A combat veteran of both World War II and the Korean War, he received a battlefield commission in France in 1945 and fought in Korea in 1950 with the 25th Infantry Division. He holds the Silver Star, the Bronze Star Medal, and the Purple Heart.Mr. Hermes, also a World War II veteran, is a graduate of Boston University, where he received an M.A. degree in 1942, and is currently completing requirements for a Ph.D. degree in history at Georgetown University. This Global War on Terrorism (GWOT) Occasional Paper (OP) is a timely reminder for the US Army about the history we do not know, or at least the history we do not know well. The Army has recently embarked on massive advisory missions with foreign militaries in Iraq, Afghanistan, and elsewhere around the globe. We are simultaneously engaged in a huge effort to learn how to conduct those missions for which we do not consistently prepare. Mr. Robert Ramsey's historical study examines three cases in which the US Army has performed this same mission in the last half of the 20th century. In Korea during the 1950s, in Vietnam in the 1960s and 1970s, and in El Salvador in the 1980s the Army was tasked to build and advise host nation armies during a time of war. The author makes several key arguments about the lessons the Army thought it learned at the time. Among the key points Mr. Ramsey makes are the need for US advisors to have extensive language and cultural training, the lesser importance for them of technical and tactical skills training, and the need to adapt US organizational concepts, training techniques, and tactics to local conditions. Accordingly, he also notes the great importance of the host nation's leadership buying into and actively supporting the development of a performance-based selection, training, and promotion system. To its credit, the institutional Army learned these hard lessons, from successes and failures, during and after each of the cases examined in this study. However, they were often forgotten as the Army prepared for the next major conventional conflict. These lessons are still important and relevant today. In fact, prior to its publication the conclusions of this study were delivered by the author to several of the Army's current advisory training task forces.

Book excerpt: A historical analysis of the policies and military strategies applied during the Korean War stalemate period Korean Showdown: National Policy and Military Strategy in a Limited War, 1951–1952 takes a holistic and integrative approach to strategy, operations, and tactics during the Korean War’s stalemate period and demonstrates how these matters shaped each other and influenced, or were influenced by, political and strategic policy decision-making. Bryan R. Gibby offers an analysis of the major political and military decisions affecting how the war was conducted operationally and diplomatically by examining American, Chinese, North Korean, and South Korean operations in the context of fighting a limited war with limited means, but for objectives that were not always limited in scope or ambition. The foundational political decision was Harry Truman’s voluntary repatriation policy, which extended the war by up to eighteen months. Its military counterpart was the American-led Operation Showdown, the last deliberate military offensive to coerce concessions at the negotiation table. Showdown’s failure (and the Communists’ own equally disappointing military efforts) opened up new avenues for solving the war short of a militarily imposed solution. Reynolds did not deny shooting Liu but claimed self-defense and, like all members of US military assistance and advisory groups, was protected under diplomatic immunity. Reynolds's acquittal sparked a series of riots across Taiwan that became an international crisis for the Eisenhower administration and raised serious questions about the legal status of US military forces positioned around the world. In American Justice in Taiwan, author Stephen G. Craft provides the first comprehensive study of the causes and consequences of the Reynolds trial and the ensuing protests. After more than a century of what they perceived as unfair treaties imposed by Western nations, the Taiwanese regarded the special legal status of resident American personnel with extreme distrust. While Eisenhower and his advisers considered Taiwan to be a vital ally against Chinese communism, the US believed that the Taiwanese government had instigated the unrest in order to protest the verdict and demand legal jurisdiction over GIs. Regardless, the events that transpired in 1957 exposed the enormous difficulty of applying the US's Uniform Code of Military Justice (UCMJ) across cultures.
