Hoadley argues that there is little difference between military and civilian-led governments in their abilities to establish stability and maintain law.The book concludes that neither conservative nor radical views are fully correct as to the effects of military-led governments on development. Soldiers and Politics in Southeast Asia focuses exclusively on civil-military politics in Southeast Asia in a critical period for the region, and it should be read by all individuals interested in Southeast Asian politics and development long after Cold War issues have come to a close.

Worldwide, investment in SIGINT activities is increasing, with new types of intercept systems being developed and deployed, and new collection targets. In the Asia-Pacific region, there are moves to greater defence self-reliance. There are unresolved conflicts over disputed territory and competing sovereignty claims (especially offshore), unreconstructed communist regimes (in the People's Republic of China, North Korea, Vietnam, and Laos), and continuing increases in defence expenditures involving numerous new major arms acquisition programmes. Throughout the region there has been a significant expansion of SIGINT capabilities and operations over the past decade, and this is expected to continue over the foreseeable future. Signals Intelligence in the Post-Cold War Era describes these recent developments in global and regional SIGINT capabilities and operations, and provides some explanation for these developments. The Institute of Southeast Asian Studies (ISEAS) was established as an autonomous organization in 1968. It is a regional research centre for scholars and other specialists concerned with modern Southeast Asia, particularly the many-faceted problems of stability and security, economic development, and political and social change. The Institute is governed by a twenty-two-member Board of Trustees comprising nominees from the Singapore Government, the National University of Singapore, the various Chambers of Commerce, and professional and civic organizations. A ten-man Executive Committee oversees day-to-day operations; it is chaired by the Director, the Institute's chief academic and administrative officer. The Regional Strategic Studies Programme (RSSP) was set up in 1981 in response to the need to supplement global concepts and methods of analysis with a closer understanding of the realities in the region; to ensure that much of this is done in the region and with as much input as possible by Southeast Asians themselves, thereby leading to the creation of a body of expertise on security issues resident in the region; and to ensure that, in terms of Southeast Asian participation, there would be greater involvement of the different strands of Southeast Asian opinion and expertise, including not only the academic community but also government and military personnel, mass media, and, as the opportunity arises, the business and commercial sectors. The major objective is to encourage study of the various security issues and developments affecting the area. The Programme is based at the Institute of Southeast Asian Studies under the overall supervision of its Director, who is guided by a regional committee, and Programme Advisers.

Instead, it proposes a novel and innovative concept of "interactive arming" and argues that what drives conflict is political rivalry, not weapons acquisitions. Instead of perceiving arming as abnormal behaviour, the book views arming as a natural strategic behaviour of states and military modernisation as a basic requirement for a state’s ability to survive. This book will be of much interest to students of Asian security, strategic studies and international relations in general.

The global trade in arms is to a large degree underpinned by the strong demand for arms in Asia and the Middle East, the two largest arms export markets in the world. Of these two regions Asia has become particularly significant, led by the emergence of China and India as major powers. It is therefore not surprising that the rapid military modernisation in Asia, accompanied by significant increases in the size and sophistication of armed forces, has generated attention as to its trends, key characteristics, causes and implications. This phenomenon, which has become evident since the end of the Cold War, has also been widely described as an Asian 'arms race'. This book evaluates the key conceptual ideas which can shed light on this phenomenon, as well as examining the complex mix of internal, external and technological factors that have led to its emergence. The volume explores the way in which the arms race is leading ultimately to three distinctive blocs in the emerging geostrategic landscape: a loose bloc of US allies in the region; a counter-bloc of potential US adversaries; and a neutral bloc of states with industrial age armed forces whose allegiances will vary according to circumstances and geostrategic developments. The Arms Race in Asia concludes that if the emerging arms race is left unchecked, it is likely that Asia will increasingly become a region of instability, marked by conflicts and interstate wars. The book will be of great interest to students of Asian politics, strategic studies, defence studies, security studies and IR in general.
