Book excerpt: Zambia is one African country which has evolved from being a classic example of a colonial economy to become an independent state with a large export enclave. The economy has had to face structural problems that have at one time or another, characterised other African economies. This study therefore throws light upon many aspects of the labour markets elsewhere in Africa. Originally published in 1979, this book analyses 3 stages of development in the Zambian labour force: the first running up to 1930 when the Copperbelt was opened up, was followed by over 30 years of economic and employment growth, leading to the emergence of a wage and skill structure that differentiated strongly between Africans and non-Africans. Finally there is the period since the early 1960s when the racial basis for employment and earnings restrictions have been lifted but where inequalities remain. Each of these stages is examined in detail and complemented by a theoretical discussion of the factors affecting the development of the wage structure and earnings differentials within Zambia. The impact of government policy income distribution is also discussed and illustrated by means of a comparative study of government income policies in Zambia, Tanzania and Kenya.

Africa’s Lions examines the economic growth experiences of six fast growing and/or economically dominant African countries. Despite a growing body of research on African economies, very little has focused on the relationship between economic growth and employment outcomes at the detailed country level. A lack of empirical data has deprived policymakers of a robust evidence base on which to make informed decisions. By harnessing country-level household, firm, and national accounts data together with existing analytical country research—the authors have attempted to bridge this gap. The growth of the global working-age population to 2030 will be driven primarily by Africa, which means that the relationship between growth and employment should be understood within the context of each country’s projected demographic challenge and the associated implications for employment growth. A better understanding of the structure of each country’s workforce and the resulting implications for human capital development, the vulnerably employed, and the working poor, will be critical to informing the development policy agenda. As a group, the six countries profiled in Africa’s Lions will largely shape the continent's future. Each country chapter focuses on the complex interactions between economic growth and employment outcomes, within the individual Africa’s Lions context.

Some view it as one of the greatest "successes" of the post-independence period; others see it as an example of all that is wrong with African development. Henry Bienen approaches this controversy by asking whether the concept of political participation has been properly understood in the African context. His case study of political participation in Kenya discusses administration, party politics, ethnicity, and class. He suggests that in a system dominated by elites, individuals and groups exert influence primarily through patron-client networks and local administrative and party organs. Local politics is the most important arena for most people, it is argued. As long as the regime adopts policies which maximize economic growth and take account of peasant middle and small holders, and as long as individual representatives can be replaced even though no change of regime occurs, limited political participation leads to political stability. The consequences of the declining wage levels on the lifetime earnings of workers and on trends in labour productivity are then discussed, followed by an analysis of the employment and wage structure in African manufacturing firms.

Book excerpt: Recent growth accelerations in Africa are characterized by increasing productivity in agriculture, a declining share of the labor force employed in agriculture and declining productivity in modern sectors such as manufacturing. To shed light on this puzzle, we disaggregate firms in the manufacturing sector by size using two newly created panels of manufacturing firms, one for Tanzania covering 2008-2016 and one for Ethiopia covering 1996-2017. Our analysis reveals a dichotomy between larger firms that exhibit superior productivity performance but do not expand employment much, and small firms that absorb employment but do not experience any productivity growth. We suggest the poor employment performance of large firms is related to use of capital-intensive techniques associated with global trends in technology.

Book excerpt: This reissue, first published in 1976, considers the rapid rate of economic growth in Kenya, combined with its apparent political stability, to determine whether or not this is indeed a case of ‘growth without development’ and, if so, where the responsibility for aid lies in this situation. The book concludes that while Kenyan growth has not been to an ideal pattern, accompanied by an increase in inequality, there is little or no reason to believe that living standards have not improved. It examines the impact of aid on Kenya’s progress at both the microeconomic and macroeconomic level and provides an institutional study of the impact of aid on Kenyan Government policy formation and administration and a discussion of British aid’s political purposes and influence in Kenya. The authors conclude that some of the effects predicted by the critics of aid are visible, but that the net effect on general living standards has been strongly positive, concluding that the problems constitute a case for improving aid procedures, but not against aid itself.
