Book excerpt: The Missouri State Board of Education and the Department of Elementary and Secondary Education are dedicated to ensuring that all children have access to good schools that prepare them for college and career success. The Missouri School Improvement Program: Support and Intervention Plan takes a differentiated approach to state support based on student needs and district performance. The following principles are central to the development of this plan: (1) A focus on children and families; (2) High expectations for all students; (3) Access to high-quality schools for every child; (4) Solutions to meet the needs of each district and community; and (4) Early intervention and prevention. Identifying trends in student performance allows for a data-driven, early-detection support system. A tiered system provides optional access to high-quality educational supports for all districts and targeted supports and interventions to districts most in need. This approach maximizes the use of resources and is flexible enough to meet the many unique needs of the diverse districts in the state. This report provides details about the Missouri School Improvement Program and how it works. Available in PDF, EPUB and Kindle. Book excerpt: Purpose of the study . The purpose of this study was to examine current superintendent evaluation practices in the State of Missouri. Superintendents' perceptions in regard to the purpose of those evaluation systems, if those evaluation systems are effective in relation to the prescribed purpose, the perceived quality, and the impact on superintendent performance were explored as well. Study design . Superintendents in 386 of the 524 public school districts across the state of Missouri responded to the survey. The survey consisted of 36 questions broken down into demographic items, evaluation process, and superintendent perceptions about performance evaluation. The survey sought to answer seven research questions and to test three null hypotheses. The hypotheses were tested using Pearson product-moment coefficient of correlation. Findings . The findings of most interest from this study were: (a) 81.3% of superintendents were over the age of 45, (b) 87.2% of districts use a formal process for superintendent evaluation, (c) 77.8% of school boards did not formally observe the superintendent during school hours, (d) 89.0% of superintendents reported they had two or fewer conferences with the board about performance as a result of observations by the board, (e) 75.2% of superintendents reported that they received a summative evaluation report, (f) 72.6% of superintendents reported that a conference was held to discuss the summative evaluation report, (g) 74.2 percent of superintendents reported that they view the evaluation process as being positive, (h) 72.6% reported that the process used in their district was fair, (i) accountability of the superintendent was reported as the main purpose for evaluation, and (j) the district's reported use of Missouri Department of Elementary and Secondary Education guidelines and procedures for superintendent evaluation correlated with the perceived quality and overall impact of the evaluation process as reported by superintendents. Conclusions . From this study, it is evident that many of the state's superintendents will be eligible for retirement over the next few years. There will be a need in future years for individuals to move into the superintendency to replace those that are retiring. The preparation phase is an important component in the superintendent evaluation process, and from this study it is evident that many boards and superintendents do not adequately prepare for the evaluation process. The majority of school districts use a formal process for superintendent evaluation. However, the study also revealed that there are several sources of procedures, practices and processes used for superintendent evaluation. The formative phase is another important component of the superintendent evaluation process. From this study, it was evident that most school boards and superintendents do not adequately complete this phase of superintendent evaluation. The presence of a summative component, including a summative form and a summative conference, is an important component of the superintendent evaluation process. From this study, it was evident that most school boards and superintendents are doing a much better job at this phase of superintendent evaluation.

Book excerpt: The changing perceptions of communities about school performance and funding for schools has instigated a reform of school policy and standards. In 1993, the Missouri State Legislature passed the Outstanding Schools Act to address school funding equity and accountability in Missouri public schools. Over the past nine years new standards for accreditation for Missouri public schools have been developed and instituted as a result of this legislative act. Funding and student performance have been debated since the early 1960s, with no definitive conclusion to the question of whether money has an influence on student achievement and school quality. The purpose of this study was to determine if relationships exist between the funding characteristics of Missouri public school districts and the school quality factors such as student achievement, dropout rates, etc. The Missouri School Improvement Program (MSIP) sets the standards for school district quality and accreditation. The twelve MSIP standards were analyzed in comparison to school district financial characteristics using correlation matrices, factor analysis and multiple regression analysis. Results of the study indicate significant relationships exist between school quality variables and financial characteristics. The student population percentage eligible for free and reduced lunch displayed a strong negative correlation with school quality indicators. Other negative relationships with school quality indicators were state and federal percent of the revenue and the minimum guarantee per pupil from state funding. Positive relationships with school quality were found with higher local property values, A+ high schools, and a higher percent of the revenue from local sources. The regression analyses determined that the best predictors of school quality as defined by the school quality factor analysis were the percentage of enrollment eligible for free and reduced lunch, the operating tax levy, per pupil expenditure level, having an A+ high school in the district, the average daily attendance (student population), and the local assessed valuation of property level. This study may be helpful for state policymakers and local school officials as they work to implement school quality accountability standards as well as review funding issues for schools each year. This study's results indicate that higher poverty areas have greater difficulty meeting state standards and achieving the levels required in student achievement. More state funding does not seem to enhance the ability of districts to improve under the current funding mechanisms. A new funding policy may be needed to address inadequacy in funding, not just inequity between school districts.
