Opening Access to Scenario Planning Tools examines the current state of scenario planning and scenario planning tools that can help communities and regions prepare for that future through a variety of visioning, land use, transportation, and other planning efforts. A unique opportunity presents itself to use the best and latest technology to help citizens visualize the future of their cities and regions, so that they might chart a course for sustainable growth. Decisions about the future are often controversial due to competing economic interests, different cultural values, and divergent views about property rights and the role of government. Broader and more effective civic engagement is needed to ensure community support for decisions about development and other land-related policies, and public investments. The traditional predict-and-plan paradigm is inadequate to address all of these challenges. The authors identify a clear need to develop and implement planning tools and processes that foster anticipation and adaptation. Three concepts will be critical to the scenario planning and tool-building process: collaboration, capacity building, and creation of an open environment for engagement. Collaborative problem solving facilitates resolution of interrelated issues that cannot be resolved by one organization alone. Capacity building is needed to enable individuals and organizations to apply scenario planning methods and tools effectively to their specific planning concerns. An open environment for information sharing and education will help accelerate the use and improvement of scenario planning tools in multiple settings. The emergence of new and improved scenario planning tools over the last 10 years offers promise that the use of scenario planning can increase and that the goal of providing open access to the full potential of scenario planning tools is within reach. This report recommends seven immediate actions that could be implemented quickly to facilitate this goal. A group of tool developers, planners, and other users convened by the Lincoln Institute of Land Policy and the Sonoran Institute, including the co-authors of this report, are already working to advance these efforts.

Three examples illustrate this problem: • “In 1943 Thomas Watson, who was then chairman of IBM, forecast a world market for about five computers. • In 1970, Ken Olsen, founder of Digital Equipment Corporation, said no one needed to have a personal computer at home. (Of interest is that Ken ́s company was purchased by Compaq - one of the leaders in home computers). • In 1981, Microsoft ́s founder Bill Gates said that 640K would be enough memory for anyone. (Microsoft was also slow to take advantage of the early Internet - releasing Internet Explorer in August 1995, well after Netscape Navigator, which had taken a dominant lead in the early browser market.)” These examples show that it can have disadvantageous consequences to rely on one apparently safe forecast. Scenario planning is a technique that allows to operate in planning with more than one possible future. This treatise describes the very interesting methodology of scenario development and demonstrates how to use it in an eight step procedure. Concluding, it shows how the oil company Shell had a remarkable success in the 1970s by using scenario planning and gives an assessment of this remarkable technique.

He was a pioneer of what we know today as scenario planning – an alternative and complement to strategic planning. Scenarios explore a variety of possible futures for examining decisions in organizational planning. Pierre was a unique man with interests in Indian and Japanese cultures and traditions. He travelled extensively and led a unique life that involved long periods of visiting gurus in India and extended sabbaticals in Japan. His experiences with Eastern thought no doubt shaped his ability to evolve the scenario method at Shell, and as a result he was able to lead a team that foresaw the oil crises of the 1970’s and 80’s. This new volume will cover the basic context of his life timeline and attach it to the development of his thinking about scenario planning over the course of his career. After his death, Wack’s materials, papers and documents were collected by Napier Collyns and have recently been made available at the University of Oxford where the Pierre Wack Memorial Library has been established. These documents contain a variety of clues and stories that reveal more about who Pierre Wack was, how he thought and will provide details about scenario planning that have never been seen or published. They also reveal a curious man and include a timeline written by his wife, Eve, which details their relationship over the course of 40 years.
