Within those changes, reforms do not go ‘as planned’ but, as is always the case with processes of rationali- tion, have a series of unintended effects. At the same time it becomes incre- ingly clear who in this process are the winners and who are the losers, although this is still subject to fluctuation and change. This can be illustrated by two - amples from current events: Where the range of taught courses is concerned, as part of the Bologna Process the new structuring of student study paths and their organisation is aimed at unifying the European area of science to ensure a study that is equally permissive and efficient. However, it is to be deplored that the mobility of s- dents has become more restricted because of an increasing specialisation in the available study paths. Also, bachelor degrees do not meet with the anticipated high response from the labour market in all countries, so that the master’s degree is becoming more or less a ‘must’, while at the same time the number of study places on master’s courses is limited. Instead of the intended reduction in the duration of study time in comparison to the previous German ‘Magister’ and ‘Diplom’, rather a prolongation in the duration of studies has been recorded.

Book excerpt: Edward Gibbon's allegation at the beginning of his Essay on the Study of Literature (1764) that the history of empires is that of the miseries of humankind whereas the history of the sciences is that of their splendour and happiness has for a long time been accepted by professional scientists and by historians of science alike. For its practitioner, the history of a discipline displayed above all the always difficult but fmally rewarding approach to a truth which was incorporated in the discipline in its actual fonn. Looking back, it was only too easy to distinguish those who erred and heretics in the field from the few forerunners of true science. On the one hand, the traditional history of science was told as a story of hero and hero worship, on the other hand it was, paradoxically enough, the constant attempt to remind the scientist whom he should better forget. It is not surprising at all therefore that the traditional history of science was a field of only minor interest for the practitioner of a distinct scientific diSCipline or specialty and at the same time a hardly challenging task for the professional historian. Nietzsche had already described the historian of science as someone who arrives late after harvest-time: it is somebody who is only a tolerated guest at the thanksgiving dinner of the scientific community .

A further refinement was made after the conference, based also on the assessment of presentation quality, so that this book includes the extended and revised versions of the very best papers of ICINCO 2009. Commitment to high quality standards is a major concern of ICINCO that will be maintained in the next editions of this conference, including not only the stringent paper acceptance ratios but also the quality of the program committee, keynote lectures, workshops and logistics.

Domus Galilaeana also served as the host institution, with some help from the University of Pisa. The Conference took place in Pisa, Italy, on September 4-8, 1978. The editors of these two volumes of the Proceedings of the Pisa Conference acknowledge with gratitude the help by the different sponsoring organizations, and in the first place that by both Divisions of the IUHPS, which made the Conference possible. A special recognition is due to Professor Evandro Agazzi, President of the Italian Society for Logic and Philosophy of Science, who was co opted as an additional member of the Organizing Committee. This committee was otherwise identical with the Joint Commission, whose members were initially John Murdoch, John North, Arpad Szab6, Robert Butts, Jaakko Hintikka, and Vadim Sadovsky.
