Book excerpt: Sub-Saharan Africa has a long history of internal and international migratory movements. Migration patterns and dynamics from, to and between rural areas are profoundly differentiated across regions, and flows have considerably evolved over time. Yet, more recently, rural migration takes place in the unique situation of a major rural and urban demographic increase, which results in critical socio-economic and environmental challenges. In this context, intertwined migration drivers emerge and call for a better understanding of on-going dynamics. This working paper draws on a combination of literature review and data analysis, building on the results of the Atlas "Rural Africa in motion. Dynamics and drivers of migration South of the Sahara". This mixed approach is used to propose a conceptual framework based on past, current and future drivers of migration, then to examine observed patterns of rural migration and finally to discuss drivers’ characteristics and dynamics from case studies and existing datasets.

The first essay raises a series of conceptual and methodological questions in the context of a presentation of some of the main empirical results obtained from extended field work carried out during the course of 1992 and 1993 in Kenya, Tanzania and Zimbabwe. The second essay presents the three main themes - private trading networks and structures, the changing political economy of land, and popular forms of social provisioning - that constitute the core of the second phase of NAI's structural adjustment research and, in so doing, provides a review of aspects of the adjustment literature. This report is, therefore, an attempt both at stock-taking and agenda-building as part of a wider quest for deepening our understanding of the structures and processes of socio-economic change associated with the crisis and adjustment years in contemporary Africa

Book excerpt: The World Bank insists that the urban share of sub-Saharan Africa's population is rapidly increasing - this study shows that in many countries this is no longer true as migration strategies have adapted in response to economic andpolitical change. Circular migration, whereby rural migrants do not remain permanently in town, has particular significance in the academic literature on development and urbanization in Africa, often having negative connotations in southern Africanist studies due to its links with an iniquitous migrant labour system. Literature on other African regions often views circular migration more positively. This book reviews the current evidence about circular migration and urbanization in sub-Saharan Africa. The author challenges the dominant view that rural-urban migration continues unabated and shows that circular migration has continued and has adapted, with faster out-migration in the face of decliningurban economic opportunities. The empirical core of the book illustrates these trends through a detailed examination of the case of Zimbabwe based on the author's longstanding research on Harare. The political and economic changes in Zimbabwe since the 1980s transformed Harare from one of the best African cities to live in over this period to one of the worst. Harare citizens' livelihoods exemplify, in microcosm, the central theme of the book: the re-invention of circulation and rural-urban links in response to economic change. Deborah Potts is a Senior Lecturer in the Geography Department of King's College London. She works in the broad research field of urbanization and migration in sub-Saharan Africa, particularly southern Africa and has conducted research on these themes in Harare in Zimbabwe since 1985. Book excerpt: The study discusses the aspirations and preferences of youth in rural sub-Saharan Africa using a large-scale SMS-based survey data and complements it with an investigation on the causal effects of adolescent aspirations on migration decisions when youth in southwestern Ethiopia. The cross-country youth study shows that most rural youth in Africa prefer working in nonfarm economic sectors. It also finds that above half of the rural youth are undecided about their migration aspirations, providing an opportunity for governments to influence the rural out migration of youth. However, policymakers should also be equally aware that anti-poverty policy measures that simply improve the incomes of rural youth might have unpredictable and unintended consequences on their migration decisions. As a result, policy measures may have to also influence the perceptions of youth toward farming and rural life, and to make rural areas more attractive to the youth. Taking southwestern Ethiopia as a case in point, it was found that above half the adolescents have negative perceptions about farming (both farming life and the pre-requisites to become a farmer). The results also show that educational and occupational aspirations during adolescence exert differing effects on migration decisions after four years. That is, while those who aspired to attain more years of schooling are unlikely to out-migrate within this time period, their counterparts who aspired to have high socio-economic status occupations tend to out-migrate from the respective areas. The study concludes that the out-migration of youth from rural areas and small towns may not be only due to push factors such as lack of farmland, but it could also be due to their aspirations to work in high socio-economic status occupations which are not often found in the rural areas. Thus, African countries should work to make rural areas and farming more attractive to the aspiring youth such as through improving access to technology, developing infrastructure, and providing support to rural non-farm sectors expansion.

Book excerpt: The main goal of this book is to put urbanization and its challenges squarely on Africa’s development agenda. Planned urbanization can improve living conditions for the majority, help in the expansion of the middle class, and create conditions for economic transformation. However, many African cities have developed haphazardly, resulting in the decline of public services, in slum proliferation, and increases in poverty. African cities thrive on activities characterized by easy entry and low productivity, generally referred to as the "informal sector". Indeed, today some urban dwellers are poorer than their cousins in the countryside. In spite of reform attempts, many governments have not been able to create an enabling environment, with adequate infrastructure and institutions to sustain markets for easy exchange and production. This study argues that with careful policies and planning, the situation can be changed. If the recent natural resource-led economic boom that we have seen in many African countries is used for structural reforms and urban renewal, African cities could become centers of economic opportunity. The challenge for African policymakers is to ensure that urban development is orderly and that the process is inclusive and emphasizes the protection of the environment, hence green growth.
