In most situations the impacts on land are severe and may cause the land to become useless for any economic use after mining. Since, the mining companies take land areas which have been in various uses before the onset of mining activities it should have been obligatory for the companies to develop the land areas for uses most suitable for the economic activities after mining. Though this was known right from the inception of the mining activities the efforts towards developing the land after mining were negligible. This has resulted in devastation of mined out land in many locations in the country. Keeping in view the importance and the necessity of development of land areas legislation have been formulated for mine closure. The legislation are recent not many mines have been closed in accordance with the provisions therein. A lot of work is still required to be done to make mine closure really effective. All over the world the importance of the mine closure is being realized due mainly to the following reasons. Closure planning at all the stages in a mine's life is important to the economics of a mine and such a planning results in a large cost savings. In this book the following aspects of mine closure planning and implementation in the opencast and underground mines, with special reference to the mining situations in the India, have been outlined. 1. Impacts of mining on environmental components and their roles in mine closure planning; 2. Legal, social and economic necessity of mine closure; 3. Mine closures present a major challenge to the mining industry and governments, with this being particularly noticeable in the Global South. This book argues that the dependencies created by the mining industry and mine housing policies while a mine is operational cause serious societal problems when it closes. To demonstrate this, the book applies the concepts of place attachment, asset-based development and social disruption. Conceptually, the book challenges the view that place attachment and asset-based development are the most appropriate and often the only policy responses in mining areas. In South Africa, the mining industry and the government have created comprehensive housing programmes linked to homeownership to promote place attachment, stability and wealth among mine workers. These programmes do not consider the disruption that mine closure might bring. The book challenges the blind application, during boom periods, of policies which create long-term dependencies that are difficult to manage when a mine closes. This book will be of interest to students and scholars researching the social impacts of mining and the extractive industries, social geography and sustainable development, as well as policymakers and practitioners working with mine closure or social impact assessments.

Coal mine closures in the eastern United States due to the changing electricity system and the resulting employment losses in rural areas have become salient issues for all levels of government. Previous research has not distinguished among the potential causes of recent mine closures, such as rising production costs and decreasing coal demand from the electricity sector. This analysis utilizes unique data on coal mine and power plant operation to estimate the impact of supply and demand factors on mine closure. We model closure as a function of expected profits, which allows us to compare the effects on mine closure of specific demand and supply shocks to expected mine profits. Our results suggest that each shock substantially affected coal mine employment. Increasing costs of producing Appalachian coal have had the largest impact on closures with lower natural gas prices and lower electricity demand each accounting for a substantial number of closures additionally.

One aspect of restructuring has been the closure of loss-making mines, which are often located in communities where the coal industry is the dominant employer, and the significant downsizing of the workforce. Mitigation efforts that are implemented at the time of mine closure (such as severance payments) are usually intended only for the laid-off workers.Haney and Shkaratan examine the impact of mine closure on the entire community five years after mine closure in Romania, Russia, and Ukraine. Using quantitative and qualitative research methods and based on interviews with national, regional, and local experts, and members of the affected population, the authors describe the effect of mine closure and evaluate the various mitigation efforts that have been used by governments in such cases. They conclude with policy recommendations of broad relevance to programs of industrial restructuring in communities dominated by a single industry.This paper - a product of the Infrastructure and Energy Services Department, Europe and Central Asia Region - is part of a larger effort in the region to evaluate the social impact of industrial restructuring.

At its peak during World War I, the coal industry here employed 170,000 miners, and supported almost 1,000,000 people. Today, with coal workers numbering 1,500, only 5,000 people depend on the industry for their livelihood. Between these two points in time lies a story of industrial decline, of working people facing incremental and cataclysmic changes in their world. When the Mines Closed tells this story in the words of men and women who experienced these dramatic changes and in more than eighty photographs of these individuals, their families, and the larger community.Award-winning historian Thomas Dublin interviewed a cross-section of residents and migrants from the region, who gave their own accounts of their work and family lives before and after the mines closed. Most of the narrators, six men and seven women, came of age during the Great Depression and entered area mines or, in the case of the women, garment factories, in their teens. They describe the difficult choices they faced, and the long-standing ethnic, working-class values and traditions they drew upon, when after World War II the mines began to shut down. Some left the region, others commuted to work at a distance, still others struggled to find employment locally.The photographs taken by George Harvan, a lifelong resident of the area and the son of a Slovak-born coal miner, document residents' lives over the course of fifty years. Book excerpt: Over the last half century, large-scale changes to coal industries across Europe, and more recently in the United States and China, have resulted in as many as 4 million coal workers losing their jobs. The main drivers of these changes are mine mechanization, government policies and competition from other fuels in downstream energy demand markets. At present, economies in Asia, Eastern Europe, and Africa face these same drivers of change, with large job losses already taking place in China, and with other large coal producing countries in Asia likely to follow. Lessons drawn from the experiences of the Russian Federation (Russia), Ukraine, Poland, and Romania from 1994 to 2012, complemented by data on impacts of coal industry adjustment in the United Kingdom, the Netherlands, the United States, and China, show that job losses not only take place as the industry contracts but even if production is increasing. The mitigation of social conflict and economic distress are of grave concern as globally the coal industry enters a new era of downsizing. The objective of this report is to share with governments lessons learned regardingcoal mine closure. Indeed, the full set of coal mine closure issues is diverse with few positive case studies to date to draw on. The complexity of technical issues and vested interests along with the myriad of potential risks which may unfold will require combining time-tested and new approaches, and applying a broad array of skills. In this issues paper, we have sought to identifylessons from the past that can guide policy makers for more successful future mine closures. Nine lessons learned are presented for government consideration, drawn from three sets of literature. First, analysis from coal industry adjustment and downsizing experiences in Russia, Ukraine, Poland, and Romania from 1994 to 2012 where interventions ranged from preparatory diagnosticand technical studies to planning and financing of eventual closure programs. Second, observations and insights on impacts from coal industry adjustment in the United Kingdom, the Netherlands, the United States, and China. Third, evidence-based interventions that have helped to mitigate potential negative social and labor impacts from mass job losses in other industries.
