As the political and cultural context privileges some major languages, linguistic minorities often feel discriminated against by the current language policy of the Union and the States. They experience on a daily basis that their mother tongues are deemed worthless dialects that have little utility in modern life. Many such languages have definitively disappeared, and several more are on the brink of extinction. Is this the inevitable price to be paid for economic modernization, cultural homogenisation and the multilingual fabric of India's society at large? This book is an effort to map India's linguistic minorities and to assess the language policy towards these communities. The author, a senior researcher of the EURAC (South Tyrol, Italy), assuming linguistic rights as a component of fundamental human rights, codified in a number of international covenants and in the Indian Constitution, provides an appraisal of the extent to which language rights are respected in India's multilingual reality, which takes into consideration the experiences of minority language protection in other regions.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. Despite the very different and to some extent opposite historical and political trajectories, there is today a convergence on nationalist affirmation and on majoritarian politics between South Asia and Europe. In India, the Hindu majority rebels against wide-ranging minority rights anchored in the Constitution. In Europe, the refugee crisis and Islamic radicalization bring to the forefront the postcolonial legacy. Despite all rhetoric, there are obvious dangers of majoritarianism. Populist parties are divisive, partisan, disregard minority rights, engage in lynching, social division, stigmatization and exclusion, turning minorities into second-class citizens. There is a profound structural connection between minorities and the current rise of populism in India and Europe. But there remains a deep perplexity and also anxiety: Does the presence of minorities necessarily have to trigger majoritarian policies? Are there no solutions to this dilemma? Many observers considered multicultural policies and affirmative action programs in India as a possible model for Europe to adopt in order to achieve greater integration. But eventually they seem to have failed. Why so? Are multiculturalism and the recognition of differences still options today? On the other hand, most scholars in India typically reject the European model of liberal democracy and secularism as impracticable in India and locate the reason for the current malaise in the west. But is liberal democracy really so bad in dealing with pluralism? This volume, collecting a selection of the Reset DOC Venice-Padua-Delhi dialogue series, is going to answer two fundamental questions. First, what precisely is the nexus between minorities and populism in South Asia and Europe? Starting from those case studies, the authors will also draw some general theoretical inferences about the nature of populism. Secondly, given the dangers of populism for minorities, the volume will look for the most adequate and feasible solutions.

Some parties distribute goods and services broadly, even to members of other parties or other faiths, while others allocate services more narrowly to their own base. In Compassionate Communalism, Melani Cammett analyzes the political logics of sectarianism through the lens of social welfare. On the basis of years of research into the varying welfare distribution strategies of Christian, Shia Muslim, and Sunni Muslim political parties in Lebanon, Cammett shows how and why sectarian groups deploy welfare benefits for such varied goals as attracting marginal voters, solidifying intraconfessional support, mobilizing mass support, and supporting militia fighters.Cammett then extends her arguments with novel evidence from the Sadrist movement in post-Saddam Iraq and the Bharatiya Janata Party in contemporary India, other places where religious and ethnic organizations provide welfare as part of their efforts to build political support. Nonstate welfare performs a critical function in the absence of capable state institutions, Cammett finds, but it comes at a price: creating or deepening social divisions, sustaining rival visions of the polity, or introducing new levels of social inequality.Compassionate Communalism is informed by Cammett's use of many methods of data collection and analysis, including Geographic Information Systems (GIS) analysis of the location of hospitals and of religious communities; a large national survey of Lebanese citizens regarding access to social welfare; standardized open-ended interviews with representatives from political parties, religious charities, NGOs, and government ministries, as well as local academics and journalists; large-scale proxy interviewing of welfare beneficiaries conducted by trained Lebanese graduate students matched with coreligionist respondents; archival research; and field visits to schools, hospitals, clinics, and other social assistance programs as well as political party offices throughout the country.

Book excerpt: How the rise of HIV in India resulted in government protections for gay groups, transgender people, and sex workers This original ethnographic research explores the relationship between the HIV/AIDS epidemic and the rights-based struggles of sexual minorities in contemporary India. Sex workers, gay men, and transgender people became visible in the Indian public sphere in the mid-1980s when the rise of HIV/AIDS became a frightening issue. The Indian state started to fold these groups into national HIV/AIDS policies as “high-risk” groups in an attempt to create an effective response to the epidemic. Lakkimsetti argues that over time the crisis of HIV/AIDS effectively transformed the relationship between sexual minorities and the state from one that was focused on juridical exclusion to one of inclusion. The new relationship then enabled affected groups to demand rights and citizenship from the Indian state that had been previously unimaginable. By illuminating such tactics as mobilizing against a colonial era anti-sodomy law, petitioning the courts for the recognition of gender identity, and stalling attempts to criminalize sexual labor, this book uniquely brings together the struggles of sex workers, transgender people, and gay groups previously studied separately. A closely observed look at the machinations behind recent victories for sexual minorities, this book is essential reading across several fields.
