Book excerpt: The Millennium Challenge Account's (MCA) focus on results and creating incentives for developing countries to enact good policy continues to hold promise for a well-needed change in government-driven international development assistance. The continued success of the MCA will depend on the ability of the leadership to allow the mission - to reduce poverty through growth - to guide decisions. The Criteria and Methodology for Determining the Eligibility of Candidate Countries for Millennium Challenge Account Assistance in FY2006 reemphasizes the MCC's commitment to economic freedom and a strong entrepreneurial environment as the driver of economic progress. However, it also contains troubling proposals for new indicators that lose sight of this focus. With so many problems surrounding development, it is tempting to construe the MCA as a new fix-all for development. However, this will not help developing countries or the MCA. Economic development brings social benefits such as better health, a clean environment, and quality education. The MCA must continue to encourage countries to enact policies that create the conditions for economic prosperity. If, rather, it attempts to stimulate the consequences of development before addressing its causes, it is almost assured to fail on both accounts. The process set forward to develop a new quot;Natural Resource Managementquot; indicator must be reconsidered, and any new indicators must clearly demonstrate their relationship to the MCC's mission. The MCC needs to reconsider this and similar actions proposed in the report. These actions threaten to: Prioritize narrow interests over economic growth and are likely to achieve neither, Contradict the intent of the legislation that authorized the MCA and undermine its core principles, and Confuse the consequences of development with the causes of development, encouraging economically harmful policy. The importance of clearly articulating good indicators cannot be underestimated. Because of the strong incentives the MCA creates for countries wish to become eligible to receive funds, the MCA's influence reaches far beyond the dollars it spends. Poor choices now will have severe consequences as more countries tailor reforms to the indicators MCC chooses.

Book excerpt: In January 2004, Congress established the Millennium Challenge Corporation (MCC) to administer the Millennium Challenge Account. MCC's mission is to reduce poverty by supporting sustainable, transformative economic growth in developing countries that create and maintain sound policy environments. MCC has received more than $4.2 billion in appropriations, and, as of May 2006, it had disbursed $22.4 million to four countries whose signed MCC compacts have entered into force. For the first three countries with compact entry into force-Madagascar, Cape Verde, and Honduras-GAO was requested to examine (1) key aspects that MCC reviewed, and the criteria it used, in its due diligence assessments; and (2) the structures that have been established for implementing the compacts.

Book excerpt: Established in January 2004 with a mission to reduce poverty through economic growth, the Millennium Challenge Corporation (MCC) has committed $6.9 billion for compacts with 19 developing countries. MCC vests compact management with accountable entities in recipient countries, called Millennium Challenge Accounts (MCA). MCAs, with guidance from MCC, allocate resources, oversee and implement a financial plan, approve expenditures and procurements, and implement compact projects. This report, directed by the fiscal year 2008 Consolidated Appropriations Act, assesses MCC and MCA (1) financial controls; (2) procurement practices; and (3) development, implementation, and oversight of contracts and projects. GAO focused on financial and procurement transactions and projects at MCAs in Honduras, Georgia, and Cape Verde, countries with high disbursement totals as of the end of fiscal year 2008.

Book Global Monitoring Report 2008

Download or read book Global Monitoring Report 2008 written by World Bank and published by World Bank Publications. This book was released on 2008-04-14 with total page 290 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Global Monitoring Report 2008', the fifth in an annual series, is essential reading for those who wish to follow the global development agenda and debate in 2008. The year marks the midpoint toward the 2015 deadline for achieving the Millennium Development Goals (MDGs). It is also an important year to work toward a consensus on how the world is going to respond to the challenge of climate change, building on the foundation laid at the Bali climate change conference in December 2007. The report spans this agenda. It provides a comprehensive assessment of progress toward the MDGs and related policies and actions. It addresses the challenge of climate change and environmental sustainability and assesses its implications for development. The report's assessment of MDGs at midpoint presents a mixed picture, one of both significant progress and formidable challenges. The first MDG, reducing extreme poverty by half, is likely to be met at the global level, thanks to a remarkable surge in global economic growth over the past decade. But, on current trends, the human development MDGs are unlikely to be met. Prospects are gravest for the goals of reducing child and maternal mortality, but shortfalls are also likely in the primary school completion. nutrition, and sanitation MDGs. The potential effects of climate change compound the challenge of achieving the development goals and sustaining progress. The report's messages are clear: urgent action is needed to help the world get back on track to achieve the MDGs; and urgent action is also needed to combat climate change that threatens the well-being of all countries, but particularly of poor countries and poor people. The goals of development and environmental sustainability are closely related, and the paths to those goals have important synergies.

George Bush's Foreign Aid: Transformation or Chaos? analyzes in detail the array of recent reforms of U.S. economic assistance and the difficult issues these reforms raise, while placing the changes and the manner of their implementation in a historical and political context. Book The Global Food Crisis

Download or read book The Global Food Crisis written by Jennifer Clapp and published by Wilfrid Laurier Univ. Press. This book was released on 2009-09-30 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: The global food crisis is a stark reminder of the fragility of the global food system. The Global Food Crisis: Governance Challenges and Opportunities captures the debate about how to go forward and examines the implications of the crisis for food security in the world’s poorest countries, both for the global environment and for the global rules and institutions that govern food and agriculture. In this volume, policy-makers and scholars assess the causes and consequences of the most recent food price volatility and examine the associated governance challenges and opportunities, including short-term emergency responses, the ecological dimensions of the crisis, and the longer-term goal of building sustainable global food systems. The recommendations include vastly increasing public investment in small-farm agriculture; reforming global food aid and food research institutions; establishing fairer international agricultural trade rules; promoting sustainable agricultural methods; placing agriculture higher on the post-Kyoto climate change agenda; revamping biofuel policies; and enhancing international agricultural policy-making. Book Women Business and the Law

Download or read book Women Business and the Law written by The World Bank and published by A&C Black. This book was released on 2013-11-07 with total page 199 pages. Available in PDF, EPUB and Kindle. Book excerpt: Women perform 66% of the world's work, produce 50% of the food, but earn 10% of the income and own 1% of the property. To shed light on why this grim statistic still holds true, Women, Business and the Law aims to examine legal differentiations on the basis of gender in 143 of the world's economies. Women, Business and the Law tracks governments' actions to expand economic opportunities for women across six key areas: accessing institutions, using property, getting a job, providing incentives to work, building credit and going to court. The report uncovers legal differentiations for women and married versus unmarried women such as being able to register a business, open a bank account and work at night. These issues are of fundamental importance. When, because of tradition, social taboos or simple prejudice, half of the world's population is prevented from making its contribution to the life of a nation, the economy will suffer. The empirical evidence does suggest that, slowly but surely, governments are making progress in expanding opportunities for women. It is our hope that data presented in Women, Business and the Law will both facilitate research on linkages between legal differentiation and outcomes for women, and promote better informed policy choices on what governments can do to expand opportunities for women.
