Book excerpt: Like in many parts of the world, water resources in sub-Saharan Africa (SSA) have been pivotal for human survival, economic growth, social development, and practicing certain religion and cultural ethos. However, in spite of the intrinsic values of water, its use and management in sub-Saharan Africa has not been without limitations. The demand for water resources is increasing mainly due to rapid population growth, industrialization and urbanization and dealing with water-related issues has been complex and challenging for sustainable growth. Whilst there are various efforts by national governments, non-government organizations and communities to effectively and efficiently utilize and manage water resources, there are few comprehensive studies in sub- Saharan Africa that show the impact of the efforts on poverty reduction. Although certain reports indicate that many SSA countries lack clear vision on how water use can be harnessed with pro-poor growth and how poor communities can be capacitated to use water for poverty reduction, there are little exhaustive studies that clearly show familiar and innovative water use and management interventions followed by communities, national governments and other stakeholders, and demonstrate the challenges and successes of the same. Cognizant of the knowledge gap, in 2012 OSSREA launched a research project on ordinary and innovative water use and management patterns and practices in SSA, with a view to generate new knowledge on unexploited opportunities that could enhance the contribution of water resources to poverty reduction. This anthology documents various issues including water use and management in agriculture especially in irrigation projects in Ethiopia, Kenya, Uganda and Zimbabwe; water harvesting in Kenya and Uganda; the role of local water use institutions in Ethiopia; and water source maintenance and protection in Uganda.

Book excerpt: The focus of this book is on the key water-related vulnerabilities to climate change in Africa, particularly in its most vulnerable areas, exploring potential management responses to such vulnerabilities. The African countries are particularly exposed and vulnerable to the negative impacts of climate change, with important impacts on water resources and hydrological systems, water availability, water resource management and sea level variations. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. The knowledge collected in this book will benefit policy makers, researchers, as well as other stakeholders.

Book excerpt: The overall goal of the Collaborative Program on ‘Investments in Agricultural Water Management in Sub-Saharan Africa’ is to contribute to broad-based sustainable poverty reduction and smallholder agricultural growth. The component on ‘Poverty considerations in investments in agricultural water management’ focuses in more detail on poverty and gender dimensions. It consists of two parts. The first part is thematic and elaborates poverty and gender issues emerging from the literature that complement the other components of the Collaborative Program. Part two is empirical. Acknowledging the lack of empirical data on poverty impacts of investments in agricultural water management, the Collaborative Program initiated case studies throughout Sub-Saharan Africa. Eight case studies on ‘Agricultural Water Development for Poverty Reduction in Eastern and Southern Africa’, for which the field research was conducted in 2003/2004, were supported by IFAD (Peacock,2005). Further, the African Development Bank supported three case studies in West Africa in 2004, two by Kamara et al. (2004), and one by Babatunde Omilola (2005). Part two synthesizes the empirical findings of these case studies.

This study aims to systematically establish whether costs of irrigation projects in sub-Saharan Africa are truly high, determine the factors which influence costs and performance of irrigation projects, and recommend cost-reducing and performance-enhancing options to make irrigation investments in the region more attractive. It analyzes 314 irrigation projects implemented from 1967 to 2003 in 50 countries in Africa, Asia, and Latin America funded by the World Bank, African Development Bank and the International Fund for Agricultural Development.

Poor both in natural resources and in assets and income, the inhabitants of drylands are highly vulnerable to droughts and other shocks. Despite a long history of interventions by governments, development agencies, and civil society organizations, there have been no sustained large-scale successes toward improving the resilience of drylands dwellers. Improved Agricultural Water Management for Africa’s Drylands describes the extent to which agricultural water management interventions in dryland regions of Sub-Saharan Africa can enhance the resilience and improve the well-being of the people living in those regions, proposes what can realistically be done to promote improved agricultural water management, and sets out how stakeholders can make those improvements. After reviewing the current status of irrigation and agricultural water management in the drylands, the authors discuss technical, economic, and institutional challenges to expanding irrigation. A model developed at the International Food Policy Research Institute is used to project the potential for irrigation development in the Sahel Region and the Horn of Africa. The modeling results show that irrigation development in the drylands can reduce vulnerability and improve the resilience of hundreds of thousands of farming households, but rainfed agriculture will continue to dominate for the foreseeable future. Fortunately, many soil and water conservation practices that can improve the productivity and ensure the sustainability of rainfed cropping systems are available. The purpose of this book is to demonstrate the potentially highly benefi cial role of water and water management in drylands agriculture in association with agronomic improvements, market growth, and infrastructure development, and to assess the technological and socioeconomic conditions and institutional policy frameworks that can remove barriers to adoption and allow wide-scale take-up of improved agricultural water management in the dryland regions of Sub-Saharan Africa.

