Book Making the Grade

Download or read book Making the Grade written by Paul W. Mayberry and published by . This book was released on 2021 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Leadership development in the military is a multifaceted process that takes place over an officer's entire career. At its most basic level, this development occurs through professional experiences and a progressive series of professional military education, of which joint professional military education (JPME) is a subset. In May 2020, the Joint Chiefs of Staff (JCS) issued a vision statement with guidance and objectives for leadership development in the armed services. This vision calls for an outcomes-based approach that emphasizes ingenuity, intellectual application, and military professionalism. The new approach focuses on what students must accomplish rather than traditional metrics, such as curriculum content or the amount of time spent learning specific material. The JCS also emphasized the need to integrate officer talent management (TM) and JPME because these functions are so closely connected. To support the implementation of this vision, the authors reviewed foundational, policy, and implementation documents; conducted semistructured interviews with senior representatives of relevant joint and service offices; and analyzed officer personnel data. They used these methods to (1) describe joint educational institutions' transitions to an outcomes-based approach, (2) examine performance expectations and the qualities needed in effective joint officers, (3) explore how joint performance is measured, and (4) see how challenges in TM systems and processes affect the implementation of JPME, Phase II. They also provide recommendations for how joint stakeholders and the military services can best integrate the TM and JPME processes to support the outcomes-based approach.

Book Cross Domain Deterrence

Download or read book Cross Domain Deterrence written by Erik Gartzke and published by Oxford University Press. This book was released on 2019-02-01 with total page 399 pages. Available in PDF, EPUB and Kindle. Book excerpt: The complexity of the twenty-first century threat landscape contrasts markedly with the bilateral nuclear bargaining context envisioned by classical deterrence theory. Nuclear and conventional arsenals continue to develop alongside anti-satellite programs, autonomous robotics or drones, cyber operations, biotechnology, and other innovations barely imagined in the early nuclear age. The concept of cross-domain deterrence (CDD) emerged near the end of the George W. Bush administration as policymakers and commanders confronted emerging threats to vital military systems in space and cyberspace. The Pentagon now recognizes five operational environments or so-called domains (land, sea, air, space, and cyberspace), and CDD poses serious problems in practice. In Cross-Domain Deterrence, Erik Gartzke and Jon R. Lindsay assess the theoretical relevance of CDD for the field of International Relations. As a general concept, CDD posits that how actors choose to deter affects the quality of the deterrence they achieve. Contributors to this volume include senior and junior scholars and national security practitioners. Their chapters probe the analytical utility of CDD by examining how differences across, and combinations of, different military and non-military instruments can affect choices and outcomes in coercive policy in historical and contemporary cases.

Download or read book Geopolitics written by Bert Chapman and published by Bloomsbury Publishing USA. This book was released on 2011-04-07 with total page 251 pages. Available in PDF, EPUB and Kindle. Book excerpt: This concise introduction to the growth and evolution of geopolitics as a discipline includes biographical information on its leading historical and contemporary practitioners and detailed analysis of its literature. An important book on a topic that has been neglected for too long, Geopolitics: A Guide to the Issues will provide readers with an enhanced understanding of how geography influences personal, national, and international economics, politics, and security. The work begins with the history of geopolitics from the late 19th century to the present, then discusses the intellectual renaissance the discipline is experiencing today due to the prevalence of international security threats involving territorial, airborne, space-based, and waterborne possession and acquisition. The book emphasizes current and emerging international geopolitical trends, examining how the U.S. and other countries, including Australia, Brazil, China, India, and Russia, are integrating geopolitics into national security planning. It profiles international geopolitical scholars and their work, and it analyzes emerging academic, military, and governmental literature, including "gray" literature and social networking technologies, such as blogs and Twitter.

Book The U S Army War College Guide to National Security Issues Volume II

Download or read book The U S Army War College Guide to National Security Issues Volume II written by J. Boone, JBoone Bartholomees, Jr. and published by . This book was released on 2010-07-30 with total page 414 pages. Available in PDF, EPUB and Kindle. Book excerpt: Both Henry Kissinger and Robert Art make it clear that the identification of national interests is crucial for the development of policy and strategy. Interests are essential to establishing the objectives or ends that serve as the goals for policy and strategy. "Interests are the foundation and starting point for policy prescriptions." They help answer questions concerning why a policy is important.4 National interests also help to determine the types and amounts of the national power employed as the means to implement a designated policy or strategy. The concept of interest is not new to the 21st century international system. It has always been a fundamental consideration of every actor in the system. Despite what many academics have maintained, national interests are not only a factor for nation-states. All actors in the international system possess interests. Using Barry Buzan, Ole Weaver, and Jaap de Wilde's units of analysis, the need to have interests is equally applicable to international subsystems (groups or units that can be distinguished from the overall system by the nature or intensity of their interactions with or independence on each other) like the Association of Southeast Asian Nations and the Organization of Petroleum Exporting Countries, individual units (actors consisting of various subgroups, orga¬nizations, and communities) such as nations of people that transcend state boundaries and multi¬national corporations, subunits (organized groups of individuals within units that are able or try to affect the behavior of the unit as a whole) like bureaucracies and lobbies, and finally, individuals that all possess separate personal interests as they participate in the overall system.5 Some academ¬ics choose to distinguish between national interests (interests involved in the external relations of the actor) and public interests (interests related within the boundaries of the actor).6 For purposes of this essay, given the closing gap between the influence of external and internal issues in the 21st century international system brought about by the associated components of a rapidly globalized world, there will be no distinction made between external and internal interests. In effect, they all fall under the concept of the national interest. There is a generally accepted consensus among academics that interests are designed to be of value to the entity or actor responsible for determining the interest for itself. This could include 4 those interests that are intended to be "a standard of conduct or a state of affairs worthy of achieve¬ment by virtue of its universal moral value."7 However, there is less agreement over the question of whether all nation-state interests are enduring, politically bi-partisan, permanent conditions that represent core interests that transcend changes in government,8 in contrast to those interests that may be altered over time and or respond to change in the international system.
