Book MILITARY BASE REALIGNMENTS and CLOSURES DOD Has Improved Environmental Cleanup Reporting But Should Obtain and Share More Information

Download or read book MILITARY BASE REALIGNMENTS and CLOSURES DOD Has Improved Environmental Cleanup Reporting But Should Obtain and Share More Information written by United States. Government Accountability Office and published by Createspace Independent Publishing Platform. This book was released on 2017-09-21 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: The environmental cleanup of bases closed under the BRAC process has historically been an impediment to the expeditious transfer of unneeded property to other federal and nonfederal parties. While DOD is obligated to ensure that former installation property is cleaned up to a level that is protective of human health and the environment, the cleanup process can delay redevelopment in communities affected by the BRAC process. The House Report accompanying the fiscal year 2016 Military Construction, Veterans Affairs, and Related Agencies Appropriations Bill includes a provision for GAO to update its 2007 report on the environmental cleanup and transfer of installations closed under BRAC. This report addresses the extent to which DOD has made progress in: (1) capturing and reporting environmental cleanup costs at installations closed under BRAC and (2) transferring excess property and mitigating any challenges. GAO reviewed DOD guidance, cost data, and property transfer data; visited installations selected from among those with the highest cleanup costs, as well as other factors; and interviewed DOD and service officials.

Book Military Base Closures Opportunities Exist to Improve Environmental Cleanup Cost Reporting to Expedite Transfer of Unneeded Property

Download or read book Military Base Closures Opportunities Exist to Improve Environmental Cleanup Cost Reporting to Expedite Transfer of Unneeded Property written by and published by DIANE Publishing. This book was released on 2007 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: While expected environmental cleanup costs for unneeded property arising from the 2005 BRAC round are not yet fully known, Department of Defense (DOD) data indicate that about $950 million will be needed to clean up these bases, adding to the estimated $13.2 billion total cleanup cost for the prior rounds. Although DOD's cleanup program has matured compared to prior BRAC rounds, there are still many unknowns and the cleanup estimate for the 2005 round should be considered preliminary. In fact, environmental cleanup costs are likely to increase as more intensive environmental investigations are undertaken, additional hazardous conditions are discovered, and future reuse plans are finalized. Furthermore, Congress does not have full visibility over the total cost of DOD's BRAC cleanup efforts because none of the four reports DOD prepares on various aspects of environmental cleanup present all types of costs past and future to complete cleanup at each base. Compiling a complete picture of all costs requires extracting information from multiple reports, as GAO has done to estimate the total cleanup cost for the four prior BRAC rounds. More complete and transparent cost information would assist Congress in conducting its oversight responsibilities for this multibillion dollar effort.

This book was released on 2021-02-22 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the early 1960s, the River Valley Local School District built its middle school, its high school and its athletic fields in the former Marion Engineer Depot. During World War II, the depot had used the land for heavy equipment rehab, military artillery practice, materials storage, burial of construction debris and burning of waste materials and fuels. In 1997, a River Valley High School nurse grew concerned about the high rate of leukemia and other cancers in graduates. Then a stunning news report announcing a 122 percent increase in death rates over thirty years in the Marion area sparked an investigation. Was the land to blame? The question of what may have been known about the contaminates on the school grounds sent shock waves through the community that still linger today.

Book Military bases analysis of DOD s 2005 selection process and recommendations for base closures and realignments report to the congressional committees

Download or read book Military bases analysis of DOD s 2005 selection process and recommendations for base closures and realignments report to the congressional committees written by and published by DIANE Publishing. This book was released on 2005 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: On May 13, 2005, the Secretary of Defense submitted proposed base realignment and closure (BRAC) actions to an independent commission for its review. The Commission must submit its recommendations to the President by September 8, 2005, for his acceptance or rejection in their entirety. Congress has final action to accept or reject these recommendations in their entirety later this year. The law required that GAO issue a report on the Department of Defense's (DoD) recommendations and selection process by July 1, 2005. GAO's objectives for this report were as follows: (1) determine the extent to which DoD's proposals achieved its stated BRAC goals, (2) analyze whether the process for developing recommendations was logical, and (3) identify issues with the recommendations that may warrant further attention. Time constraints limited GAO's ability to examine implementation details of most of the individual recommended actions. DoD had varying success in achieving its 2005 BRAC goals of reducing excess infrastructure and producing savings, furthering transformation, and fostering jointness. While DoD proposed a record number of closures and realignments, exceeding all prior BRAC rounds combined, many proposals focused on reserve bases and relatively few on closing active bases. Projected savings are almost equally large, but most savings are derived from 10 percent of the recommendations. While GAO believes savings would be achieved, overall up-front investment costs of an estimated $24 billion are required, and there are clear limitations associated with DoD's projection of nearly $50 billion in savings over a 20-year period. Much of the projected net annual recurring savings (47 percent) is associated with eliminating jobs currently held by military personnel. However, rather than reducing end-strength levels, DoD indicates the positions are expected to be reassigned to other areas, which may enhance capabilities but also limit dollar savings available for other use7.

Download or read book Environmental cleanup at DOD better costsharing guidance needed at governmentowned contractoroperated sites written by and published by DIANE Publishing. This book was released on 1997 with total page 49 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report responds to your subcommittee's request that we examine Department of Defense (DOD) policies and practices regarding cleanup of environmental contamination at government owned, contractor operated (GOCO) plants, as a follow up to our previous reports that showed inconsistent policies and practices on cost sharing. We reviewed nine higher-cost case studies at the Defense Logistics Agency (DLA) and the military services (1) to assess the consistency of cost-sharing practices across DOD and (2) to compare the service cleanup estimates against DOD'S. Specifically, we identified the actions taken and the types of arrangements for sharing cleanup costs between the government and other responsible parties, and examined site-specific cleanup cost data.
