It aims at scrutinizing the validity of the two ideas that have governed the literature on war and warfighting: One is the Clausewitzian Fog of War, which suggests that he who is able to "see" through the gunsmoke and observe his opponent’s moves before he has to commit to some strategy himself, should be able to gain an advantage over that enemy; the other is the tradition of understanding military conflict as a zero-sum game. Combined, these ideas seem to imply that war always gives rise to a second-mover advantage. This book questions the validity of this presumption at the operational level of military planning. It provides a simple but rigorous game-theoretic framework in order to analyse operational alternatives for a whole range of typical conflicts Western military forces are facing, including the most recent ones such as Anti-Access/Area-Denial and supporting host nations' counterinsurgency campaigns.

This process began with the conceptual examinations and assessments carried out under the "Louisiana Maneuvers" and the Army's Battle Labs, and matured through the Force XXI process. The Army recently completed its first series of Advanced Warfighting Experiments that will shape the redesign and restructure of the future force, Army XXI, for the early years of the new millennium. While the broad outlines of Army XXI have been sketched out, many of the details remain to be filled in. Undoubtedly, these efforts will be influenced by the recent reports of the Quadrennial Defense Review (May 1997) and the National Defense Panel (December 1997). Indeed, debates over details of the force structure and the ultimate size of the Army are not likely to abate any time soon. To assist in the further conceptual development, Dr. William T. Johnsen places Army XXI in a broad strategic context. He briefly examines the anticipated international security environment and the roles that the U.S. Armed Forces and the Army can be expected to perform. He then assesses a wide range of general factors that will influence the capabilities needed to carry out the anticipated roles. It focuses on the strategic planning responsibilities of the Chairman of the Joint Chiefs of Staff because planning at that level provides the critical nexus between the strategic direction provided by the National Command Authorities and its implementation by the unified combatant commands and military departments. The authors' thorough understanding of the statutory requirements for strategic planning and the interactions between the Chairman's complex strategic planning process and other key DOD planning systems enables them to explicate today's strategic planning challenges and offer insightful recommendations. Strategic planning in the post-Cold War era has proven to be exceptionally problematic. The plethora of national and international tensions that the east-west confrontation of the Cold War in large measure subdued combine now to create a world replete with diverse challenges to U.S. interests. Equally disturbing is the fact that these challenges are not as clearly defined and easily articulated as was the monolithic Soviet threat. The authors point out that the Cold War provided inherent stability in U.S. strategic planning and that the basic elements of a strategic military plan evolved over time. They go on to argue that the elimination of the National Military Strategy Document and the abandonment of the Base Case Global Family of Operation Plans amounted to recision of the Chairman's strategic plan, and that nothing has been developed to take its place.

Few events traumatize a nation more than losing a war. Defeat can bring down an empire, alter national boundaries, end sovereignty, and dramatically change a societys social structure. Failures are explained in many ways and are seldom of a singular nature. Their roots, however, can be traced to the planning for war. For this reason, no other peacetime activity should command more attention from military leaders and scholars than the study of military planning. In reality, commanders prefer to concentrate on more immediate and understandable concerns supplying, training, and fighting. Military historians also prefer to study combat and the battlefield where the results of all efforts are starkly evident. Consequently, the Department of History decided to dedicate its Eleventh Military History Symposium to the too seldom studied topic of military planning, the foundation for successful warfare.
