Available in PDF, EPUB and Kindle. Book excerpt: GAO reviewed ways for the military services and the Veterans Administration (VA) to prevent overpayments to military retirees and survivors. GAO found overpayments totaling $6.6 million and underpayments totaling $151,000 to both military retirees and survivors. Further, GAO found another $1 million in overpayments by reviewing cases the services had not examined. Under the present system, VA provides the military services with the names of only those recipients of VA benefits who are identified as military retirees or survivors. About $5 million of the $6.6 million in overpayments occurred because VA did not inform the military that it had awarded compensation to retirees and survivors. Consequently, the services continued making full payment to these individuals. GAO stated that an automated control system would have eliminated, if properly implemented, $5 million of the $6.6 million in overpayments detected in the 1981 reconciliation. The military services must use the results of the annual reconciliation of Defense and VA pay data more effectively to make sure these payments will be corrected.

Available in PDF, EPUB and Kindle. Book excerpt: GAO conducted a review to determine whether the Veterans Administration (VA) and the Department of Defense (DOD) have adequate internal controls to prevent VA from paying veterans' disability benefits to: (1) disabled veterans who return to active duty; and (2) disabled veterans whose separation pay VA has not recouped. GAO found that, while VA instructs veterans to contact a VA regional office if they return to active duty, it has not determined whether veterans comply with the reporting requirement. GAO compared data from the Defense Manpower Data Center (DMDC) with VA data and identified over 1,000 individuals who returned to active duty without notifying VA. In some cases, returning veterans did not mention their VA disability payments on reenlistment applications, but there were also cases where military recruiters did not notify VA. In addition, GAO found that VA does not always recoup separation payments before paying disability benefits because: (1) DOD separation processing offices do not always provide separation pay data to VA; and (2) VA staff either disregard separation data or do not realize that recoupment efforts have been unsuccessful. However, since VA can only withhold disability payments up to the amount of a veteran's monthly benefit, it may take years to recoup improperly paid funds.

Book VA Veterans Administration Can Reduce Excess Disability Payments by Improving Pay Data Exchange with the Military Services

Download or read book VA Veterans Administration Can Reduce Excess Disability Payments by Improving Pay Data Exchange with the Military Services written by GENERAL ACCOUNTING OFFICE WASHINGTON DC HUMAN RESOURCES DIV. and published by . This book was released on 1985 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal law requires that the Veterans Administration (VA) withhold disability benefits whenever a veteran reenlists in the active military service. GAO found that disabled veterans do not always notify VA when they reenter active service, and VA has no effective controls to identify veterans who do not notify it. Consequently, VA paid in excess of $1 million in both 1982 and 1983 for disability compensation benefits to veterans on active duty. Also, the military services make lump-sum separation payments to members who are involuntarily discharged for disability and nondisability reasons. Federal law requires that VA withhold disability payments until an amount equal to the full separation payment has been recouped. GAO found, however, that the Department of Defense (DOD) and VA lack adequate controls to ensure that all separation pay data are provided and the VA withholds disability payments for 1983, VA had not withheld the appropriate monthly disability payments on an estimated $1.6 million in total lump-sum separation pay made by the military services in 1983. This report recommends a number of actions that VA and DOD should implement so that veterans do not receive disability benefits to which they are not entitled. VA and DOD generally agreed with GAO's findings and recommendations. (Author).
