Book excerpt: Chapter 1 The Asia-Pacific region is an area of great strategic importance in the world. The prospering economy of the area after the Second World War has heightened this importance. However, while arms control and disarmament in Europe is moving towards a promising prospect with the ending of the Cold War, the Asia-Pacific region is experiencing an increase in national military expenditures and imports of advanced weapons in most of the States. This chapter gives a picture of this recent military buildup in different nations in the region. Chapter 2 This chapter takes nuclear weapons as an example to show the seriousness of proliferation of mass destructive weapons in the region. Motivated by different national considerations, some States in the region began to pursue nuclear weapons capability. The nuclear weapon programmes of a number of nations such as India, Pakistan and North Korea have aroused concerns of the international community. Although there exists a nuclear non-proliferation regime based on the Nuclear Non-Proliferation Treaty, the effectiveness of the regime is hindered by some distinctive loopholes of itself. The task laying in front of the world is to keep and strengthen the existing regime and to work out some alternatives to eliminate the incentives of proliferating States. Chapter 3 Ballistic missiles are either an effective weapon of deterrence or a symbol of national prestige and technological advancement. As an alternative delivery system, the proliferation of ballistic missiles has a strong connection with the proliferation of mass destructive weapons. Quite a few of the Asia-Pacific region States have comprehensive ballistic missile programmes. The proliferation of ballistic missiles not only destabilises the security of the region but also fuels the proliferation of mass destructive weapons. As a mere supply-side policy, the existing Missile Technology Control Regime is far from a comprehensive one and it has many obvious deficiencies. So efforts should be made to pursue new policies toward this proliferation, including measures to enhance the capability of the present MTCR, to strengthen supply control and reduce the incentives of importers.

The Bush administration’s scrapping of the ABM Treaty and pursuit of a huge National Missile Defense initiative are dramatic evidence of this concern. Yet there remains much uncertainty about the viability of missile defense. If defenses fall short, strong security regimes will be necessary to contain missile proliferation. Since 1987, more than thirty states have agreed to restrict their transfer of missiles and related technologies under the Missile Technology Control Regime (MTCR). During the MTCR’s first decade, several regional powers were thwarted from advancing their missile ambitions. Subsequently, however, states such as North Korea, Iran, Pakistan, India, and Israel have tested medium-range missiles and others have expanded their missile arsenals. Dinshaw Mistry critically examines the successes and limitations of the MTCR, and suggests five practical ways to strengthen the regime. Although the efforts of the American missile defense system construction in Europe and the Asia-Pacific region were promoted before the rebalancing strategy, the U.S. missile defense policy in these regions could be interpreted as a component of the rebalancing strategy. Based on its missile defense policy, it is possible for the United States to pursue efficient management and the retrenchment of its military forces in Europe. In addition, the United States will protect the security of its allies and strengthen cooperation with partner states in the Asia-Pacific region. Therefore, this article reviews the U.S. missile defense policy in Europe and the Asia-Pacific region from the standpoint of rebalancing strategy and examines its strategic implications for the ROK-U.S. alliance.
