Book Military Officer Graduate Education

Download or read book Military Officer Graduate Education written by National Academy of Public Administration and published by . This book was released on 1975 with total page 93 pages. Available in PDF, EPUB and Kindle. Book excerpt: The present system for determining the services' educational needs by a count of existing jobs requiring officers with graduate education has crucial flaws. The panel recommends that it be replaced by a system of educational standards for each military occupational specialty, reviewed periodically by expert panels. The services' target for educated officers should be integrated with their technological, strategic, and organizational plans. The new system should lead to greater effectiveness and flexibility in the assignment and utilization of educated officers. The present levels of graduate education should be maintained by increasing participation in less costly off-duty, degree-completion, and cooperative degree programs to compensate for any reductions in the more costly fully funded programs.

Book Graduate Education Within the Armed Forces

Download or read book Graduate Education Within the Armed Forces written by C. W. Hannon and published by . This book was released on 1974 with total page 186 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the view of Congress, there are fundamental questions concerning officer graduate level education programs of the Armed Forces. Forces and trends within society and the defense environment have placed increased reliance on graduate education during the past quarter century. Rising education and training costs within the military have spurred Congressional concern regarding the Service's graduate education needs, the magnitude of educational expenditures, and the management practices surrounding the utilization of officers holding graduate degrees. Sufficient progress has not been made since the critical GAO Report of 1970 to alleviate Congressional concerns with the DOD and the Service's graduate education programs. The basic philosophy of position validation appears inadequate for Service justification of graduate education in contemporary society. The Services, in general must critically review and modify existing justification for their fully funded programs; and, the Army in particular must properly interface the conceptual philosophies of the Army Education Requirements Board with the changes inherent in the new Officer Personnel Management System.

Book Evaluating Navy s Funded Graduate Education Program A Return on Investment Framework

Download or read book Evaluating Navy s Funded Graduate Education Program A Return on Investment Framework written by and published by . This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Navy and the other military services send a number of their officers to graduate-level institutions each year to obtain advanced degrees. The primary purpose of providing these officers graduate education is so they can fill positions in their services whose duties require the knowledge and skills gained in graduate school. Furthermore, the benefits of a graduate education extend beyond the specific assignment for which the officer was educated, applying to subsequent assignments as well, albeit less directly. However, at an estimated cost of about $245,000 per officer for a funded master's degree, the cost of this education is substantial. For fully funded education, the service must pay not only the cost of the education but also the pay and allowances associated with an officer's billet allocated for education. Additionally, an opportunity cost is incurred: While the officer is attending school, his or her services are lost to the operational billets in which he or she could be gaining experience. The question frequently arises as to whether the benefit gained from a graduate education is worth the cost. While the quantitative effects of graduate education can be estimated, evaluating the qualitative effects of a graduate education poses a number of challenges.

Book Evaluating Navy s Funded Graduate Education Program

Download or read book Evaluating Navy s Funded Graduate Education Program written by Kristy N. Kamarck and published by RAND Corporation. This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The U.S. military services send officers to graduate schools each year to pursue advanced degrees, primarily to fill billet requirements later. This can be costly, including such things as tuition, housing, and pay but also the opportunity cost of the officer not filling an operational billet. Participation in such a program incurs specific service requirements in return, but is that enough to recoup the service's investment? The U.S. Navy asked the researchers to assess the quantitative and qualitative returns on investment (ROI) for funded graduate education. The authors modeled the financial aspects for two sample communities within the Navy and discovered that ROI varies depending on how efficiently graduates are matched with billets and how often they are utilized in the related subspecialty. In some cases, it is simply not possible to recoup the costs financially because it would require extremely long service. On the other hand, soft skills and general knowledge that graduate education provides can increase productivity and improve decision quality. Such considerations might justify making graduate education competitive, with selection targeted toward those most likely to stay in the service and to advance to flag rank. In essence, the Navy would be broadly educating many to achieve future capabilities and an ROI from the few."--P. [4] of cover.

