Book excerpt: This dissertation studies the puzzling decline of voter turnout in ten postcommunist democracies that joined the European Union in 2004 and 2007. These countries experienced the most spectacular erosion of electoral participation in democratic regimes since World War Two. To solve this puzzle, my dissertation follows a systematic, theorybased, quantitative and comparative approach. It is structured by a newlyconceived master conceptual scheme for the study of aggregated voter turnout. This theoretical framework distinguishes between four types of turnout drivers based on the nature and temporality of their effects. The role of each type in the postcommunist decline is theorised and considered in turn. The empirical sections employ several types of quantitative methods and intra but also interregional comparisons with established and other new democracies. They draw on several original datasets, the most important of which comprises the quasitotality of democratic legislative elections held around the globe between 1939 and 2010. The results question the conventional wisdom that the postcommunist turnout decline is mostly due to citizens’ dissatisfaction. Instead, they show that it is driven by no less than six other causes that relate to democratisation, institutional change and shifts in the composition of the electorate. It is the multiplicity of causal factors that explains the unparalleled startling magnitude by which voting rates decreased in the ten countries at hand. Besides solving the central puzzle, this dissertation yields a number of new middlerange theories and insights that pertain to electoral participation in both new and established democracies.

Book excerpt: Democratization emerged at a time of epochal change in global politics: the twin impacts of the end of the Soviet Union and the speeding up and deepening of globalisation in the early 1990s meant a whole new ball game in terms of global political developments. The journal’s first issue appeared in early 1994. Over time, the editorial position has been consistently to focus on ‘the third wave of democracy’ and its aftermath. The third wave is the most recent exemplar of a long-term, historical trend towards more democratically viable regimes and away from authoritarian systems and leaders. In short, the journal wants to promote a better understanding of democratization – defined as the way democratic norms, institutions and practices evolve and are disseminated both within and across national and cultural boundaries. Over the years, the many excellent articles that we have featured in the journal have shared our focus on democratization, viewed as a process. The journal has sought – and continues to seek – to build on the enduring scholarly and of course popular interest in democracy, how and why it emerges, develops and becomes consolidated. Our emphasis over the last 20 years has been contemporary and the approach comparative, with a strong desire to be both topical and authoritative. We include special reference to democratization in the developing world and in post-communist societies. In sum, just as 20 years ago, the journal today aims to encourage debate on the many aspects of democratization that are of interest to policy-makers, administrators and journalists, aid and development personnel, those involved in education, and, perhaps above all, the tens of millions of ordinary people around the world who do not (yet) enjoy the benefits of living under democratic rule. The two dozen articles collected in this ‘virtual’ special issue are emphatic proof of the power of the written word to induce debate, uncertainty, and ultimately progress towards better forms of politics, focused on the achievement of the democratic aspirations of men and women everywhere.

Contrary to most expectations and predictions in the wake ofthe 1989 upheavals - affirmations that the "dilemmas", "problems" or "challenges" of the transitions in Central and Eastern Europe ought to have been dealt with and resolved one after the other in sequence, in the manner of the more or less idealized trajectories of Great Britain or Spain (trajectories significantly enough promoted, far beyond the circles of scholars, as a "model" of transition), and above all, contrary to the assumption that superposing a radical economic transformation upon a transition to democracy would make the whole edifice thoroughly unworkable, unstable or dangerous - it must be stated clearly out that the two processes, in their "simultaneity", are not necessarily incompatible. This is one of the main findings stressed upon in several chapters of this book.
