known to the police might look like. Report 1 performed a comprehensive reassessment of what is meant by crime in U.S. crime statistics and recommends a new classification of crime to organize measurement efforts. This second report examines methodological and implementation issues and presents a conceptual blueprint for modernizing crime statistics.

Book Modernization and Political Actions in the Brazilian Amazon

Download or read book Modernization and Political Actions in the Brazilian Amazon written by João Santos Nahum and published by Springer. This book was released on 2017-05-08 with total page 85 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers an analysis of the territory of Barcarena, in the Brazilian Amazon. The author studies the land use and the implemented modernization policies that made it one of the richest cities of the state. The political system uses this territory as a resource to provide for the needs of a small circle of social agents. A system of conservative political actions enforces the process of modernization of the Baracena territory. Innovations in the Barcarena territory, such as the implementation of the aluminium factory Albras/Alunorte and the territorial configuration or public administration, lead to modernization simulations and artificial devices. The intended effect however is more about appearing to be modern, than actual modernization. The territorial use of Barcarena is aimed to protect the interests and privileges of the elite.
