Book excerpt: The extent to which the JNTC initiative is improving joint training overall is unclear because DOD has not yet assessed the program s results; however, GAO s review of five JNTC-enhanced training events found indications of some joint training improvements. Prior GAO work and the 2006 Quadrennial Defense Review Report have stressed the importance of performance metrics to gauge program success. While DOD's initial training transformation assessment set a basic framework for measuring future program performance, DOD has not developed a strategy to evaluate the overall impact of the JNTC initiative that includes metrics, time frames, and processes for gathering data. Without such a plan, DOD will not know whether the money invested in the initiative will produce desired results or maximize the benefit for the investment. Reserve units have participated in JNTC training events, but the unique training needs of the reserve components have not been fully considered because Joint Forces Command has not established an ongoing working relationship with them. The Training Transformation Strategic Plan recognizes that the reserve components face unique training requirements and circumstances that must be considered. However, the command has not established a liaison position for any of the reserve components and has not included the reserve components in working groups and planning sessions, as it has done with the active service components and the combatant commands. Until the command incorporates the reserves more fully into the JNTC initiative, the reserve components will continue to have limited ability to enhance their joint training skills.

Book excerpt: Pursuant to a congressional request, GAO reviewed the effectiveness of the Department of Defense's (DOD) joint training activities, focusing on the: (1) scope of DOD joint training activities; and (2) actions taken and additional actions needed to improve joint training. GAO found that: (1) inadequate Joint Chiefs of Staff (JCS) oversight has perpetuated limited joint training of U.S. forces; (2) most joint training exercises are conducted to maintain U.S. access or presence in a region, promote regional stability, or foster relations with foreign military forces; (3) although these objectives are important, they have taken precedence over joint military training activities; (4) the JCS Operational Plans and Interoperability Directorate (J-7) has failed to critically review planned exercises to ensure that they emphasize joint training and to correct past problems, develop meaningful standards for evaluating exercises, or monitor enough exercises to ensure that training problems are identified and corrected; (5) J-7 needs to take a stronger coordinating role for joint training, since several entities have responsibility for joint training activities, but its staffing level is not sufficient for it to conduct all its oversight tasks; (6) it would not be practical to shift the J-7 coordinating role to either the Joint Warfighting Center or the U.S. Atlantic Command (USACOM); and (7) the Secretary of Defense and JCS have taken steps to improve joint training, such as developing uniform policy guidance and strengthening the roles of the Joint Warfighting Center and USACOM, but other units have reservations about new USACOM training strategies.

Book excerpt: The Department of Defense (DOD) considers the transformation1 of the U.S. military a strategic imperative to meet the security challenges of the new century. In October 1998, DOD established a joint concept development and experimentation program to provide the engine of change for this transformation. The U.S. Joint Forces Command, the executive agent of the program, carries out experiments-with support from the military services, the combatant commands, and other DOD organizations-to explore and analyze new joint operational and organizational concepts. The experiments can include studies and analyses, conferences, workshops, seminars, war games, and simulated or live field experiments. On the basis of these experiments, the Joint Forces Command recommends changes aimed at achieving significant improvements in joint capabilities. The Joint Requirements Oversight Council2 reviews the Command's recommendations, and the Chairman of the Joint Chiefs of Staff is responsible for approving them. The Council also oversees the implementation of approved recommendations. The cumulative changes are expected to contribute to the way U.S. military forces are transformed. In November 2001, DOD also created an Office of Force Transformation to foster innovation and experimentation and assist the Secretary of Defense to develop guidance and identify strategies and policies for transformation. Because of the central role DOD's joint experimentation program plays in military transformation, we reviewed related activities to determine whether changes are needed to improve the program's ability to focus on future joint operations, military transformation, and the rapid integration of results.
