The National Manufactured Housing Construction and Safety Standards Act of 1974 requires HUD to develop and establish Model Installation Standards after receiving proposed installation standards from the Manufactured Housing Consensus Committee (MHCC). HUD received and reviewed the MHCC's recommended proposed model installation standards and published a proposed rule for public comment. Based on HUD's review of the comments that were submitted, including those from the MHCC, a number of revisions to the proposed rule have been made in this final rule. This final rule also incorporates certain amendments to definitions contained in the Manufactured Home Construction and Safety Standards (MHCSS) that are affected by definitions provided in the Model Installation Standards. Updated as of May 29, 2018 This final rule establishes a procedure whereby construction of new manufactured housing that is substantially completed in the factory can be completed at the installation site, rather than in the plant. Before this rule, a manufacturer would first be required to obtain HUD approval for on-site completion of each of its designs using the alternate construction provisions of HUD's regulations. This final rule simplifies this process by establishing uniform procedures by which manufacturers may complete construction of their homes at the installation site without having to obtain advance approval from HUD. This final rule applies only to the completion of homes subject to the Manufactured Home Construction and Safety Standards, not to the installation of homes subject to the Model Manufactured Home Installation Standards. Moreover, this final rule would not apply when a major section of a manufactured home is to be constructed on-site. Book excerpt: The performance of conventional ground anchor assemblies is critical to the overall quality and structural integrity of manufactured housing installations. Consequently, a draft Ground Anchor Assembly Test Protocol (GAATP) has been developed to fulfill the role of a "nationally recognized testing protocol" as required in the Model Manufactured Home Installation Standards. Therefore, it is important that this test protocol is practical and that it produces reliable and repeatable data characterizing the structural performance of ground anchors. This report provides an assessment of the proposed GAATP based on actual implementation of the test protocol with a variety of conventional ground anchor assemblies, test configurations, and site soil conditions. In addition, a new test rig was developed in compliance with the GAATP rig requirements and implemented in this study to facilitate an efficient and repeatable method of ground anchor testing.
