Available in PDF, EPUB and Kindle. Book excerpt: Aid and Ebb Tide: A History of CIDA and Canadian Development Assistance examines Canada’s mixed record since 1950 in transferring over $50 billion in capital and expertise to developing countries through ODA. It focuses in particular on the Canadian International Development Agency (CIDA), the organization chiefly responsible for delivering Canada’s development assistance. Aid and Ebb Tide calls for a renewed and reformed Canadian commitment to development co-operation at a time when the gap between the world’s richest and poorest has been widening alarmingly and millions are still being born into poverty and human insecurity.
Download or read book Hong Kong s Transition to Chinese Rule written by Ralf Horlemann and published by Routledge. This book was released on 2003-09-02 with total page 335 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following the return of Hong Kong to Chinese sovereignty, it appears that the 'high degree of autonomy' promised to Hong Kong is limited in many ways. China's reservations about the development of democracy in Hong Kong lies at the heart of the problem. The conceptual inadequacies set out in the Basic Law, Hong Kong's mini-constitution, show a correlation between a lack of democracy and a loss of autonomy. This book argues that genuine autonomy from the central government in Beijing is impossible without a democratic system in Hong Kong. Developments since the handover have, however, demonstrated that democratic trends have been halted and even reversed and that democracy is not likely to be established in Hong Kong in the near future.
Download or read book Decision and Deliberation written by David Clune and published by Federation Press. This book was released on 2006 with total page 794 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is an authoritative history of the NSW Parliament from its establishment in 1856 to 2003. It gives comprehensive accounts of both the Legislative Assembly and the Legislative Council, including analyses of their performance based on contrasting 'liberal' and 'executive' models of Parliament. The history of the Parliament is contextualised by the changing political background in which it operated over 150 years. It is enlivened by portraits of colourful Members, such as WP 'Paddy' Crick, drunken brawler and master of Parliamentary procedure, and accounts of incidents such as George Fuller's seven hour Government and the siege by trade unionists in 2003.On a broader level, the book is a dissertation on the nature of State politics and Parliaments and on the theoretical study of parliamentary institutions. A NSW Sesquicentenary of Responsible Government publication.

Download or read book Financing Medicaid written by Shanna Rose and published by University of Michigan Press. This book was released on 2013-08-30 with total page 322 pages. Available in PDF, EPUB and Kindle. Book excerpt: Conventional wisdom holds that programs for the poor are vulnerable to instability and retrenchment. Medicaid, however, has grown into the nation’s largest intergovernmental grant program, accounting for nearly half of all federal funding to state and local governments. Medicaid’s generous open-ended federal matching grants have given governors a powerful incentive to mobilize on behalf of its maintenance and expansion, using methods ranging from lobbying and negotiation to creative financing mechanisms and waivers to maximize federal financial assistance. Perceiving federal retrenchment efforts as a threat to states’ finances, governors, through the powerful National Governors’ Association, have repeatedly worked together in bipartisan fashion to defend the program against cutbacks. Financing Medicaidengagingly intertwines theory, historical narrative, and case studies, drawing on sources including archival materials from the National Governors’ Association and gubernatorial and presidential libraries, Centers for Medicare and Medicaid Services data, the Congressional Record, and interviews.

IT is now a vital part of any government organisation, opening new policy windows and enabling a vast range of tasks to be carried out faster and more efficiently. But it has also introduced new problems and challenges. Four in-depth case studies demonstrate how information systems have become inextricably linked with the core tasks of governmental organisations. The key government departments examined are: * the Inland Revenue Service and Social Security Administration in the US * the Inland Revenue and Benefits Agency in the UK
