The success or failure of the thousands of negotiations taking place daily between U.S. military officers and local civilian and military leaders in Iraq affects tactical and operational results and the U.S. military's ability to achieve American strategic objectives. By training its leaders, especially junior ones, to negotiate effectively, the U.S. military will be better prepared to succeed in the increasingly complex operations it is conducting--in Iraq as well as the ones it will face in the new strategic environment of the 21st century. This monograph analyzes the U.S. Army's current predeployment negotiation training and compares it with the negotiating experience of U.S. Army and Marine Corps officers deployed to Iraq. The author argues that successfully adapting to the nature of the contemporary operating environment requires changes that include increased training in negotiation. Based on interviews with U.S. officers, the author identifies three key elements of negotiation in SSTR operations and offers recommendations for U.S. soldiers to consider when negotiating with local Iraqi leaders; for U.S. military trainers to consider when reviewing their predeployment negotiation training curriculum; and for the Army and Marine Corps training and doctrine commands to consider when planning and structuring predeployment training.

What do our military leaders know that our business leaders don't? Modern U.S. military doctrine offers a battle-tested blueprint for success in business. The military approach - which stresses leadership, alignment and process - provides a no-nonsense framework for planning and achieving company goals. I have had two successful careers, first as a U.S. Army officer and now as an officer in a successful public company. I found much of what I learned in the Army helpful in business, and over the last 15 years - while countless business management fads have come and gone - I've repeatedly and successfully applied my military training to business problems. Now seems like an excellent time to share this knowledge. The American people know the military is highly effective. They have appreciated how it has dramatically reduced civilian casualties, quickly and efficiently accomplished goals, and created sky-high morale among its "employees." Books by famous military personalities are often biographical; they don't delve into the operational details of military success. Business readers can only guess how to apply what they've read to problems they face in the business world. During my civilian career I've witnessed a pathetic lack of true leadership by top managers (including the critical requirements of empathy for employees, setting good examples and providing inspiration). Corporate departments have demonstrated poor alignment with company goals, instead preferring to sabotage each other's efforts. And most mystifying of all, large public companies with the finest intellectual talent available have repeatedly failed to create or maintain simple processes that would perpetuate their success.

Book excerpt: Current operations in Iraq and Afghanistan involving counterinsurgency, peace-keeping, stability and support missions and nation building have increased interest in cross-cultural negotiation skills as a central component of military leadership. This report develops a conceptual framework capturing the unique characteristics of negotiations between military personnel and local civilians that can guide the design of negotiation training programs for officers preparing to deploy. Interviews were conducted with 20 Lieutenants and 16 Captains who returned from deployments to Iraq. Content analysis indicated that negotiations with civilians focused largely on rebuilding projects, security, and civil affairs issues. Key challenges reported by officers included 1) the need to negotiate and mediate in the face of sectarian loyalties, 2) ethical dilemmas, 3) the development of work arrangements in the face of conflicting cultural values and behavioral norms, 4) negotiating in the face of threat and determining the appropriate use of power, 5) emotional self-regulation, and 6) adaptive response to a wide range of conflicting responsibilities. Iraqi negotiation techniques appeared consistent with non-Western cultural expectations of the goals and tactics of negotiation.
