Book Minority Rights in Europe Policies and Practices in CSCE Participating States

Download or read book Minority Rights in Europe Policies and Practices in CSCE Participating States written by Minority Rights Group and published by Minority Rights Group. This book was released on 1991-06-30 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Conference focused on minority issues that have not yet, in our opinion, been solved satisfactorily. There are several open ends in the theoretical and pragmatic approaches that are currently discussed internationally: the content of collective minority rights that need elaboration after decades of focusing on individual human rights only; ways in which one can include rights for non-territorial minorities (e.g. migrants); and the role non-governmental organizations and independent researchers can play in a process that is still dominated by governmental (i.e. majority) bodies. Please note that the terminology in the fields of minority rights and indigenous peoples’ rights has changed over time. MRG strives to reflect these changes as well as respect the right to self-identification on the part of minorities and indigenous peoples. At the same time, after over 50 years’ work, we know that our archive is of considerable interest to activists and researchers. Therefore, we make available as much of our back catalogue as possible, while being aware that the language used may not reflect current thinking on these issues.

Book Framework Convention for the Protection of National Minorities

Download or read book Framework Convention for the Protection of National Minorities written by Council of Europe and published by Council of Europe. This book was released on 2005-01-01 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: The protection of national minorities is a core issue for the Council of Europe, and one of the major achievements in this field is the Framework Convention for the Protection of National Minorities. The entry into force of the Framework Convention on 1 February 1998 was indeed an event of universal stature, for it is the first ever legally binding multilateral instrument devoted to the protection of national minorities in general. Its importance is widely acknowledged, and the number of ratifications has grown rapidly. Simultaneously, an emphasis is being placed on the implementation and on the efficient functioning of the monitoring mechanism of the Framework Convention. This collection provides all those interested in the protection of national minorities a user-friendly compilation of the basic texts concerning the Framework Convention. In addition to the Framework Convention and its explanatory memorandum, the collection contains texts pertaining to the monitoring mechanism in general and the Advisory Committee in particular. It further provides the state of signatures and ratifications as well as declarations and reservations. It also contains a list of State Reports received and Opinions of the Advisory Committee adopted under both the first and second cycles of monitoring.

Download or read book Minority Rights in the new Europe written by Peter Cumper and published by Martinus Nijhoff Publishers. This book was released on 1999-02-04 with total page 400 pages. Available in PDF, EPUB and Kindle. Book excerpt: This collection of essays examines the legal regime in the post-Cold War era which has developed in response to the demands of ethnic, racial & religious groups in Europe. In essence this volume seeks to examine the 'old' problem of national minorities in the 'new' Europe. The essays examine the response of the main institutions within Europe (i.e. the Council of Europe, OSCE & European Union), the increasing recourse of states to bilateral arrangements, the developing content of minority rights, the challenges posed by state-building & the resolution of conflicts involving national minorities. Particular issues considered include the minorities situation in the Former Yugoslavia, the situation in Ukraine (in particular in Crimea), the position of the minority Catholic population in Northern Ireland, as well as developments in the context of autonomous regimes & power-sharing arrangements. At the end of the book, a collection of documents, which supplement these chapters & are relevant to minority rights in the 'New' Europe, can be found. Whilst the book's editors are both legal academics from the United Kingdom, the contributors' backgrounds are diverse & varied, originating from a number of different countries, with expertise in a wide variety of areas.

Book The Protection of Minorities in the Wider Europe

Download or read book The Protection of Minorities in the Wider Europe written by Marc Weller and published by Palgrave MacMillan. This book was released on 2008-10 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume explores the breadth and depth of provision on minority issues within the European Union. The reluctance of the European Union, and separately some of its member states, to address new and existing dynamics of minority issues and the relative inattention to these matters raises new questions for both the EU and other actors in the field of minority rights. Specifically, the evolution of minority rights policies and institutions within the EU and the broader European context, models of governance pertaining to minorities, and the potential for conflict between governing authorities of member states and groups with whom they interact form the core of the debates presented.

Book Language Minorities and Human Rights

Download or read book Language Minorities and Human Rights written by Fernand de Varennes and published by BRILL. This book was released on 2021-09-27 with total page 552 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of the most vexing issues in many of the world's so-called ethnic or minority conflicts is the question of language use by the State and its citizens. While international and national law has traditionally viewed language preference to be within a State's prerogative - at least when involving governmental activities and machinery - this position has proved to be a continuous source of acrimony and conflict, and wrong in some respects. Language, Minorities, and Human Rights is the most complete book ever written on the topic, providing for the first time an analysis of every aspect of language and the law. In addition to presenting a theoretical model for language's particular position and relevance in human rights, it constitutes an invaluable reference document by including the provisions of close to 100 international, multilateral and bilateral instruments involving language rights, as well as the constitutional provisions of 140 countries dealing with language. By addressing little explored areas such as the language rights of indigenous peoples, non-citizens and even the use of script, in addition to more traditional topics such as nationalism and language, freedom of expression and non-discrimination, Language, Minorities and Human Rights proposes a complete descriptive picture of language and human rights as well as proposing a number of suggestions on how to address and balance the many problems currently caused by the linguistic demands of various individuals and the interests of states in nation building.

Book Language Policy and Conflict Prevention

Download or read book Language Policy and Conflict Prevention written by Iryna Ulasiuk and published by BRILL. This book was released on 2018-04-10 with total page 327 pages. Available in PDF, EPUB and Kindle. Book excerpt: Language policy can promote stability. For many individuals and groups, language is a key component of identity, and threats to it can raise tensions. Respect for linguistic rights, whilst also considering a state’s need to maintain cohesion, reduces conflict potential. The OSCE High Commissioner on National Minorities promotes functional solutions to such contentious issues, and the Oslo Recommendations regarding the Linguistic Rights of National Minorities address these challenges. This book analyses the components of a balanced legal and policy framework on language use, with a view to preventing conflict. In addition to reviewing the work of the OSCE HCNM in this area, it also draws upon the expertise of other international organisations and leading academics working in this field.
