Such command and control must be quick, effective, and considerate when dealing with the changing, complex, and risky conditions of the situation. To enable optimal command and control under extremes, robust structures and efficient operations are required of organizations. This work discusses how to design and conduct virtual experiments on resilient organizational structures and operational practices using modeling and simulation. The work illustrates key aspects of robustly networked organizations and modeled performance of human decision-makers through examples of naval-air defense, counterterrorism operations, and disaster responses.

MS&A is one of the announced pillars of a strategy for transforming the U.S. military. Yet changes in the enterprise of MS&A have not kept pace with the new demands arising from rapid changes in DOD processes and missions or with the rapid changes in the technology available to meet those demands. To help address those concerns, DOD asked the NRC to identify shortcomings in current practice of MS&A and suggest where and how they should be resolved. This report provides an assessment of the changing mission of DOD and environment in which it must operate, an identification of high-level opportunities for MS&A research to address the expanded mission, approaches for improving the interface between MS&A practitioners and decision makers, a discussion of training and continuing education of MS&A practitioners, and an examination of the need for coordinated military science research to support MS&A.

Book excerpt: The paper contains an overview on the design principles and main characteristics of a family of new, strictly object-oriented combat simulation models called COSIMAC (COmbat SImulation Model with Automated Control), developed at our Institute since 1995. They are designed as closed models, which means that a detailed modeling of the highly complicated C3I processes is indispensable. Additionally, the option of an interactive man/machine interface is implemented, which offers the possibility of manual control on different command and control levels for playing against computer generated (and controlled) forces, for experimenting with 'unconventional' decision, and for developing and improving the rule system in a trial-and-error fashion. Furthermore, the paper describes a general architecture for the design of command and control modules, which offers the possibility of describing tactical/operational intentions and concepts of operation in a kind of battle management language (multilayer tactical language concept), the terrain representation, attrition and movement modeling, the development of terrain and situation assessment modules, which are, together with a set of so called planning functions and spatial and procedural templates, a prerequisite for the rule systems that generate adequate tactical missions and orders for the assigned units or simulated objects, and, finally, the main results, conclusions and future developments of the project.

Book excerpt: As documented in the Joint Command and Control (JC2) Capability Development Document (CDD), JC2 will require M & S capabilities to support a multitude of functions including course of action analysis, planning, mission rehearsal, and training This will necessitate the integration of M & S with JC2 on the Global Information Grid (GIG), the net-centric information environment of future warfighting DISA has been successfully experimenting with net-centric capabilities of the GIG through Net-Cenfric Enterprise Services (NCES) prototyping efforts such as the Blue Force Tracking Service and the Global Force Management Service. Similarly, the M & S community has been success)fully experimenting with the implementation of M & S in a net-centric information environment (the web) using many of the same technologies through the Extensible Modeling and Simulation Framework (XMSF) effort. This paper leverages the work of the NCES program and the XMSF community to explore how M & S and JC2 can be integrated in the GIG environment using web-based technologies and standards. Specifically it will address the structure and content of XMSF profiles to enable composable, reusable, and interoperable M & S and JC2 capabilities. It draws from previous work on XMSF M & S composability, and M & S to C41 integration as well as NII and DISA guidance such as the GIG CRD, the Net-Centric Data Strategy, and the Net-Cenfric Operations and Warfare Reference Model. Although some aspects of the paper are US- Army-centric, the principles are easily applicable to joint and combined forces.
