Book excerpt: This study investigated whether differences existed in Missouri teacher certification assessment scores based on Elementary Pre-Service Teacher race, ethnicity and gender, as well as the selectivity level or Minority-Serving Institution status of Educator Preparation Program attended by the Elementary Pre-Service Teacher. These assessment scores were used as accountability measures in Missouri. Elementary Pre-Service Teachers were certified to teach in Missouri based partially on their certification assessment scores. These scores were also used to determine which Educator Preparation Programs maintain state accreditation. The researcher focused on one of the Missouri teacher certification assessments, the Elementary Education Multi-Content Assessment. This assessment was required for any Elementary Pre-Service Teacher seeking elementary education teacher certification in Missouri. The Multi-Content Assessment includes four subtests covering subject matter in: English; mathematics; science; and social studies. This study concluded that there were significant differences in scores based on: race and ethnicity; gender; preparation program selectivity level; and preparation program status as a Minority-Serving Institution. Furthermore, the study found that modifying mandated cut scores could mitigate race/ethnicity-based differences for three of the four subtests. The study also indicated that Pre-Service Teachers who identified as African American or Hispanic were more likely to fail at least one subtest and therefore fail to be recommended for teacher certification. The researcher recommended these assessments, their cut scores and accompanying accountability policies be reviewed.

Book excerpt: State education departments and school districts face an important challenge in implementing a new law that requires disadvantaged students to be held to the same standards as other students. The new requirements come from provisions of the 1994 reauthorization of Title I, the largest federal effort in precollegiate education, which provides aid to "level the field" for disadvantaged students. Testing, Teaching, and Learning is written to help states and school districts comply with the new law, offering guidance for designing and implementing assessment and accountability systems. This book examines standards-based education reform and reviews the research on student assessment, focusing on the needs of disadvantaged students covered by Title I. With examples of states and districts that have track records in new systems, the committee develops a practical "decision framework" for education officials. Book excerpt: The Cape Girardeau Public School district has participated in summative assessment practices as mandated federal requirements. As required in Missouri, the district currently uses the Missouri Assessment Program (MAP) as its summative measurement. To gauge progress throughout the school year, the district also uses a variety of formative assessments. One of the assessments used to measure progress in the area of communication arts is the Diagnostic Reading Assessment, Second Edition (DRA2). The purpose of the study was to conduct a correlational analysis of the DRA2 and the MAP to determine if the performance on the DRA2 could predict a student's performance on the MAP. Correlation coefficients were computed between the DRA2 scores and MAP scores for grades 3 and 4 for both the 2009-10 and 2010-11 school years. Correlation coefficients indicated a strong to very strong correlation for both cohorts when comparing both the Grade 3 and 4 DRA2 scores to the Grade 3 and 4 MAP scores. There was also a very strong correlation when comparing the Grade 3 DRA2 scores to the Grade 4 MAP score. Therefore, the DRA2 does appear to be a good predictor of performance on the MAP.

Book excerpt: "The purpose of this study was to analyze the Missouri Assessment Program (MAP) scores to see if they can be predicted by the Performance Series scores. The research includes findings that answer the question, "Can the Missouri Assessment Program scores be predicted from the Performance Series scores in third and fourth grade reading and math and fifth grade reading, math, and science?" The research was conducted using scores from third, fourth, and fifth grade students in a suburban Missouri school district. The Performance Series test is a computerized test that the district requires every third, fourth, and fifth grade student to take. It compares the scores of all students in those grade levels against one another. The findings were analyzed through Microsoft Excel and A Statistical Program (ASP) software utilizing Simple Linear Regression. Findings indicate that the third grade, fourth grade, and fifth grade MAP Communication Arts and Math scores can be predicted from the Performance Series Communication Arts and Math scores. These can be predicted with high significance. Further study of internal and external factors is warranted. Additionally, school districts may want to consider how "bubble" students will be targeted after the Performance Series is taken in preparation for the MAP test."

Book excerpt: This report summarizes proceedings and conclusions of a two-day national planning workshop to further the assessment of national postsecondary outcomes, as suggested by Goal 6.5 of the National Education Goals, and to determine how the National Center for Education Statistics (NCES) and the states might work more effectively to develop mutually-supportive postsecondary assessment activities and policies. Conclusions of the workshop indicate that there is no immediate possibility of aggregating state-level data on postsecondary outcomes to create a usable national indicator. But they do suggest other ways in which the states and the federal government might work together to improve the quality of the data. Section 1 provides background information and an overview of the workshop. Section 2 presents results of an inventory of state activities. Section 3 describes the workshop's major discussion themes and conclusions concerning: (1) the current political context for postsecondary assessment; (2) the corresponding methodological context; and (3) results of working sessions. Section 4 provides conclusions, policy implications, and possible next steps. Appendices include, in addition to the workshop agenda and participants list, a paper describing current activities of the NCES and individual background papers on each state's activities in postsecondary assessment. Also appended are the texts of the following prepared papers: "What Political Leaders Expect from Postsecondary Assessment" (Charles S.