Book A Survey of Studies Addressing Graduate Education in the United States Air Force

Download or read book A Survey of Studies Addressing Graduate Education in the United States Air Force written by Marcella V. Powers and published by . This book was released on 1987 with total page 63 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this report is to establish the basic structure for the education of Army (including Army Air Forces) officers. The charter of the board covered commissioned officers only. The military leadership emerging from World War II recognized that the United States would play a major role in world affairs. The military officers of the United States needed to be educated to assume military leadership under more complex situations and using more sophisticated technology than had been the case before that time. The bulk of this study, chaired by Lieutenant General Leonard T. Gerow, deals with professional military education. Annex 10 (which addresses Army Air Forces) includes the requirement for the Air Institute of Technology. At this early stage of the development of modern-day military education, no specific reference is made to graduate education. The board established the mission of the Air Institute of Technology as assuring scientific technological development of Army Air Forces equipment and efficient operation of procurement, supply, maintenance, and service responsibilities assigned to the Army Air Forces. (p. 75) It would be heavily science-and-research oriented. Instruction would be provided in those subjects to prepare officers to serve in the Air Technical Service Command and tactical operating units. Provisions called for Reserve and National Guard officers to attend an associate, condensed course and for the Air Institute of Technology to provide a correspondence course for officers on inactive status.

Book The Effects of U S Marine Corps Officer Graduate Education Programs on Officer Performance

Download or read book The Effects of U S Marine Corps Officer Graduate Education Programs on Officer Performance written by Raul Lianez and published by . This book was released on 2003-03-01 with total page 118 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis compares the effects of Marine Corps graduate education programs, categorized as either Professional Military Education (PME) or Non- PME, on officer performance. The intent of the thesis is to provide empirical evidence to support or refute Marine Corps cultural perceptions that PME improves officer performance more than Non-PME graduate education. A performance index (PI) is derived from the current Marine Corps fitness report system and averaged before and after graduate education for PME and Non-PME graduates and for a group of officers without graduate education (NOS). Data from the Marine Corps Total Force Data Warehouse are used to assess the marginal effect of graduate education in models that also included demographic, affective and cognitive traits. ANOVA results for O4s show significant improvement in performance over time for all groups (PME, Non-PME and NOS), with the largest improvement for PME and the smallest for NOS, although differences between groups are not significant. Multivariate regressions indicate that, after accounting for other influences, the post-education performance of those with graduate education is not significantly different from those without (NOS). The change in performance between before and after receiving graduate education is not significantly different for PME and NOS, while it is slightly lower for Non- PME than for NOS (significant at .1O level). A limitation of the study is that the data only covered four years of fitness reports. Thus, we were not able to assess the long-run effects of graduate education on officer performance.

Book A Revised System for Validating Army Graduate Education Requirements

Download or read book A Revised System for Validating Army Graduate Education Requirements written by Robert E. Visscher and published by . This book was released on 1975 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: This essay considers: (1) The system used to identify military officer positions in agencies and commands which are deemed to require graduate level education in order to fulfill the position responsibilities; and (2) The process used for validation of such requirements. The role of the Army Educational Requirements Board (AERB) is stressed. Data was gathered through a search of government documents, interviews with personnel involved in the civil schools programs, and the author's personal experiences as a member of the 1974 AERB. The 1974 cycle is discussed as a case history. The essential conclusions are that: (1) Requests for validation of military officer positions were inadequately prepared; (2) The Speciality Career Program Consultant Board reviews resulted in rubber stamp approvals; (3) The AERB received little substantive guidance; and (4) The AERB Report of Proceedings was approved by the Deputy Chief of Staff for Personnel but approval was subsequently withdrawn. A revision of the system is deemed appropriate. The key recommendation is that the AERB be abolished and its functions of position validation and program review be assumed by the DA Speciality Proponent agencies and the Office of the Deputy Chief of Staff for Personnel, respectively.

Book Advanced Military Studies Programs at the Command and Staff Colleges

Panel on Military Education and published by . This book was released on 1993 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: This document reports the written and oral testimony given at two congressional hearings investigating the possibilities and methods for having degrees granted at military intermediate service schools and master's degrees granted at the National War College and the Industrial College of the Armed Forces. Officials testifying included high-ranking military officers, educational officials, and officials of accreditation organizations. Witnesses stated the advantages of degree-granting authority and pressed for Congress to authorize that facility, as one step in the accreditation process. Those who testified noted earlier efforts at accreditation for other military institutions and stressed that Congress had to grant degree-granting authority before the accrediting organizations would rule on standards for accreditation. Most of the testimony stressed the high quality of the military institutions and argued for passage of degree-granting authority for them. (KC)
