Book excerpt: Although conventional wisdom suggests that reducing military spending may improve a country’s economic growth performance, empirical studies have produced ambiguous results. This paper extends a standard growth model and estimates it using techniques that exploit both cross-section and time-series dimensions of available data to obtain consistent estimates of the growth-retarding effects of military spending via its adverse impact on capital formation and resource allocation. Model simulations suggest that a substantial long-run “Peace Dividend”--in the form of higher capacity output--may result from: (i) markedly lower military expenditure levels achieved in most regions during the late 1980s; and (ii) further military spending cuts that would be possible in the future if a global peace could be secured.

The Arab Spring, the rise of ISIS and terrorism ignite the debate on studying conflict and natural resources. Uniquely, the book discusses the sources of the conflicts and the institutions that are managing the conflicts. The natural resources, defense spending, conflict and human welfare are intertwined. In support of the ‘resource curse’ hypothesis, the book shows that an abundance of natural resources, particularly oil, encourages an increase in military spending and lower economic growth. In addition, the good economic and political institutions do reduce the hazard of conflict; and strong political institutions for checks and balances appear to weaken the impact of natural resources on conflicts. The book also examines the relationship between defense and social welfare expenditures – specifically, health and education. Shedding light on the complicated nature of the relationship between defense spending, inequality, and types of political and welfare regimes gives us a deeper understanding of the type of democratic systems that will likely improve social welfare. In studying the political economy of defense spending, the book shows the link between public opinion toward defense spending and voters' support for candidates. The analysis shows that party identification or having a vested interest in defense industries do correlate with a preference for increasing defense spending. Book excerpt: This report presents an exploration of the historical relationship between national economic growth and military expenditures in five "great power" countries: Germany, France, Russia, Japan, and the United States. Using statistical as well as case study methodologies, it examines how each country's military expenditures responded to increases in output levels and rates of growth over the period 1870-1939 and proposes plausible explanations for the relationship in each country. If the historical experience holds true, economic growth in some of the present-day candidates for great-power status will spur them to increase their rate of military expenditure growth and, as a result, their military capabilities. As we show, however, each country is unique, and strong economic growth by no means implies automatic expansion of military spending or capabilities. In fact, the historical record suggests that perceived threats from abroad may be the most significant factor contributing to increases in military expenditure in potential great powers. This distinction is important because policies designed to deter foreign military expansions motivated by ambition may have perverse effects if foreign military expansions are in fact motivated by fear. This report should be of particular interest to policymakers concerned about the prospect of increased military expenditures by large and rapidly growing economies. The research was sponsored by the Deputy Chief of Staff for Intelligence and was conducted in RAND Arroyo Center's Strategy, Doctrine, and Resources Program. The Arroyo Center is a federally funded research and development center sponsored by the United States Army.

Nevertheless, the gap between their expensive armaments and their capacity to deter aggression and/or project military strength has narrowed but little in that time. This Element takes a political economy approach and argues that structural factors inherent in the Gulf states' political systems prohibit civilian oversight of the defense sector and are responsible for this outcome. Lax restraints on military outlays, in turn, enable widespread corruption, lead to large-scale waste, and account for the purchasing of unneeded, unsuitable, and incompatible weapons systems. The Element explores the challenges caused by plummeting oil prices and the resulting budget cuts and considers the development of domestic defense industries in Saudi Arabia and the UAE, intended as a part of their economic diversification program. The setbacks of the Saudi-led coalition's on-going war in Yemen starkly illustrate the narrative.

This study reaches this sobering conclusion by examining how the economic boom enjoyed by Egypt, Syria, and Jordan in the 1970s turned into financial crisis by the 1980s. The analysis involves the political, economic, and social similarities and differences among the three countries and pinpoints both the internal and external factors that contributed most significantly to their economic declines. Particular attention focuses on the huge influx of foreign aid thay reached the region from 1978 to 1981 and was used to advance purposes such as military buildups rather than to enhance future economic growth potential. This left all three countries, regardless of their unique political structures, in economic chaos when outside funds ran out. The work outlines the economic developments and policies of Egypt, Syria, and Jordan during the years of prosperity and crisis. Central to the discussion are the short- and long-term ramifications of both this downturn and the countries' refusal to restrict military expenditures. After illustrating how foreign aid should, therefore, not be used, this volume then urges that countries not depend on outside capital for their economic well-being, and demonstrates how economic reform can be achieved only by initiating responsible economic programs. The hardships associated with such a reversal in policy are considered, especially in light of the current Gulf conflict, but scholars of economic development and Middle East studies will agree that the extended benefits of such an approach far outweigh any temporary setbacks.