Only about 3% of the groundwater resources of Sub-Saharan Africa are used for irrigated agriculture despite the subcontinent’s relative abundance of groundwater. The majority of the region’s smallholders are highly dependent on seasonal dryland cropping, making them extremely vulnerable to uncertain weather patterns and droughts. Improved irrigation capabilities through sustainable groundwater development could unleash smallholder farming and make it a major driver of economic growth, poverty reduction, climate resilience, and improved food security. So, why is groundwater so underused? Tapping into groundwater requires a major shift in farming practices and it has its own challenges and requirements – smallholder access to land and finance for irrigation infrastructure and equipment, gendered and equitable adoption options. This whole list is framed in terms of what the smallholder farmers need. Hence, this should also be put in this context, supply chains, energy access, resource availability, and institutional support. The chapters in this book present a picture that is not only heterogeneous across the region, but also hold some common denominators. They serve to enrich the discourse and help better understand the barriers along the pathways toward the sustainable and transformative adoption of groundwater irrigation. The scientific information provided herein would be of interest to researchers, practitioners, decision makers and planners with interest in the region. Of all these challenges, the inaccessibility of clean water supply for both the rural and urban populace is the most pressing challenge, which has been exacerbated by extensive pollution and climate change crises. The issue of water access and supply affects both rural and urban populations. At rural areas water is accessed in yard taps and in arid regions through water kiosks managed by private owners. Among the urban poor, water access is compromised by poor supply infrastructure especially among informal settlers and risks such as contamination during the supply chain are imminent This book therefore seeks to close this knowledge gap by 1) generating a water resources inventory for Sub-Saharan Africa region, 2) exploring the water crises in both its urban and rural settings, 3) understanding the causatives of the crises and 4) suggesting viable solutions to manage the water challenges using named case studies. The aim is to improve understanding on the region’s water problems and advise scholars and policymakers on priority research areas and action plans to better water management for sustainable development.

Book excerpt: In the face of growing water stress and increasing concerns over the sustainability of water use, Tanzania has, in common with many other countries in Africa, focused largely on the development of more integrated catchment-wide approaches to water management. In the Great Ruaha River Basin, considerable effort has gone into increasing water productivity and the promotion of mechanisms for more efficient allocation of water resources. Over a period of five years, the RIPARWIN project investigated water management in the basin and evaluated the effectiveness of some of the mechanisms that have been introduced. The study findings are relevant to basins in developing countries where there is competition for water and irrigation is one of the main uses.

The most promising low-cost interventions with high adoption potential were analyzed for their ability to reduce common levels of pathogens (counts of fecal coliforms and helminth eggs). The analysis showed the combination potential of various interventions, especially on-farm and during vegetable washing in line with the World Health Organization (WHO) guidelines. The tested market-based interventions were important to prevent new or additional contamination.

There is an urgent need, heightened by climate change, for appropriate technologies to address this problem through managing and increasing the quantity of water on farmers’ fields – water harvesting. This book defines water harvesting as a set of approaches which occupy an intermediate position along the water-management spectrum extending from in situ moisture conservation to irrigated agriculture. They generally comprise small-scale systems that induce, collect, store and make use of local surface runoff for agriculture. The authors review development experience and set out the state of the art of water harvesting for crop production and other benefits in Sub-Saharan Africa. This includes an assessment of water harvesting schemes that were initiated two or three decades ago when interest was stimulated by the droughts of the 1970s and 1980s. These provide lessons to promote sustainable development of dryland agriculture in the face of changing environmental conditions. Case studies from eight countries across Sub-Saharan Africa provide the evidence base. Each follows a similar format and is based on assessments conducted in collaboration with in-country partners, with a focus on attempts to promote adoption of water harvesting, both horizontally (spread) and vertically (institutionalization). Introductory cross-cutting chapters as well as an analytical conclusion are also included.
