Book excerpt: By examining the political development of racial classifications on the national censuses of the United States, Canada, and Great Britain, The Schematic State maps the changing nature of the census from an instrument historically used to manage and control racial populations to its contemporary purpose as an important source of statistical information, employed to monitor and rectify racial discrimination. Through a careful comparative analysis of nearly two hundred years of census taking, it demonstrates that changes in racial schemas are driven by the interactions among shifting transnational ideas about race, the ways they are tempered and translated by nationally distinct racial projects, and the configuration of political institutions involved in the design and execution of census policy. This book argues that states seek to make their populations racially legible, turning the fluid and politically contested substance of race into stable, identifiable categories to be used as the basis of law and policy.

From the release of the Abella report to the present, Loney sets the growth of federal involvement in preferential hiring in the context of a growing industry whose success depends on the constant affirmation of group grievance based on gender or race. He argues that preferential hiring policies and a muddled multiculturalism leads to the continual assertion of the primacy of race even as the government officially opposes racial thinking. Loney discusses many up-to-date and high profile examples, including Bob Rae's preoccupation with skin and gender politics, Brian Mulroney's attempts to strengthen the Conservative Party's ethnic constituency by funding ethnic groups and maintaining high levels of immigration, and former defence minister David Colinette's extensive use of public funds to court ethnic voters in his Toronto constituency. The Pursuit of Division will be essential reading for anyone concerned about where government-mandated policies on equity and multiculturalism may be taking us and about the implications of emphasizing the politics of difference over that of shared community.

Challenging the myth of equity in higher education, it brings together leading scholars who scrutinize what universities have done and question the effectiveness of their equity programs. Many challenges face newly settled immigrants, top among them access to healthcare, education, employment, housing, and other economic and community services. The concept of social exclusion opens up promising ways to analyze the various challenges facing newcomers and The World in a City explores Toronto's ability to sustain a civic society. This collection of essays highlights why the need to pay more attention to certain at-risk groups, and the importance of adapting policy to fit the changing settlement and clustering patterns of newcomers is of crucial importance. The authors' findings demonstrate that there are many obstacles to providing opportunity for immigrants, low resource bases in particular. Toronto, they suggest, does not provide a level 'playing field' for its newly arrived inhabitants, and, in failing to recognize the particular needs of new communities, fails to ensure a growth that would be of immense benefit to the city as a whole.
